This Decision stipulates the Central Council for Coordinating the Dissemination and Education of Law (Council); the Councils of provinces and centrally-run cities (provincial level), including the composition, tasks and powers of the Council, the Chairman, Permanent Vice Chairman, Vice Chairmen, Council Members, the Standing Body and the Secretariat assisting the Council; the working regime, information, reporting, and operating expenses of the Council and the Secretariat assisting the Council.
Composition of the Council

the Prime Minister consists of the following members:
The Chairman of the Council is the Deputy
Prime Minister.
The Vice Chairmen of the Council include: Minister of Justice (Vice Chairman of the Standing Council); Deputy Minister of Justice; Deputy Head of the Government Office. The Council invites a representative of the leadership of the Central Committee of the Vietnam Fatherland Front to be Vice Chairmen of the Council.
The Council members are representatives of the leaders of agencies and organizations: Ministry of National Defense, Ministry of Public Security, Ministry of Home Affairs, Government Inspectorate, Ministry of Culture, Sports and Tourism, Ministry of Education and Training, Ministry of Construction, Ministry of Agriculture and Environment, Ministry of Health, Ministry of Finance, Ministry of Industry and Trade, Ministry of Foreign Affairs, Ministry of Science and Technology, Ministry of Ethnic Minorities and Religions, State Bank of Vietnam, Vietnam Television, Voice of Vietnam, Vietnam News Agency. In addition, the Council also invited representatives of the leaders of agencies and organizations to be members of the Council: Central Internal Affairs Committee, Central Propaganda and Education Committee, Supreme People's Court, Supreme People's Procuracy, Central Vietnam Lawyers Association, Vietnam Bar Federation, Vietnam Confederation of Commerce and Industry (VCCI), Vietnam Association of Small and Medium Enterprises.
The Decision clearly states that based on the requirements for directing and coordinating the implementation of legal dissemination and education, legal aid, and legal support for small and medium-sized enterprises, business households, and business individuals in the sectors and fields under their management, the Minister and Head of a ministerial-level agency shall decide and be responsible for the establishment and maintenance of the Council of their ministry or agency.
Based on the composition of the Central Council and practical requirements of the locality, the Chairman of the Provincial People's Committee decides on the composition and number of members of the Provincial Council, including a representative of the People's Committee at the same level as Chairman of the Council.
In case of necessity, based on the composition, tasks and powers of the Provincial Council, the Chairman of the People's Committee of the commune, ward, and special zone under the provincial level shall decide on the establishment, composition, number of members, tasks and powers of the Council at the same level to ensure effectiveness and suitability with the requirements of implementing the work of disseminating and educating the law, providing legal aid, and legal support for small and medium-sized enterprises, business households, and business individuals in the area.
Duties and powers of the Central Council
The Central Advisory Council assists the Government and the Prime Minister in directing and coordinating the implementation of the following tasks:
- Develop and implement solutions to strengthen the Party's leadership in disseminating and educating the law, providing legal aid and legal support for small and medium enterprises, business households and individual businesses;
- Perfecting policies and laws on dissemination, legal education, legal aid, and legal support for small and medium enterprises, business households, and individual businesses;
- Develop, promulgate, urge, inspect and reward the implementation of programs, projects and plans of the Government and the Prime Minister on dissemination, legal education, legal aid and legal support for small and medium enterprises, business households and individual businesses;
- Implement digital transformation in the dissemination and education of law, legal aid, and legal support for small and medium enterprises, business households, and individual businesses;
- Implement the work of disseminating and educating the law, providing legal aid and legal support for small and medium enterprises, business households and business individuals in the fields, localities and subjects that require inter-sectoral coordination to achieve socio-economic development goals, ensure national defense, security and social security; implement solutions to enhance the effectiveness of coordination in implementing activities of disseminating and educating the law, providing legal aid and legal support for small and medium enterprises, business households and business individuals in accordance with the law;
- Implement solutions to enhance capacity for agencies, organizations and individuals responsible for implementing coordination activities in the dissemination and education of law, legal aid and legal support for small and medium enterprises, business households and individual businesses;
- Implement solutions to promote socialization policies, mobilize organizations and individuals, attract resources to participate in disseminating and educating laws, communicating policies and laws, providing legal aid and legal support for small and medium enterprises, business households and individual businesses;
- Communicate policies and draft documents according to legal regulations to create social unity and consensus, mobilize people to participate in building and perfecting laws and effectively organizing law implementation; develop documents, update data and information to serve the dissemination and education of laws, provide legal aid and legal support for small and medium-sized enterprises, business households and individual businesses on the National Law Portal;
- Implement guidance, explanation, information, and notification of legal aid, transfer of legal aid requests, and introduction of people eligible for legal aid to legal aid organizations; reporting and statistical work; professional guidance on coordination of legal aid activities, coordination of legal aid in litigation;
- Carry out the construction, management, updating, exploitation and use of legal databases to serve legal support activities for small and medium enterprises, business households, individual businesses and perform other tasks assigned by the Government and Prime Minister.
Duties and powers of the Provincial Council
The Provincial Council advises the People's Committee and the Chairman of the Provincial People's Committee to perform the following tasks at the local level:
- Develop and implement solutions to strengthen the Party's leadership in disseminating and educating the law, providing legal aid and legal support for small and medium enterprises, business households and individual businesses;
- Propose local Party committees and authorities to issue mechanisms, policies and solutions to improve the effectiveness of legal dissemination and education, legal aid and legal support for small and medium enterprises, business households and individual businesses;
- Develop, promulgate, urge, inspect and reward the implementation of programs, projects and plans of the People's Committee and the Chairman of the People's Committee at the same level on dissemination, legal education, legal aid and legal support for small and medium enterprises, business households and business individuals;
- Implement digital transformation in the dissemination and education of law, legal aid, and legal support for small and medium enterprises, business households, and individual businesses;
- Implement the work of disseminating and educating the law, providing legal aid and legal support for small and medium enterprises, business households and business individuals in the fields, localities and subjects that require inter-sectoral coordination to achieve socio-economic development goals, ensure national defense, security and social security; implement solutions to enhance the effectiveness of coordination in implementing activities of disseminating and educating the law, providing legal aid and legal support for small and medium enterprises, business households and business individuals in accordance with the law;
- Implement solutions to promote socialization policies, mobilize organizations and individuals, attract resources to participate in disseminating and educating laws, communicating policies and laws, providing legal aid, and legal support for small and medium enterprises, business households, and individual businesses;
- Communicate policies and draft documents according to legal regulations; develop documents, update data and information to serve the dissemination and education of law, legal aid, and legal support for small and medium enterprises, business households, and individual businesses on the National Law Portal; guide the organization to respond to the Law Day of the Socialist Republic of Vietnam;
- Implement guidance, explanation, information, and notification of legal aid, transfer of legal aid requests, and introduction of people eligible for legal aid to legal aid organizations; reporting and statistical work; professional guidance on coordination of legal aid activities, coordination of legal aid in litigation;
- Consulting on other tasks assigned by the People's Committee and Chairman of the Provincial People's Committee.
Standing Body, Secretariat assisting the Council
The Ministry of Justice performs the duties of the Standing Agency of the Central Council; the Department of Justice performs the duties of the Standing Agency of the Provincial Council.
