Ministry of Construction: Determined to complete key projects scheduled for inauguration on December 19, 2025

On October 3, Minister of Construction Tran Hong Minh chaired a conference to evaluate the work results of the first 9 months of 2025 and deploy key tasks for the fourth quarter of 2025.

Decentralization and complete decentralization to localities

Reporting on the implementation of the tasks of the Construction sector in the first 9 months of 2025, Chief of Office of the Ministry of Construction Nguyen Tri Duc said that the Ministry of Construction has resolutely and promptly implemented the Resolutions, Conclusions, and Directives of the Central Committee, the Politburo , the Secretariat, the National Assembly, the National Assembly Standing Committee and the Government; focusing on implementing a comprehensive review, proposing amendments and supplements to legal documents in the direction of promoting decentralization and thorough delegation of power to local authorities associated with the organization and implementation of 2-level local authorities.

In the work of investment, construction and infrastructure development, the Ministry has advised the Government to issue many important documents and Resolutions, providing strategic orientations for investment in key transport infrastructure projects, including the North-South high-speed railway, the Lao Cai- Hanoi -Hai Phong railway; adjusting the progress and implementing phase 1 of the Long Thanh International Airport Project...

In the management of housing and real estate market, the Ministry has advised and proposed the Government to submit to the National Assembly for approval Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development.

Since the beginning of 2025, the results of investment in social housing construction have shown many positive signs. The whole country has completed 43,681/100,275 units (reaching 43.6%), and it is expected that by the end of 2025, an additional 39,245 units (reaching 83%).

Implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, the Ministry is currently providing 271 online public services (reaching a rate of 84.68%); at the same time, focusing on completing the construction of 10 databases. According to the results published on the National Public Service Portal, the Ministry of Construction ranked first among ministries and branches in terms of quality of public service provision.

In the work of transport management and ensuring traffic order and safety, the Ministry of Construction has directed the implementation of solutions to improve transport activities, ensure traffic safety, and improve service quality during peak times; especially the occasion of the 80th anniversary of the August Revolution and National Day September 2.

Determined to complete projects scheduled for inauguration on December 19

Concluding the Conference, Minister Tran Hong Minh assessed that in the first 9 months of 2025, despite facing many difficulties, the Ministry of Construction basically completed most of the tasks as planned. However, in order to complete the tasks assigned by the Government and the Prime Minister and contribute to the successful implementation of the growth target of 8.3 - 8.5% in 2025, Minister Tran Hong Minh requested agencies and units to focus on implementing a number of key tasks in the last 3 months of 2025.

First of all, the Legal Department coordinates with relevant departments and divisions to focus on completing legal documents and projects. In particular, completing the Law on Aviation, the Law on Urban and Rural Planning, and the Law on Construction (amended) to submit to the National Assembly for consideration and approval at the 10th session (October 2025). At the same time, completing 10 draft Decrees in accordance with the set program and plan.

Regarding the progress and disbursement of key projects, the Minister requested investors and Project Management Boards to direct contractors to speed up progress and be determined to complete key works and projects according to the set plan to organize groundbreaking and inauguration on December 19, 2025. Especially the North-South expressways, Bien Hoa - Vung Tau, Long Thanh International Airport...

"Heads of agencies and units must focus on thoroughly grasping and strictly implementing the Minister's direction at the Conference to review the progress of implementation and disbursement of key transport projects, ensuring that the disbursement rate of the Ministry of Construction is not lower than the average disbursement rate of the whole country," the Minister requested.

Heads of units focus on strictly implementing the tasks assigned by the Minister in Notice No. 372 dated September 16, 2025 and Notice No. 425 dated September 30, 2025 on developing standards and regulations; periodically have specific products for practical application.

The State Appraisal Department of Construction Quality must strengthen the quality management of works in the management field of the Construction industry according to decentralization, especially key national works.

The Department of Construction Infrastructure strengthens the management of construction of traffic infrastructure works; inspects and reviews the management and use of road safety corridors, measures to ensure fire prevention and fighting of road infrastructure; researches and revises standards and regulations on urban drainage.

The Department of Science, Technology, Environment and Construction Materials and the Information Technology Center actively work with scientific and technological research facilities and strong enterprises in the industry to promote scientific and technological activities, innovation and national digital transformation in the fields of construction and transportation.

The Department of Housing and Real Estate Market Management needs to urgently develop a plan to strengthen and promote the development of investment in social housing construction; propose specific solutions to accelerate the implementation of the Project "Investing in the construction of at least 1 million social housing apartments in the 2021 - 2030 period"; and develop a Government Resolution on controlling and curbing real estate prices to submit to the Government.

In addition, the Department must focus on accelerating the completion of the pilot project of the "Real Estate Transaction Center" model; Information system on housing and real estate market"; amending Decree 100/2024/ND-CP on development and management of social housing; Decree on the National Housing Fund.

The Department of Planning and Architecture urgently prepares a conference to disseminate, guide, and answer legal regulations on urban and rural planning according to plans for localities.

The Department of Urban Development urgently completes the Decree detailing guidelines for recognizing urban types; Decree on smart urban development; Programs and plans for urban development and green growth urban development, responding to climate change after the Resolution of the National Assembly Standing Committee on urban classification is issued...
