Sharing at the regular press conference for the third quarter of 2025 of the Ministry of Finance , held on the afternoon of October 3, Deputy Minister Nguyen Duc Chi said that the Ministry of Finance is focusing on directing the completion of dossiers of draft laws and resolutions to be submitted to the 15th National Assembly at the 10th session, considering this a key task to ensure the progress and quality of legislative work in 2025.
“With a large workload, the Ministry of Finance affirms that it will continue to accompany the business community and hopes to receive support and close cooperation from news agencies and the press in policy information and communication work, contributing to creating social consensus and putting resolutions and reforms into practice,” Deputy Minister Nguyen Duc Chi emphasized.
In recent times, the Ministry of Finance has organized many important events, marking new milestones in the development of the industry. Notably, the 80th Anniversary of the Traditional Day of the Finance Industry (August 28, 1945 - August 28, 2025) was celebrated and the Ministry of Finance was honored to receive the First Class Independence Medal for its great contributions to the cause of national construction and defense.
Also in the third quarter of 2025, the Party Committee of the Ministry of Finance held the first Congress of Delegates for the 2025-2030 term, after merging the Party organization, with the motto "Solidarity - Discipline - Breakthrough - Development", marking a new step of maturity.
At the "National Achievements" Exhibition celebrating the 80th anniversary of National Day (September 2, 1945 - September 2, 2025), the Ministry of Finance introduced a booth with the theme "80 years of Vietnam's Finance Sector - Creation and Development", recreating the sector's journey of dedication through the ages. Notably, in the context of streamlining the apparatus under the direction of the Central Government and ensuring effective financial and budgetary management, the Ministry of Finance has achieved positive results.
According to the Ministry of Finance, the total State budget revenue in September 2025 is estimated at 156.7 trillion VND; the cumulative revenue in the first 9 months of this year reached 1,901.6 trillion VND, equal to 96.7% of the estimate and increased by 28.9% over the same period in 2024. Of which, the central budget revenue reached about 88.5% of the estimate; local budget revenue reached 105.2% of the estimate. The total balanced budget expenditure in September 2025 reached 192.1 trillion VND; the cumulative revenue in the first 9 months reached about 1,625.4 trillion VND, equal to 63.1% of the estimate and increased by 30.6% over the same period in 2024.
In parallel with budget management, the Ministry of Finance has promoted the building and improvement of institutions. After the promulgation of four major Resolutions of the Politburo (57, 59, 66, 68), the Ministry has promptly reviewed, submitted and participated in the development of the Draft Law amending and supplementing eight laws in the financial sector (Law on Bidding, Law on PPP Investment, Law on Customs, Law on Value Added Tax, Law on Export and Import Tax, Law on Investment, Law on Public Investment, Law on Management and Use of Public Assets).
Along with that, the Ministry is studying to amend important tax laws such as the Law on Corporate Income Tax, Personal Income Tax, and Value Added Tax to create momentum for innovation, digital transformation, and support the private economic sector.
Regarding the implementation of two-level local government, the Ministry of Finance promptly issued a decision to assign tasks, opened a hotline and established a Standing Team to provide support.
