Applicants must meet the following conditions: be a Vietnamese citizen, be 18 years of age or older, and reside in Vietnam; possess good political and moral character, be in good health, and meet the requirements of the job position. Individuals who lack civil capacity, are under criminal investigation, or are subject to administrative sanctions are not eligible to apply.

The civil service recruitment exam will take place in two rounds. Round 1 is a computer-based multiple-choice test covering general knowledge and a foreign language. Candidates who achieve at least 50% correct answers in each section are eligible to proceed to Round 2. Round 2 consists of a computer-based written test (70 questions) and a face-to-face interview, assessing professional knowledge, problem-solving skills, communication skills, and the ability to perform official duties.

The selection score is calculated on a 100-point scale, with the written test accounting for 70% and the interview 30%. Successful candidates must achieve a minimum of 50 points in each section and have a higher total score in order of eligibility. Certain policy beneficiaries such as war invalids, children of martyrs, ethnic minorities, and completed military service personnel receive priority points according to regulations.

Applicants must submit their application forms directly to the Department of Internal Affairs (18 Nguyen Sinh Sac Street, Hue City) from August 20th to September 18th, 2025, during office hours. Each candidate may only apply for one position. The results of the recruitment process will be publicly announced on the Department of Internal Affairs' electronic portal, after which candidates must complete their application documents within 20 days.

The exam is expected to be held at the end of the third quarter of 2025 at Hue College (82 Hung Vuong Street, Hue City). Detailed information is publicly posted at the Department of Internal Affairs and on the website snv.hue.gov.vn.
