Lang Son City: Positive changes in implementing Resolution 12

- On May 12, 2016, the Executive Committee of the Lang Son City Party Committee issued Resolution No. 12 on strengthening the Party's leadership in implementing civilized lifestyles in weddings, funerals, festivals and the work of building and implementing village and block conventions in Lang Son City. After more than 8 years of implementing Resolution 12, implementing civilized lifestyles has become a beautiful feature in cultural life, contributing to building cultural and civilized residential areas in the area.

Before 2016, the implementation of civilized lifestyle in weddings, funerals and festivals in the city still revealed many limitations such as: in some places, weddings and funerals were organized wastefully, tents were set up encroaching on the road; in festivals, there was still superstition, fortune telling and fortune telling. However, since 2016, weddings and funerals were organized in a healthy manner, without waste; encroachment on the roadside was limited, the activity of scattering gold coins in funerals was no longer common; festivals attracted a large number of people to participate, there were no more superstitious activities... these are the results after more than 8 years of implementing Resolution 12 by cadres, party members and people in the city.

After being informed about civilized weddings, my family organized a small wedding with more than 30 tables of food, the guests were only relatives and some close friends.

Resolution 12 regulates weddings, funerals and festivals

Regarding weddings: The wedding must be solemn, economical, joyful, healthy, in accordance with customs, practices, cultural traditions and family circumstances; not ostentatious or wasteful; limit the use of alcohol, beer and tobacco at the wedding; do not invite guests to a "side meal" before the wedding; limit the number of guests attending the wedding, avoid inviting too many, causing negative reactions in public opinion. The wedding must not affect traffic safety or public order.

Regarding funerals: Funerals are organized thoughtfully, economically, in accordance with customs, national cultural traditions and family circumstances. Limit and gradually eliminate cumbersome and outdated procedures in funerals. The organization of food and drink during funerals should only be carried out within the family and clan. The time to bury the deceased is in accordance with the provisions of law. Use wreaths and rotating trays of offerings; limit the burning of votive paper and votive objects, and do not scatter votive paper on the funeral procession.

About the festival: Festival rituals are performed solemnly, based on the spirit of promoting and preserving traditional rituals, in accordance with the cultural and historical significance of the festival. Organizing cultural, sports and entertainment activities during the festival that are healthy and beneficial, in accordance with the nature of the festival; ensuring environmental sanitation, security and order, and traffic safety.

It is known that since the implementation of Resolution 12, the situation of weddings and funerals organized with many cumbersome and wasteful procedures, and tents encroaching on the sidewalks has almost disappeared. Mr. Mai Xuan Chuong, Party Cell Secretary, Head of Dai Thang Block, Chi Lang Ward, said: Every year, the block organizes for people to register to build cultural families, sign commitments to practice civilized lifestyles in weddings, funerals and festivals. In particular, we widely propagate Resolution 12 to the people through zalo groups of socio -political organizations. Thanks to that, in the period of 2016-2024, 100% of funerals and 87% of weddings in the block are carried out according to civilized lifestyles.

Along with Dai Thang block, other residential areas in wards and communes in Lang Son city have also actively implemented Resolution 12, thereby creating many positive changes in implementing civilized lifestyles in the area. According to statistics, in 2023, the city had 454/546 weddings carried out in accordance with Resolution 12, reaching a rate of 83.1% (an increase of 3% compared to 2020); there were 582/593 funerals carried out in accordance with Resolution 12, reaching a rate of 98% (an increase of 8% compared to 2020).

Regarding festival activities, currently in the city there are 7 traditional festivals, the rituals in the festivals are all conducted solemnly and economically on the basis of preserving and promoting good traditional cultural values, in which many large festivals attract tens of thousands of people and tourists such as: Ky Cung - Ta Phu temple festival, Tien Pagoda festival, Tam Thanh pagoda festival, ...

To achieve these results, in recent years, the People's Committee of Lang Son city has proactively developed an implementation plan and directed units and People's Committees of wards and communes to seriously implement Resolution 12 on implementing a civilized lifestyle in weddings, funerals and festivals. Every year, the City Party Committee and wards and communes develop a work program and a plan to implement key tasks, always focusing on leadership, direction and organization of the implementation of Resolution 12. Ms. Nong Thi Thuy Huong, Vice Chairwoman of the People's Committee of Quang Lac commune, said: Since Resolution 12 was implemented, the Party Committee and People's Committee of Quang Lac commune have issued nearly 30 documents to disseminate and implement it. After more than 8 years of implementing Resolution 12, the people highly agree with the contents of the resolution. Regarding weddings, in the area, they are organized in a civilized, polite, joyful, and healthy manner. Funerals are carried out according to regulations, not left for a long time, and wreaths and offerings are rotated... From 2016 to present, in the commune, 100% of weddings and 90.5% of funerals are carried out in a civilized manner.

It is known that from 2016 to now, agencies, units, wards and communes have organized over 100 propaganda conferences with over 5,000 participants. Blocks and villages have organized nearly 700 integrated propaganda sessions with over 10,000 listeners; mobilized over 25,000 households and inter-family groups to sign a commitment to practice a civilized lifestyle in weddings, funerals and festivals.

In addition, all levels and sectors in the city have always done a good job of guiding, inspecting, supervising and strictly handling violations. Specifically, from 2016 to now, all levels and sectors in the city have punished 613 cases of setting up tents in violation of regulations. In addition, the city also regularly pays attention to emulation and reward work. It is known that over the past 8 years, the Chairman of the City People's Committee has awarded certificates of merit to 34 collectives and 33 individuals with outstanding achievements in implementing Resolution 12.

Mr. Tran Lenh Truong, Head of the Department of Culture and Information of Lang Son city, said: In the coming time, the department will continue to advise the City People's Committee to deploy many activities, focusing on promoting and diversifying the propaganda work on the implementation of Resolution 12. At the same time, continue to do a good job of guiding, inspecting, urging and reminding, taking strict measures to handle violations, promptly commend and reward groups, villages, individuals and households that perform well, good practices that have a widespread impact in the community; strengthen and mobilize social resources from businesses and business organizations to open more venues and grounds for organizing events and wedding parties to reduce the situation of not setting up wedding tents on the street, violating traffic order, causing loss of urban beauty...

The implementation of Resolution 12 in Lang Son city shows that the Party committees and authorities at all levels in the city have had effective ways to contribute to improving the activities of the movement "All people unite to build a cultural life", in the city in particular and in the province in general.
