According to the Government Inspectorate , the inspection aims to implement the Prime Minister's Conclusion at the conference on July 17, 2025, Plan No. 1505/KH - TTCP dated July 22, 2025 of the Government Inspectorate on thematic inspection of works and projects with difficulties, obstacles, slow progress, backlog, prolongation, low efficiency, risk of loss and waste.
On behalf of the Inspection Delegation, Mr. Hoang Van Ha, Deputy Director of the Department of Inspection for Complaints and Denunciations in the Agriculture and Environment Sector (Department VIII) announced the full text of Decision No. 674/QD-TTCP dated July 23, 2025 of the Government Inspector General on the inspection of a number of projects with difficulties and problems at the Ministry of Agriculture and Environment, Lao Cai province, and Thai Nguyen province.
Accordingly, the Inspection Team consists of 20 members led by Mr. Hoang Van Ha, Deputy Director of Department VIII.
The inspection period is from the date of project implementation to July 1, 2025. If necessary, the contents related to before or after the above inspection period may be considered. The inspection period is 45 days from the date of announcement of the inspection decision.

At the announcement of the inspection decision, Mr. Nguyen Ngoc Tuc, Head of the Department of Supervision and Appraisal of Region 1 and the fields of agriculture, environment and industry and trade (Department 1, Department XIII) announced the decision to establish a Team to supervise the activities of the Inspection Team under Decision No. 674/QD-TTCP dated July 23, 2025 of the Government Inspector General. The monitoring team consisting of 2 members will strictly implement the provisions of the law.
Representatives of the Ministry of Agriculture and Environment, Lao Cai province and Thai Nguyen province said they will strictly implement Decision No. 674/QD-TTCP of the Government Inspector General and the inspection team's plan.
At the same time, it said it would closely coordinate with the Inspection Team throughout the inspection process at the Ministry and localities; coordinate to provide complete records and documents as required by the Inspection Team.
At the announcement of the inspection decision, Deputy Inspector General Duong Quoc Huy said that, implementing the Prime Minister's Conclusion at the conference on July 17, 2025, on July 23, 2025, the Government Inspector General issued Decision No. 674/QD-TTCP on inspecting a number of projects at the Ministry of Agriculture and Environment, Lao Cai province and Thai Nguyen province that are facing difficulties, obstacles, slow progress, prolonged backlog, low efficiency and risk of loss and waste of resources.
Thereby detecting limitations and inadequacies in policies and laws, clearly defining responsibilities and proposing measures to handle violations (if any).
"The inspection results will be an important basis for competent authorities to consider and handle, contributing to unlocking resources and promoting socio-economic development," Deputy Inspector General Duong Quoc Huy emphasized.
Deputy Inspector General Duong Quoc Huy requested the Inspection Team to seriously and fully implement the contents in accordance with the provisions of law and the inspection plan approved by the Government Inspector General, ensuring the right focus, key points, quality and highest efficiency.
At the same time, the Director of the Department of Inspection for Handling Complaints and Denunciations in the Agriculture and Environment Sector (Department VIII) is assigned to assist the Government Inspector General in directing, monitoring, managing, and urging the implementation of the inspection team's tasks. At the same time, promptly handle or propose handling of recommendations and reflections according to the correct authority.
The Director of the Department of Inspection and Appraisal (Department XIII) performs well the function of supervising the entire inspection process according to regulations to ensure transparency, objectivity and compliance with procedures as prescribed by law.
On the side of the Ministries and local branches, the Deputy Inspector General requested that leaders and relevant Ministries, branches and localities closely coordinate, direct relevant units to provide full information and documents and create favorable conditions for the Inspection Team to successfully complete its tasks.
