On December 18th, according to a source from Dan Tri newspaper, the Ca Mau Provincial Inspectorate has concluded its inspection regarding compliance with legal regulations on the use and management of civil servants and the performance of official duties by civil servants at Bac Lieu University.
Bac Lieu University, established in 2006, is a public institution under the People's Committee of Bac Lieu province (now the People's Committee of Ca Mau province).
The inspection results show that the number of staff at the school is within the scope of the authority granted annually. Specifically, the number of staff allocated for 2024 is 204 and for 2025 is 210; the number of staff as of June 30th is 171.
The management and utilization of civil servants must ensure that task assignments are carried out in accordance with the job position plan approved by the competent authority; the conditions, standards, procedures, and processes for appointment and reappointment must comply with regulations.
The inspection also concluded that the classification of salary coefficients, salary grades, entitlement periods, salary grade promotion periods, and the arrangement, preservation, and archiving of civil servant records were carried out in accordance with the regulations of the Ministry of Interior .
"Officials have demonstrated good conduct in public service; the school has developed a plan for job rotation; and the declaration of assets and income has been carried out in accordance with regulations," according to the inspection agency.
In addition to the positive aspects mentioned above, the Ca Mau Provincial Inspectorate also pointed out some shortcomings such as: The school has not reviewed and revised the job position plan according to the guidelines of the Ministry of Education and Training; there are some cases of appointments and reappointments lacking the necessary paperwork; there are cases of premature salary increases that do not meet the conditions and entitlements; the emulation and reward work still lacks some content;…
"The aforementioned limitations relate to the responsibilities of the principal in his role as head, the head of the Department, and the staff of the Organization and Administration Department in charge of managing staff records and granting early salary increases," the inspection agency clearly stated.
The Ca Mau Provincial Inspectorate recommended that the Rector of Bac Lieu University organize a review of shortcomings in leadership and guidance regarding the placement and assignment of duties to staff; appointments and reappointments; premature salary increases; emulation and commendation; management of staff records; and the performance of official duties by staff.
The inspection agency also recommended that the principal organize a review and lessons learned session for the Head of the Organization and Administration Department, along with two related specialists.
