Removing difficulties and speeding up investment in technical infrastructure of industrial clusters

(Baothanhhoa.vn) - On the afternoon of August 20, comrade Mai Xuan Liem, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee chaired a conference to review the progress of investment in technical infrastructure of industrial clusters (ICs) in Thanh Hoa province.

Attending the conference were representatives of leaders of departments, branches, localities and enterprises that are investors in building technical infrastructure for a number of industrial parks established in the province.

According to the report of the Department of Industry and Trade, by the end of July 2025, there were 53 industrial parks established in the province with enterprises as investors. Of these, 48 industrial parks are currently implementing investment; 3 industrial parks have had their investment approval decisions revoked due to errors of investors and planning; 1 industrial park is currently inactive.

Of the 48 industrial parks currently investing, 2 have completed infrastructure investment and attracted secondary projects; 3 industrial parks have basically completed infrastructure investment in phases, meeting the conditions to attract secondary projects for investment; 2 industrial parks have basically completed infrastructure investment and are submitting project acceptance documents to put into operation; 23 industrial parks have completed site clearance (GPMB) for the entire project or in phases, have been granted land use right certificates and are investing in infrastructure; 2 industrial parks have completed investment procedures and have been and are conducting GPMB compensation and 16 industrial parks are completing investment procedures and have not yet carried out GPMB.

According to the analysis of the Ministry of Industry and Trade, in recent times, the province and relevant agencies have implemented many groups of solutions to remove obstacles and difficulties, shorten the time to carry out administrative procedures according to regulations to accelerate the progress of investment in building technical infrastructure for industrial parks. Therefore, compared to the first quarter of 2025, the situation of investment in industrial park infrastructure and attracting secondary projects has changed significantly. However, up to now, there are still some industrial parks with slow progress in investment in building technical infrastructure and not meeting requirements.

At the conference, delegates discussed and pointed out a number of reasons leading to the slow progress of infrastructure investment in industrial parks, such as: Some investors have not actively coordinated with departments, branches and localities to complete investment, construction and land procedures according to regulations; some (old) districts have not properly fulfilled their commitments on compensation for site clearance before ending the operation of district-level administrative units.

Legal regulations require investors to carry out many administrative procedures in investing in technical infrastructure of industrial parks; the long time to carry out procedures for compensation, site clearance, waiting for decisions on land prices, property prices on land according to new regulations... also affects investment progress.

In addition, some industrial parks, due to the lack of thorough pre-establishment surveys of terrain and geology, and the lack of specific investment plans for leveling and construction, have not been able to implement infrastructure investment after being allocated or leased land. Therefore, it is necessary to carry out procedures to apply for policies and licenses for mineral exploitation, slowing down the progress of infrastructure completion and requiring adjustments to progress...

Concluding the conference, Mr. Mai Xuan Liem, Vice Chairman of the Provincial People's Committee, highly appreciated the proactiveness and close adherence to work progress of the Department of Industry and Trade and related units. At the same time, he pointed out that the main reason for the delay in the progress of CNN infrastructure investment was that the People's Committees of the (old) districts had not yet fulfilled their functions and tasks.

The Vice Chairman of the Provincial People's Committee requested that investors report on the progress of implementation every month. For the contents agreed upon at today's conference, it is necessary to speed up the implementation progress; for arising issues, it is necessary to have a written report to the departments, branches and the Provincial People's Committee for resolution.

Regarding the problems caused by the end of the district-level administrative unit affecting the progress of CNN infrastructure investment, the Vice Chairman of the Provincial People's Committee assigned the Departments of Industry and Trade, Agriculture and Environment to review and provide detailed instructions to localities and investors as a basis for implementation.

Communes urgently review documents; focus on implementing land acquisition and clearance to ensure the prescribed progress in order to support and create conditions for investors to carry out their tasks. For some industrial parks that are behind schedule due to problems in resettlement arrangements and have not completed the determination of land origin for land acquisition and clearance compensation plots, communes shall inspect and thoroughly handle according to their authority the land area that has been granted a Land Use Right Certificate by the District People's Committee (old) in accordance with the provisions of law.

Vice Chairman of the Provincial People's Committee Mai Xuan Liem requested the People's Committees at the commune level to strengthen their responsibility in managing, monitoring, and urging enterprises and investors to speed up the construction progress of technical infrastructure of industrial zones. The tasks must be clear about the people, the work, the responsibilities, and the deadlines. For problems beyond the authority, promptly report to the Provincial People's Committee for consideration and resolution.
