Implementing the National Target Program 1719, Quang Tri province has deployed many solutions to implement Project 1 on supporting residential land, housing, production land, and domestic water to create conditions for people to stabilize their lives and escape poverty.
Implementing the National Target Program 1719, Quang Tri has focused the budget to allocate 1,531 billion VND to fundamentally solve the shortage of housing, residential land, production land, and domestic water; develop agricultural and forestry production, ensure sustainable livelihoods; invest in essential infrastructure in ethnic minority and mountainous areas. In addition, priority is given to allocating over 217 billion VND to build over 3,000 new houses for poor households in ethnic minority and mountainous areas. In 2023, Quang Tri has allocated 37 billion VND and in 2024 14.2 billion VND to solve the shortage of residential land, housing, production land, and domestic water under Project 1. From the allocated budget, in 2023, in Dakrong and Huong Hoa districts, over 500 ethnic minority households have enjoyed the policy of granting production land, over 300 households have been supported with residential land.
Therefore, according to the report of Dakrong District People's Committee, up to now, programs such as housing support and construction of clean water works have achieved their set goals. Two programs such as housing land support have only been implemented for 65 households and are expected to be implemented for about 61 more households. However, the implementation of the above contents is currently facing difficulties. The reason is that the locality no longer has vacant land to level the ground or reclaim and restore to support residential land and production land for households benefiting from the policy. In the past, the form of support for residential land and production land for people by the district was mainly through receiving land use rights transfers.
On the other hand, in the process of implementing the form of actual transfer of land use rights, many difficulties and problems arise. For example, in some cases, the Land Use Rights Certificate has incorrect information about name, age, ID number or identification information, which requires correction and adjustment procedures, which takes a lot of time. The land user whose name is on the Land Use Rights Certificate has passed away but has not yet completed the inheritance procedures, so the transfer procedures cannot be carried out for the beneficiary; the problem of discrepancies between the actual situation and the cadastral map, etc.
According to Mr. Thai Ngoc Chau, Chairman of Dakrong District People's Committee, in the face of the above difficulties, the District People's Committee has sent a document proposing to the Quang Tri Provincial People's Committee to adjust the project capital to solve the shortage of residential land, housing, and production land, by transferring the remaining 11,562 billion capital of the two programs to support housing and invest in works serving domestic water for beneficiaries in the area.
In Huong Hoa district, according to the district People's Committee's statistics on the implementation of support for residential land and production land under Project 1, the whole district has 514 households lacking residential land, the number of households granted land use right certificates is 3,453 households, the number of households not granted land use right certificates is 2,617 households. Regarding production land, there are 371 households lacking production land, the number of households granted land use right certificates is 4,182 households, the number of households not granted land use right certificates is 2,780 households. Regarding the implementation results, in the period of 2022 - 2024, housing support has been provided to 662 households, 153 households have been supported with residential land, and 253 households have been supported with production land.
To speed up the implementation of Project 1, localities in Quang Tri province need to continue to review and have a specific list of households lacking residential land, housing, and production land. For the land fund handed over to local management, there must be a plan to receive and develop a specific and reasonable use plan to meet the socio -economic development requirements of the locality. At the same time, land allocation must be linked to creating sustainable livelihoods to eliminate poverty and improve the lives of ethnic minorities.
