Removing obstacles, promoting clean energy development and electricity infrastructure

In recent years, Tay Ninh province has made efforts to promote the development of renewable energy projects and modern power transmission systems to meet the needs of socio-economic development and ensure energy security. However, the implementation process still faces many difficulties due to planning problems and the lack of specific guidance mechanisms.

Tay Ninh prioritizes clean energy projects

According to the national power plan, Tay Ninh province has a total approved solar power capacity of 1,188MW, of which 718MW is for the 2021–2030 period and 470MW is for the 2031–2035 period.

Meanwhile, according to the provincial planning, the whole province has 18 concentrated solar power projects with a total capacity of 2,438 MW. Of which, the two solar power projects TTC Duc Hue 2 and Dau Tieng 5 are completing procedures according to construction regulations to start construction.

8 projects are being updated into the provincial planning to implement bidding and auction of land use rights to select investors. Currently, the Department of Finance is taking the lead in reviewing, updating and adjusting the provincial planning to have a basis for implementing the next steps.

8 projects in the provincial planning, however, have not been added to the national planning.

According to information from the Department of Industry and Trade, the major difficulty is that the provincial planning is still in the process of adjustment, causing projects that are listed in the national planning to still not be able to be implemented due to lack of legal basis.

In parallel with concentrated solar power, rooftop solar power in Tay Ninh is developing towards on-site self-consumption. According to Decree 58/2025/ND-CP, systems under 1,000kW and not selling electricity only need to notify the Department of Industry and Trade; if selling electricity or exceeding this capacity, the investor must register and be granted a certificate of compliance.

However, in reality, some organizations and individuals have installed rooftop solar power systems before Decree 58 was issued, making management difficult. In particular, some foreign investment funds have participated in developing solar power by renting factory roofs of large electricity-using enterprises to install solar power and sell electricity directly to business owners, but this has not been resolved because the regulations are unclear.

In addition, the province is currently implementing 500kV, 220kV and 110kV power projects. However, the Duc Hoa 2 and Duc Hoa 3 220kV transformer stations have not yet been approved for investment due to local specialized planning (urban planning, construction planning).

Also according to the report of the Department of Industry and Trade, in the field of energy from waste, the Thanh Hoa Waste-to-Energy Plant Project has completed the auction of land use rights and has an investor, but it has not been able to be implemented because it has not been updated in the provincial planning and the national electricity planning. The Department of Finance is taking the lead in reviewing, updating, and adjusting the provincial planning to have a basis for implementing the next steps.

Notably, the investor is proposing to increase the capacity from 4MW to 10MW, which requires reviewing the planning of the province's waste treatment areas and ensuring the supply of raw materials to the factory.

In addition to renewable energy sources, Tay Ninh province is closely coordinating with ministries, sectors and investors to soon deploy two LNG Long An I and II thermal power projects, located in Phuoc Vinh Dong commune. This is a large-scale project, playing an important role in the medium and long-term power source structure.

The Department of Industry and Trade has advised the Provincial People's Committee to sign and issue the Investment Implementation Plan for the Long An I and Long An II LNG Thermal Power Plant Project (Plan No. 1793/KH-UBND dated June 4, 2025); agreed on the route of the LNG gas pipeline supplying the plant, the section in the province (Document No. 4936/UBND-KTTC, dated May 7, 2025); the investor is implementing the remaining section in Ho Chi Minh City.

220kV line section connecting to release project capacity: National Power Transmission Corporation has been assigned responsibility for investing in the project, and is carrying out procedures to select a design consultant to conduct surveys and prepare design documents to report on the project route.

On June 12, 2025, the Provincial People's Committee issued Document No. 1948/UBND-TB announcing the conclusion of the Provincial People's Committee at the meeting to resolve difficulties and problems in implementing the Long An I and II LNG Power Plant project in Phuoc Vinh Dong commune. Assign the Department of Finance, Department of Construction, Economic Zone Management Board, Department of Agriculture and Environment to urgently complete procedures on Southeast Asia Industrial Park, land, construction, etc.

Long An Energy Group Co., Ltd. is coordinating with relevant units to complete procedures to ensure conditions for construction commencement according to the Construction Law (adjustment of the planning of Southeast Asia Industrial Park Phase 2, land allocation procedures, approval of design implementation after basic design, etc.) to ensure conditions for construction commencement by the end of 2025.

Tay Ninh has many great opportunities to develop clean and sustainable energy. However, to effectively utilize available resources and potential, the province needs to continue to remove barriers from planning, administrative procedures to legal policies related to new energy models.

Only when the planning system is synchronized and investors feel secure, will clean energy truly become a driving force for sustainable economic development for Tay Ninh in the coming years./.
