Removing obstacles in public investment at some special schools

GD&TĐ - On the afternoon of August 5, Deputy Minister of Education and Training Le Tan Dung visited and worked at Friendship School 80 and Friendship School T78 (Hanoi) on public investment.

Identify the challenges

Mr. Khuat Van Thanh - Vice Principal in charge of the school said: T78 Friendship School is the first school in the system of schools training Laotian international students (LHS) established in Vietnam. After many moves and changes of location, in 1980, the school was located in Phuc Tho district - now Phuc Tho commune, Hanoi .

The school is located on a land area of 33,441m2 , currently has 18 main construction items with a construction area of 7948m2 and a total construction floor area of 25,096m2 . Construction works include: 3 lecture halls with a total of 55 rooms; 1 4-storey library; 1 3-storey department office building with 13 rooms; 1 multi-purpose gymnasium; 1 football field.

Most of the school's buildings have been in use for a long time, except for some recently upgraded and renovated buildings (lecture hall A, dormitory building No. 1, dormitory building No. 4, dormitory for Lao students); the rest have been seriously degraded, mold has invaded, the walls and ceilings have many cracks due to degradation, the electrical infrastructure is damaged, causing unsafety.

With the school's expected development scale by 2030 being 2,000 students, the current facilities can only meet 50% of the accommodation and living needs and 70% of the learning needs. Ensuring the requirements for facilities and teaching equipment when implementing the 2018 General Education Program still has some challenges.

The school has basically equipped teaching and learning facilities, accommodation and catering services for students, teachers and staff. However, the machines have been invested for a long time, are not synchronized, and lack connectivity, so the application of information technology in management, direction, operation, teaching and learning is still fragmented, lacking focus and interaction.

T78 Friendship School implements medium-term public investment project for the period 2021-2025 including: Project “Renovation, repair and upgrading of Kitchen, Canteen, Lecture Hall B1-B and Dormitory No. 4” with a total investment of 14,759 billion VND. The work volume is expected to be completed according to the contract schedule by the end of November 2025.

"Request the Ministry of Education and Training to submit the project to the Government for approval in the medium-term public investment plan for 2026-2030; prioritize capital allocation for timely and effective implementation, avoiding waste of resources. The expansion and modernization of facilities is to meet the training needs of the new stage when the number of ethnic minority students and Lao students is increasing" - Mr. Khuat Van Thanh proposed to the leaders of the Ministry of Education and Training.

At Friendship School 80, Ms. Chu Kim Phuong - Principal discussed: The school was assigned by the Ministry of Education and Training to teach preparatory Vietnamese for Laotian students, Cambodian students and ethnic minority students in the Northern provinces. This is one of the units authorized to implement the foreign policy of our Party and State with the two friendly countries of Laos and Cambodia.

Currently, the school has 179 Laotian students studying preparatory Vietnamese, 56 students studying high school; 179 Cambodian students also studying preparatory Vietnamese; in addition, there are about 1,000 ethnic minority students, mainly at high school level. This is the first year that Laotian students have graduated from the preparatory program. The quality of education as well as the school's staff have been one of the school's strengths for many years.

The school has been closely coordinating with the project management board to implement the school investment and construction project.

The school proposed that the Ministry of Education and Training continue to pay attention and invest more in equipment and facilities to better serve teachers and students in teaching and learning. The school's teachers also proactively train and impart teaching skills according to the 2018 General Education Program to Lao and Cambodian teachers who come to work in Vietnam. At the same time, they hope to speed up the progress of related projects.

Through understanding the reality, Deputy Minister Le Tan Dung acknowledged and agreed with the proposals of Friendship School T78 and Friendship School 80. In the current urgent context, capital is not really abundant, schools try to overcome all difficulties, strengthen supervision to ensure absolute safety when implementing projects.

Schools that focus on building smart classrooms to meet the requirements of technological integration are very commendable. Deputy Minister Le Tan Dung also requested the Department of Science and Technology to continue reviewing resources: Medium-term public investment for the period 2026-2030, National Target Programs, ODA loans from abroad to support and advise schools.

"In particular, schools need to work with local authorities after removing the district level on implementing procedures related to planning, investment, and construction of construction projects. After completion, the school will send a report to the Ministry of Education and Training, then the Ministry will send a document to the Hanoi People's Committee to consider appropriate next options" - Deputy Minister Le Tan Dung further noted to the schools.
