Mr. Kien submitted the application for "Resolving the one-time social insurance benefit for employees participating in compulsory social insurance after one year of unemployment, and voluntary social insurance participants who have not continued paying social insurance for one year and have not yet accumulated 20 years of social insurance contributions" to the District 1 Social Insurance Office via the Vietnam Social Insurance Public Service Portal.
The system recorded "Application Received," but Mr. Kien waited more than 15 days and still did not receive the results. Mr. Kien complained to the Vietnam Social Security and requested the District 1 Social Security office to process the procedure within the prescribed timeframe.

Based on Mr. Kien's feedback, the Vietnam Social Security (BHXH) has conducted a review and stated: "According to the guidance of the Ho Chi Minh City Social Security in công văn (official letter) No. 2650/BHXH, the application for a one-time social insurance benefit requires the applicant to come directly to the Social Security agency to submit the application, verify identity, have a photo taken for confirmation, and provide fingerprints...".
Therefore, the Social Insurance agency of District 1 contacted and instructed Mr. Kien to go directly to the Social Insurance agency to submit his application.
On September 26th, the Ho Chi Minh City Social Insurance agency also issued Notice No. 7179/TB-BHXH regarding the issuance and adjustment of the process for handling lump-sum social insurance benefit claims under the one-stop mechanism.
Accordingly, the method of submitting documents for this procedure is for employees requesting a lump-sum social insurance benefit to submit their documents to the Social Insurance Office of Thu Duc City or the Social Insurance Office of the district or county.
There are two ways to submit applications: directly to the Social Insurance agency and through public postal services.
Within 5 working days from the date of receiving the application, the Social Insurance agency will process it for the citizen.
According to the announcement, the purpose of this procedure is to process applications for lump-sum social insurance benefits for employees who request it in 5 specific cases.
Firstly, it addresses the issue of receiving a lump-sum social insurance payment for individuals who have reached the retirement age but have not yet contributed to social insurance for 20 years, or have not yet contributed to mandatory social insurance for 15 years in the case of female workers who are full-time or part-time employees at the commune, ward, or town level and who do not continue to participate in voluntary social insurance.
Secondly, it addresses the issue of receiving a lump-sum social insurance payment for workers who emigrate to settle abroad.
Thirdly, it addresses the issue of receiving a lump-sum social insurance payment for workers suffering from life-threatening diseases; and those with illnesses or disabilities resulting in a reduction of working capacity of 81% or more, who are unable to independently manage or perform daily living activities and require constant monitoring, assistance, and care.
Fourthly, it addresses the issue of receiving a lump-sum social insurance payment for employees who participated in compulsory social insurance after one year of unemployment, and for voluntary social insurance participants who stopped paying social insurance contributions after one year and have not yet accumulated 20 years of contributions.
Fifthly, it involves resolving the issue of lump-sum social insurance benefits for employees who have been discharged from military service, left the military, or resigned from their jobs.
