Human development - the pillar of every policy
Recently, the Politburo issued two particularly important resolutions, namely: Resolution No. 71-NQ/TW dated August 22, 2025 on breakthroughs in education and training development and Resolution No. 72-NQ/TW dated September 9, 2025 on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health. These are strategic documents, demonstrating the far-sighted vision, great intelligence and very high political determination of the Party, headed by General Secretary To Lam, to take care of the two key pillars of social welfare and sustainable social development of the country in the new era: education and health. This is also the first time the Politburo has issued two thematic resolutions at the same time, focusing on human development - the pillar of all policies.
These two resolutions have clearly affirmed the role of education as the top national policy, deciding the future of the nation and good health care as the foundation to ensure the health, longevity and quality of life of the people. This is a very high consensus and unity between the Party - National Assembly - Government and the entire political system, affirming that people are the center, the goal and the driving force of national development.

The Politburo has assigned the National Assembly Party Committee the responsibility of leading and directing the completion of the legal system to create breakthroughs for education and health. On that basis, at the upcoming 10th Session, the National Assembly will focus on institutionalizing the Party's major policies into concrete actions through amending policies and laws and approving national target programs in the fields of education and health.
In the field of education, the National Assembly will consider amending the following laws: the Law on Education, the Law on Vocational Education and the Law on Higher Education; and at the same time, issue a Resolution approving the investment policy of the National Target Program on Modernization and Improvement of Education and Training Quality for the 2026-2035 period. These contents will create a synchronous legal basis, promote fundamental and comprehensive innovation of education, promote autonomy, international integration, and meet the requirements of building a new generation of Vietnamese citizens - intelligence, personality, capacity, innovation and creativity. This is also the concretization of international commitments on sustainable development, especially the United Nations Education for All (SDG4): " Ensuring inclusive, equitable, quality education and lifelong learning opportunities for all" ; as well as fully implementing the right to education as affirmed by the 2013 Constitution.
In fact, the rate of trained workers with degrees and certificates in our country is currently only about 29 - 29.5%, which is still low compared to the requirements for national development in the new era. In addition, the quality of human resources is not uniform among regions, especially ethnic minority and mountainous areas. Therefore, the requirement to improve quality, ensure fairness in education and training of high-quality human resources is an extremely urgent goal.

In the health sector, the Population Law and the Disease Prevention Law will be developed; at the same time, a Resolution will be issued approving the investment policy for the National Target Program on Health Care, Population and Development for the period 2026 - 2035. This is a step to strengthen the grassroots health system, preventive health, promote universal health coverage and gradually reduce basic health care costs, helping people access quality, equitable and effective health care services. Through this, we aim for a healthy society where all people are aware of taking care of their own health, and at the same time the State guarantees basic and essential social services and social welfare.
This is also the realization of the right to health care recognized by the 2013 Constitution and in accordance with international standards. According to the target of Resolution No. 72-NQ/TW, by 2030, the average life expectancy of Vietnamese people will reach 75.5 years, of which the number of healthy years will reach at least 68 years. These specific targets demonstrate the determination of the Party and State to care for, protect and improve people's health for the present and the future.
Realizing the aspiration of national development by 2045
Perfecting the education and health system also means realizing the aspiration to develop the country by 2045, becoming a high-income country, with Vietnamese people comprehensively developed, on par with advanced countries in the region and the world. This is not only a policy goal but also a political commitment, morality and responsibility of the Party and State to the People and future generations. The results of institutionalizing Resolution No. 71-NQ/TW and Resolution No. 72-NQ/TW will spread widely to every educational institution, every medical facility, every family and every citizen. Every citizen will feel most clearly the results of the innovation policies that our Party, State and People are building and protecting.

From the perspective of social welfare, the amendment of laws in education needs to further emphasize the continued legalization of the right to lifelong learning of all citizens and ensure equity in education. At the same time, educational innovation is closely linked to improving the quality of training to form high-quality human resources, capable of quickly adapting to socio-economic and technological changes, meeting the requirements of comprehensive development of Vietnamese people in the new era of the nation.
In the health sector, it is necessary to design legal regulations to maintain a stable replacement fertility rate, ensure a reasonable population size for sustainable social development; and minimize the gender imbalance at birth. Vietnam is entering a period of rapid population aging compared to many countries in the world, therefore, the policy system needs to quickly adapt to population aging, ensure social security, welfare and long-term health care for the elderly...
Education and health care are the keys to sustainable development of every country, the path for Vietnam to move towards achieving the new goal of comprehensive human development and building a strong and prosperous nation by 2045. The Committee on Culture and Society has contributed opinions to the process of building and perfecting 2 draft Resolutions of the Party and is also the agency in charge of examining 5 draft Laws and 2 draft Resolutions submitted by the Government to report to the Standing Committee of the National Assembly and the National Assembly for consideration and approval at the 10th Session.
The Committee and National Assembly deputies will make efforts, accompany the Government and provide timely supervision to ensure that these policies are implemented quickly, substantially and effectively, demonstrating "high political determination, drastic action, for the People, for the Fatherland", affirming the pioneering role of the National Assembly in the cause of sustainable and prosperous national development; so that no child misses the opportunity to study and no citizen is left behind in participating in and enjoying the results of the country's education and health care policies.
