The headquarters of the Ho Chi Minh City People's Council and People's Committee is a classical architectural work built from 1898 to 1909, designed by the French architect Femand Gardès. This building was modeled after the City Hall in Paris in the Renaissance style.
The building is designed in the form of a tall, cast-iron bell tower with a central pointed spire and two symmetrical tiered roofs on either side. The interior is decorated in Baroque and Rococo styles, with Art Nouveau-style iron doors… and details such as the bell tower, garlands, emblems, and decorative reliefs all exhibit a high level of sophistication and artistry.

During the French colonial period, the building was called Hôtel de ville (also known as the Western District Hall). During the Republic of Vietnam era, it was called the Saigon City Hall – the workplace of the Republic of Vietnam government.
Since 1975, the building has served as the headquarters of the People's Council and the People's Committee of Ho Chi Minh City. In November 2020, the building was classified as a National Monument by the Ministry of Culture, Sports and Tourism.

On April 30, 2023, the Ho Chi Minh City People's Council and People's Committee building opened its doors to visitors free of charge, and more than 2,000 visitors registered for this event.
According to visitors, opening the building to the public not only showcases a more than 100-year-old monument, an ancient architectural work of great artistic value, but also demonstrates the openness of the Ho Chi Minh City government in this new phase of development, affirming the desire for a strong bond between the city's leaders and its people.
Therefore, starting in July 2023, the Ho Chi Minh City Department of Tourism has regularly organized tours of the Ho Chi Minh City People's Council and People's Committee building on the last Saturdays and Sundays of each month.
In 2023, with 8 opening events, nearly 11,000 visitors toured the Ho Chi Minh City People's Council and People's Committee building. The building tour program was ranked by experts and tourists as one of the "100 interesting things" in Ho Chi Minh City in 2023.
