Specifically, the Department of Education and Training of Thanh Oai District requires schools to strictly implement Official Dispatch 2590 dated November 22 of the District People's Committee directing to strengthen management of joint activities in schools.
The insertion of collaborative teaching activities into regular school hours has recently caused public outrage.
While waiting for instructions from all levels on the preparation, review, approval and implementation of the project to use public assets for joint ventures and partnerships, the Department of Education and Training of Thanh Oai District requires schools to temporarily suspend all partnership activities from November 27.
The Department of Education and Training of this district also requested schools to inform parents about the temporary suspension of joint activities.
The school principal is responsible to the head of the Department of Education and Training and the District People's Committee if he/she arbitrarily implements joint activities without ensuring compliance with regulations. The Department of Education and Training requests that the principals strictly implement this.
Previously, some parents of Tam Hung A Kindergarten (Thanh Oai District) expressed their anger when the school organized extracurricular programs during regular school hours. According to the parents, the school cooperated with a unit to open classes on Life Skills, Math, English and Gym Kids (activities to enhance physicaleducation ) for children from 3 years old.
It is worth mentioning that children who do not register for classes must temporarily leave the classroom and go to another room or sit in the school yard. This makes parents extremely upset.
In addition to Thanh Oai District, since last September and October, some localities in Hanoi such as Thanh Tri District and Soc Son District have also requested to temporarily stop teaching joint classes and extracurricular activities to conduct inspections, reviews, and re-evaluations of the organization of teaching joint programs and extracurricular activities to report according to the general direction of the Ministry of Education and Training.
The Hanoi Department of Education and Training also requires schools to absolutely not insert joint teaching hours into the main curriculum if the class does not have 100% of students voluntarily registering to participate.
This September, Thanh Nien Newspaper published a series of articles reflecting on the fact that many schools across the country, especially in Ho Chi Minh City, Hanoi, Thai Binh , etc., have inserted joint teaching activities into regular school hours and charged students fees, making parents very upset because they have no need but are forced to let their children participate.
A representative of the Ministry of Education and Training responding to Thanh Nien reporters also affirmed that the above method is completely against regulations and requested localities to rectify and report to the Ministry of Education and Training on the review results.
