Implementing the project to develop applications of population data, electronic identification and authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 (Project 06) of the Government, many models and utilities such as VNeID, Ho Chi Minh City Digital Citizen application, medical examination and treatment with chip-embedded ID cards, cashless payment, electronic medical records... are increasingly popular and supported by the people.

Reduce hassle

In early July, Mr. Nguyen Van Hung, a resident of An Phu Dong Ward, Ho Chi Minh City, went to Gia Dinh People's Hospital for a medical examination. Hospital staff guided him to a smart kiosk to register his fingerprint, scan his chip-embedded ID card to select an examination service, examination room, and get a queue number. In just about 5 minutes, Mr. Hung completed his fingerprint registration, got his medical examination book, and paid the fee online without having to go to the counter to wait in line. This model helped Mr. Hung save a lot of time compared to the normal medical examination registration process.

The smart kiosk model for registering for medical examination and treatment using fingerprints combined with chip-embedded ID cards deployed by Gia Dinh People's Hospital is one of the initiatives and models implementing Project 06 of the Government .

Dr. Mai Phan Tuong Anh, Deputy Director of Gia Dinh People's Hospital, said that with this model, patients only need to register for fingerprints the first time. The next time, they only need to scan their fingerprints through the smart kiosk reception machine to go directly to the examination room without having to queue. Thereby, shortening the waiting time from 30 minutes to 60 minutes, helping to reduce pressure on the reception area; increasing accuracy in patient identification, reducing errors in data entry.

In addition to this model, Gia Dinh People's Hospital and the Ho Chi Minh City health sector are applying many models implemented from Project 06 such as registering for medical examination and treatment using chip-embedded ID cards and VNeID application; staying at hospitals; integrating Electronic Health Book, Electronic Medical Facility Transfer Form, Electronic Re-examination Appointment Form in electronic health records on VNeID; connecting data to perform public services such as Birth Certificate, Death Certificate, Driver's Health Certificate; Cashless payment...

Along with the convenience in medical examination and treatment, implementing Project 06, Ho Chi Minh City strives to be one of the leading localities in administrative digital transformation. In which, using the VNeID electronic identification application helps simplify many procedures, synchronize the electronic one-stop system with VNeID to reduce cumbersome procedures and avoid duplicate documents.

According to Ho Chi Minh City Police, Project 06 has truly entered people's lives, making an important contribution to building digital government, digital economy , digital society, notably the Ho Chi Minh City Digital Citizen application deployed since the end of 2024. Currently, people only need to sit at home, a few operations on the VNeID application to complete necessary administrative procedures such as Passport, Driver's License exchange, Judicial Record issuance; Look up administrative procedures; evaluate and comment on the services of the agency handling administrative procedures or make recommendations and reflections on security and order... without having to go directly to the authorities.

According to data from the Ministry of Public Security, by the end of April 2025, the banking sector had 113 million customer records with biometric information compared with chip-embedded ID cards and via the VNeID application; 56 credit institutions and 39 payment intermediary organizations have deployed chip-embedded ID card applications via phone applications; 60 credit institutions have deployed chip-embedded ID card applications via counter devices.

In the healthcare sector, 222 medical facilities participated in the pilot and pushed data to the system with a total of more than 2.2 million electronic medical records, nearly 77,743 electronic referrals and more than 4,200 electronic prescriptions stored. Cashless payments are widely deployed, and the nationwide cashless toll collection solution has been deployed at more than 700 parking spots and static parking lots.

Continue to promote administrative reform

Since the beginning of July, implementing a two-level local government, Ho Chi Minh City and the whole country have promoted the reception and settlement of administrative procedures regardless of administrative boundaries, aiming to build a digital government. At the Public Administration Service Centers at the commune level, every day there are dozens of cadres, civil servants, police, youth unions, and non-professional forces on duty to guide and support people in performing online administrative procedures; updating VNeID level 2, submitting online administrative procedure applications via VNeID...

At the survey of the Ho Chi Minh City National Assembly delegation on the morning of July 10, Lieutenant Colonel Nguyen Quoc Tuan, Head of Dong Hung Thuan Ward Police, said that the unit arranged 5 police and security officers to be on duty at the ward's Public Administration Service Center to support and guide people in performing public administrative procedures on the VNeID application. At the same time, officers are on duty 24/7 to update and adjust CCCD data for people in need. In addition, Ho Chi Minh City Police are implementing a 90-day and night plan to clean up marriage data and move towards reducing procedures for confirming marital status in Ho Chi Minh City...

Regarding the progress of Project 06, Senior Lieutenant General Nguyen Van Long, Deputy Minister of Public Security, said that ministries, branches and localities have completed the integration of 56/76 essential administrative procedures on the National Public Service Portal. To date, provinces and cities have officially used digitized land data to resolve administrative procedures related to the field of residence; made social insurance payments via ATM cards for about 80% of beneficiaries, receiving social insurance regimes and unemployment benefits; 700 parking spots and static parking lots nationwide have implemented cashless fee collection solutions...

On the occasion of the 80th anniversary of War Invalids and Martyrs Day, the Ministry of Public Security proposed that the Ministry of National Defense take the lead in coordinating with the Ministry of Home Affairs, the Ministry of Public Security and other ministries and sectors to issue a plan to search for, collect martyrs' remains and identify the remains of martyrs with missing information. The goal by 2027 is to identify 100% of relatives of unidentified martyrs and identify the remains of martyrs using DNA methods...

The leaders of the Ministry of Public Security requested ministries and branches to upgrade the information system for handling administrative procedures, without interrupting the reception and handling of administrative procedures for people and businesses. It is possible to adjust the business process to allow the use of electronic documents integrated on electronic identification accounts equivalent to paper documents when performing administrative procedures, without requiring citizens to present documents, have them copied, or notarized.

It is expected that in August 2025, the Ministry of Public Security will put the National Data Center into operation and ensure infrastructure for connecting and exploiting 114 national databases and specialized databases. The Ministry of Public Security recommends that ministries, branches, and provincial People's Committees base on the new organizational model and apparatus to restructure processes, digitize business processes, documents, and minimize administrative procedures...

Meanwhile, according to a representative of the Department of Administrative Police for Social Order (Ministry of Public Security), the unit is currently piloting a centralized digital signature portal on the VNeID application platform. This is an important step in digitizing data and administrative procedures, public services as well as applying them to all current electronic transactions. The pilot implementation of the above solution contributes to promoting safe, effective and transparent electronic transactions, from public services, finance, trade to healthcare, gradually building a modern, safe digital society, with people and businesses at the center.

Use digital transformation results to evaluate leaders

Minister of Home Affairs Pham Thi Thanh Tra has just signed a decision to promulgate the Ministry of Home Affairs' Digital Transformation Plan for 2025. The plan ensures that 100% of documents exchanged between the Ministry of Home Affairs and state agencies are done in electronic form and digitally signed by specialized signatures, except for documents with content in the list of state secrets; along with that, ensuring that at least 80% of public services are eligible for full provision, provided on various access devices, including mobile devices.

The Minister of Home Affairs also requested to ensure that 100% of cadres, civil servants and public employees of the Ministry of Home Affairs are trained and educated in basic digital knowledge and skills; applying artificial intelligence in work; 80% of cadres, civil servants and public employees of the Ministry of Home Affairs are trained in information security. 80% of subjects under the state management of ministries and sectors are electronically identified; information of subjects is digitized and stored in databases of the home affairs sector.

The above plan will use the results of digital transformation to evaluate the leader. One of the 7 tasks given is the task of operating the open data portal of the home affairs sector. In which, developing digital data, receiving data from the National Database on cadres, civil servants, and public employees to ensure "correctness - completeness" is transferred from the Working Group of Project 06 of the Ministry of Home Affairs for management.
