Hanoi's 10th grade entrance exam is just around the corner.

On May 26th, the Hanoi Department of Education and Training held a conference on the supervision of this year's 10th grade entrance exams, providing guidance and answering many important questions.

IMPORTANT NOTES REGARDING CANDIDATES' RIGHTS

At the conference, Mr. Nghiem Van Binh, Head of the Examination Management and Quality Assurance Department (Hanoi Department of Education and Training), emphasized the items that are allowed and not allowed to be brought into the examination room, as well as important notes for candidates before, during, and after the exam.

According to regulations, if candidates bring prohibited items into the examination room, most commonly mobile phones, they will be suspended, their entire exam results will be canceled, and they will not be allowed to use their results for admission to public schools. This is a very strict penalty aimed at ensuring the fairness of the exam.

"Upon receiving the exam paper, candidates must check the number of pages, the exam code, and the printing quality. No later than 5 minutes from the start of the exam, candidates must report any irregularities in the exam paper (missing pages, tears, damage, smudging, blurriness) to the invigilator. After this time, candidates will be solely responsible for the exam paper they received," Mr. Binh noted.

This regulation is emphasized because in previous exams there were cases where the exam paper was printed faintly or blurry, but candidates did not report it and misunderstood the content of the exam requirements, leading to incorrect answers compared to the official exam paper and answer key.

Regarding the multiple-choice answer sheet, the Department of Education and Training reminds candidates to correctly and completely fill in their registration number and test code with a pencil according to the instructions. Incorrect marking, faint shading, or crossing out may prevent the grading machine from recognizing the answer sheet.

Regarding the specialized subjects, Mr. Binh pointed out that a new feature this year is the addition of history and geography, which candidates can answer directly on the exam paper, similar to foreign languages and natural sciences (which were implemented last year). The time allotted for the specialized subject exam is 150 minutes.

Candidates taking multiple specialized subjects may take the exams at different locations, different from the location where they take the three common subjects. Therefore, Mr. Binh advised candidates and their families to carefully check the exam room and location on the notification slip.

Representatives from the Department of Education and Training also reminded invigilators not to interfere with the candidates' exam process. "For example, if an invigilator accidentally signs the wrong section on a candidate's answer sheet, teachers should not ask the students to exchange it for a new one, as this will affect their psychology, time, and exam results," Mr. Nghiem Van Binh said, suggesting that in such cases, the invigilator should create a report of the incident, report it to the head of the examination center, and possibly organize a joint grading of that exam paper later, ensuring the rights of the candidates.

The process of collecting exam papers was also strictly enforced. For essay-based exams, candidates were only allowed to leave the room after 2/3 of the exam time had elapsed and had to return all exam papers, scratch paper, and the exam question paper. For multiple-choice exams, candidates were only allowed to leave the room when the exam time was over.

The Department of Education and Training also noted that after the signal to end the exam, all candidates must stop writing immediately. It is crucial to prevent situations where some candidates have submitted their papers while others continue writing, as this could easily lead to complaints and grievances after the exam.

WHAT WILL THE EXAM BE LIKE?

Speaking to Thanh Nien newspaper about this year's 10th grade entrance exam, Mr. Ha Xuan Nham, Head of the Secondary Education Department (Hanoi Department of Education and Training), said that Hanoi continues to follow the structure and format announced at the beginning of the school year according to the 2018 General Education Program. The principle in constructing the exam is to inherit the results of the previous year, while continuing to adjust to improve quality, ensure openness, appropriate differentiation, and effectively serve the enrollment goals.

According to the Hanoi Department of Education and Training, in the context of implementing new regulations on tutoring and supplementary classes, exam preparation is unique to each school and locality, with many effective initiatives and methods. The Department plays a role in disseminating effective initiatives and experiences among schools, while also providing professional support to teachers and school leaders in organizing review sessions.

Regarding the question of whether the elimination of regional admission zones this year will change the level of competition for school places, Deputy Director of the Department of Education and Training Nguyen Quang Tuan stated that, overall, there will be no major changes. Only a few top-tier schools have high competition ratios, such as Yen Hoa High School at approximately 1/3.4 or Le Quy Don High School in Ha Dong at approximately 1/3.5; the majority of other schools have a ratio of around 1/2.

According to Mr. Tuan, there were no unusual developments in this year's application process. Some high-quality schools that previously had low application rates have seen significant improvements this year.

In a message to parents and students before the exam, Mr. Nguyen Quang Tuan advised parents to remain calm and avoid putting too much pressure on their children. Students should pay attention to the exam schedule, take care of their health, and plan their travel time accordingly to avoid being affected by weather and traffic.

The exam results are expected to be announced at the end of June.

Regarding the timing of the announcement of 10th grade exam results, Mr. Nguyen Quang Tuan stated that the education sector will strive to announce them as early as possible, expected by the end of June. According to Mr. Tuan, after the 10th grade exam, Hanoi will immediately focus on the high school graduation exam, prioritizing human resources, officials, and teachers for organizing this exam. Therefore, it is not possible to complete the grading of the 10th grade exam and announce the results any earlier.

Regarding information about Hanoi's plan to conduct the 10th grade entrance exam on computers, Mr. Nguyen Quang Tuan stated that this is only a research direction of the Department of Education and Training, following the city's directive. According to him, implementing this exam format requires many accompanying conditions such as infrastructure, software, question banks, a pilot period, and student preparation. "The Ministry of Education and Training is also preparing a roadmap for the computer-based high school graduation exam. Hanoi will cooperate closely and learn from the experience of implementing the high school graduation exam to advise the city in the future," Mr. Tuan informed.

To prepare for extreme weather conditions, a waiting area has been arranged for parents.

Speaking to reporters on the sidelines of the conference, Mr. Nguyen Quang Tuan, Deputy Director of the Hanoi Department of Education and Training, said that preparations for the entrance exam to 10th grade in Hanoi's public high schools have been basically completed. Over the next two days, the City's Exam Steering Committee, with 15 inspection teams and teams from the Department, will continue to review the exam sites to promptly address any arising issues, striving to ensure all conditions for organizing the exam are finalized before May 29th.

Regarding the plan to respond to extreme weather conditions, Mr. Tuan informed that the City Steering Committee has assigned departments and agencies to develop specific plans for situations such as heatwaves, heavy rain, flooding, traffic congestion, environmental sanitation, and other safety measures during the exam period.

Regarding waiting areas for parents in harsh weather conditions, the Department has instructed all examination sites to provide waiting rooms. On May 27th, the commune-level steering committee will report specifically to the city on the locations where parents can rest while waiting to pick up their children, in order to avoid the heat and ensure traffic safety around the examination area.

Notably, this year six candidates suffered broken arms. According to Mr. Nguyen Quang Tuan, the Department has provided specific instructions to examination centers to ensure maximum benefits for the candidates. For cases where candidates are unable to write their answers themselves, examination centers will arrange for staff to assist in transcribing the answers according to regulations; at the same time, separate rooms and backup rooms will be prepared, and recording equipment will be sealed under the supervision of security forces to ensure objectivity and adherence to regulations. "The general principle is that all the rights of the candidates are guaranteed, while avoiding any negative impact on their psychology before the exam. From now until the exam day, if any new situations arise, the Steering Committee will promptly handle them with the spirit of creating the best conditions for candidates to participate in the exam," Mr. Tuan said.
