Need big and different vision

A 2021 study by Moustapha & Yu across 35 OECD countries found that a 1% increase in R&D spending could lead to a 2.83% increase in real GDP.

This reflects the pivotal role of innovation in long-term economic growth. R&D is a key driver for countries such as France, South Korea, Singapore and Israel to break through and transform successfully.

In Resolution No. 57, the Politburo emphasized that the development of science, technology, innovation and digital transformation is a decisive factor in the development of countries; it is a prerequisite and the best opportunity for our country to develop richly and powerfully in the new era - the era of the nation's rise.

Speaking at the Vietnam Research and Development Forum 2025 (VRDF 2025) this morning (July 30), Mr. Hamilton Mann, Group Vice President of Digital Transformation and AI at Thales Group (France) emphasized the distinct vision of the policy for R&D. He is one of the experts in the Thinkers50 Radar 2024 list, a lecturer at INSEAD and HEC Paris and a social innovation advisor at MIT.

Experts emphasize that the first question when setting policies and using resources for R&D is “what are we doing these things for?”. Investing in R&D certainly consumes a lot of resources, so this question is even more important.

“What do we want to create, what do we want to build? The answer has to be very specific, meaningful, there has to be a destination that we all aim for together,” Mr. Hamilton Mann emphasized.

This vision must be inclusive, the expert argues. Government policies at the first level must be for the whole of society.

He gave an example of Vietnam being able to aim to become a leader rather than a follower. According to him, being a leader is not just about creating a few products or improving productivity, but also about creating a new generation of industries and a new social model to inspire the world. He assessed that the Vietnamese Government has set out major directions and goals to make a difference.

Speaking at the event, Mr. Truong Gia Binh, Chairman of the Board of Directors of FPT Corporation, also affirmed that Vietnam is facing a golden opportunity of the times and everyone is at the center of innovation.

“Our country is entering a period of restructuring the country. I hope that you will accompany the country in this great mission. This is the moment when we need to rise together, “turn into dragons, turn into tigers,” he called on the community of Vietnamese experts around the world.

Mr. Truong Gia Binh believes that although Vietnam is a latecomer, it has its own advantages. Accordingly, Vietnamese youth today still aspire to change their lives, to get rich through knowledge, science and technology. This is something that not every country has. He believes that anyone with Vietnamese blood in their veins shares the same aspiration to bring the nation forward strongly.

Need an anchor policy

Prof. Dr. Lim Weng Marc, Dean of Sunway Business School, Sunway University, Malaysia, emphasized that if a country does not have the right and appropriate policies, R&D cannot go in the right direction.

Therefore, Vietnam needs to determine which policies will guide the development of science, technology and innovation. This expert gave the example of the policy framework that Malaysia has oriented towards R&D development called 10-10 MySTIE Framework. This project took 5 years to research and focused on 10 technology areas and 10 economic areas that can apply these technologies.

Mr. Lim Weng Marc emphasized that R&D must be linked to the economy, have an impact on economic growth, and from there, have more quality research. From the story of Malaysia, the expert said that Vietnam needs an anchor policy to guide other policies.

These policies need to anticipate the challenges that may be encountered and how to address them. Malaysia’s experience in addressing these challenges is to look to successful countries around the world for solutions.
