According to the National Center for Hydro-Meteorological Forecasting, at 4:00 a.m. on October 4, the center of storm No. 11 was located at about 17.9 degrees North latitude; 117.4 degrees East longitude, in the eastern sea area of ​​the North East Sea, about 570km East Northeast of Hoang Sa sea area.

The strongest wind near the storm center is level 11 (103 - 117 km/h), gusting to level 14. The storm moves in the West Northwest direction at a speed of 25 km/h.

By 4:00 a.m. on October 5, the storm is forecast to intensify, reaching level 13, gusting to level 16, in the North East Sea, about 130km east of Leizhou Peninsula (China). The affected area extends from latitude 16.0 to 21.5 degrees North and from 110.0 to 119.0 degrees East. The disaster risk level in this area is warned at level 3.

In the next 24 to 48 hours, the storm will continue to move in a West-Northwest direction at a speed of 20km/h, entering the northeastern sea area of ​​the Gulf of Tonkin, then gradually weakening. By the morning of October 6, the storm center is expected to be in the coastal area of ​​​​Northeast Quang Ninh province, with wind speed decreasing to level 10, gusting to level 13.

By the afternoon of the same day, the storm moved deep into the mainland of the Northeastern provinces, weakened into a tropical depression and then into a low pressure area, the disaster risk level reduced to level 3 - 4.

From the afternoon of October 5, the sea area in the Northeast of Bac Bo Gulf, including Bach Long Vi Island, has winds gradually increasing to level 6 - 7, then increasing to 8 - 9, waves 2 - 4m high. Storm surge in Quang Ninh - Hai Phong is from 0.4 - 0.6m, risk of flooding in low-lying coastal areas and river mouths. All boats, cages, aquaculture areas, and coastal works are urgently advised to move to safe shelters.

On land, from the night of October 5, the area from Quang Ninh to Ninh Binh will have strong winds of level 6 - 8, near the storm center level 9 - 10, gusting to level 12, which can cause trees to fall, roofs to be blown off, and infrastructure damage. Inland areas in the Northeast, winds will be level 6 - 7, gusting to level 8 - 9.

Regarding rain, from the night of October 5 to the end of the night of October 7, the North, Thanh Hoa and Nghe An will have heavy to very heavy rain, with rainfall ranging from 100 - 200mm, with some places experiencing over 300mm. Particularly in the mountainous and midland areas of the North, rainfall will range from 150 - 250mm, with some places experiencing over 400mm.
