Morning, content 1: The National Assembly meets separately to consider and vote to approve the adjustment of the Program of the 7th Session, 15th National Assembly.
Content 2: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the hall the investment policy for the project to build the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh ( Binh Phuoc ) section.
At the discussion session, 10 National Assembly delegates gave their opinions, in which all delegates agreed on the necessity of investing in the construction of the North-South Expressway in the West, Gia Nghia - Chon Thanh section, to gradually complete the expressway network, expand new development space for localities, strengthen regional connectivity in general and intra-regional connectivity in particular, create momentum, favorable spillover, connect Long Thanh International Airport and Cai Mep - Thi Vai Port to serve the socio -economic development of the Central Highlands and Southeast regions, helping to strengthen national defense and security.
Delegates also agreed with many contents in the draft resolution, and focused on discussing specific contents such as: scale, investment phases; division of project components; number of lanes, emergency lanes; rest stops, service roads, underpasses; total investment, capital structure, capital allocation capacity, especially the capacity of localities; capital absorption capacity, capital disbursement period; basis, basis, feasibility of project investment under the public-private partnership method; financial plan; selection of investors and credit institutions participating in project investment.
In addition, some National Assembly deputies proposed to review compliance with planning, targets, land use plans; scope, scale, investment phases, division of component projects; carefully assess factors affecting project implementation progress such as land acquisition, compensation, resettlement arrangement, and supply of materials for projects to ensure project completion progress; assess the impact of projects on the implementation of parallel BOT transport projects. Delegates also proposed that land acquisition, compensation, and resettlement support should be public, transparent, with close coordination between levels, sectors and localities, ensuring stable lives for people; the implementation of specific policies must be economical, effective, speeding up project implementation progress, preventing corruption and negativity; Decentralization to localities needs to ensure implementation capacity, clearly define the authority, responsibility, and coordination mechanism of the Ministry of Transport, ministries, branches, and localities during project implementation.
At the end of the discussion, Minister of Transport Nguyen Van Thang explained and clarified a number of issues raised by National Assembly delegates.
Content 3: Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly discussed in the hall the adjustment of investment policy of the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2030.
At the discussion session, 8 National Assembly deputies gave their opinions, in which the majority of National Assembly deputies agreed with many contents in the Government's Submission and the Verification Report of the National Assembly's Ethnic Council, basically agreeing with the necessity of reviewing and adjusting some contents and investment policies of the National Target Program to remove difficulties and obstacles, speed up the disbursement of projects and sub-projects in the Program, agreeing to submit to the National Assembly to include in the Resolution of the 7th Session, 15th National Assembly and not to issue a separate Resolution.
In addition, some delegates suggested that the Government report on the results of reviewing the investment portfolio, assessing policy impacts when adjusting investment policies; clarifying development plans and projects in the education and training system in the next stages; supplementing and reviewing the list to ensure the objectives and principles of program implementation. National Assembly delegates also suggested that the Government pay attention to directing amendments and supplements to create consistency between documents of the Government, ministries and central branches; directing a thorough review of 4 groups of subjects, ensuring consistency of national target programs, ensuring the principles decided by the National Assembly, not omitting subjects, in order to promote the contributions of people and businesses operating in mountainous areas and ethnic minorities; Continue to direct agencies to fully implement the recommendations in the Thematic Monitoring Report of 3 national target programs, the Resolution of the National Assembly on monitoring this Program and Resolution 111/2024/QH15 on specific mechanisms and policies for implementing national target programs; promptly summarize, evaluate and draw lessons to implement the next phase.
At the end of the discussion, Minister and Chairman of the Ethnic Committee Hau A Lenh explained and clarified a number of issues raised by National Assembly deputies.
In the afternoon, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the hall, listening to: (i) Deputy Prime Minister, Minister of Justice Le Thanh Long, authorized by the Prime Minister, present the Report on the draft Law on Notarization (amended); (ii) Chairman of the National Assembly's Law Committee Hoang Thanh Tung present the Report on the review of the draft Law on Notarization (amended); (iii) Minister of Finance Ho Duc Phoc, authorized by the Prime Minister, present the Report on the draft Law on Value Added Tax (amended); (iv) Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh present the Report on the review of the draft Law on Value Added Tax (amended).
Then, the National Assembly discussed in groups: Draft Law on Notarization (amended); Draft Law on Value Added Tax (amended); Draft Resolution of the National Assembly regulating the reduction of value added tax.
