Morning, content 1: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the hall, listening to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh present a Report explaining, accepting and revising the draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; then, the National Assembly voted to pass the Resolution by electronic voting. The results were as follows: 461 delegates participated in the vote (equal to 94.66% of the total number of National Assembly delegates); 453 delegates approved (equal to 93.21% of the total number of National Assembly delegates); 2 delegates did not approve (equal to 0.41% of the total number of National Assembly delegates); 6 delegates did not vote (equal to 1.23% of the total number of National Assembly delegates).

The results were as follows: 459 delegates participated in the vote (equal to 94.44% of the total number of National Assembly delegates); 452 delegates approved (equal to 93% of the total number of National Assembly delegates); 2 delegates did not approve (equal to 0.41% of the total number of National Assembly delegates); 5 delegates did not vote (equal to 1.03% of the total number of National Assembly delegates).

Content 3: Under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly discussed the draft Law on Cultural Heritage (amended). At the discussion session, 24 National Assembly deputies expressed their opinions. The deputies basically agreed with the necessity of comprehensively amending the 2001 Law on Cultural Heritage (amended and supplemented in 2009) to continue institutionalizing the Party's viewpoints and policies, overcoming difficulties and obstacles, resolving arising issues, improving the effectiveness and efficiency of management, protection and promotion of cultural heritage values.

In addition, delegates focused on discussing the following contents: name, scope of regulation of the draft Law; explanation of terms; ownership of cultural heritage; State policies on cultural heritage; principles of management, protection and promotion of cultural heritage values; prohibited acts; regulations on intangible cultural heritage (types of intangible cultural heritage; inventory of intangible cultural heritage and list of intangible cultural heritage; registration, additional registration and cancellation of registration of intangible cultural heritage; policies for artisans, subjects of intangible cultural heritage; activities of displaying artifacts and introducing intangible cultural heritage; protection of intangible cultural heritage at risk of fading or being lost); policies on management and protection of cultural heritage of ethnic minorities, historical and cultural relics of religions; measures to protect and develop the languages and scripts of Vietnamese ethnic groups; regulations on relics (criteria for identifying relics by type; relic protection areas, principles for determining the scope and marking the boundaries of relic protection areas; protection of protection areas I and protection areas II of relics; investment and construction projects in relic protection areas; investment and construction projects outside relic protection areas that may have negative impacts on relics and cultural landscapes of relics; planning for preservation, restoration and rehabilitation of relics); archaeological exploration and excavation; appraisal, conditions for appraisal of relics and antiquities and registration of relics and antiquities; management of relics, antiquities and national treasures and handling of discovered and handed over relics and antiquities; transfer of relics, antiquities and national treasures; criteria for ranking relics; purchase and return of relics and antiquities of Vietnamese origin from abroad to the country; regulations on museums (museum system; conditions for establishing public museums and licensing the operation of non-public museums; investment in construction, renovation, upgrading of architectural works, technical infrastructure and indoor and outdoor exhibitions of public museums); promotion of cultural heritage values; financial resources for protecting and promoting cultural heritage values; training, coaching, and fostering knowledge on protecting and promoting cultural heritage values; national database on cultural heritage; Cultural Heritage Conservation Fund; National Cultural Heritage Council; application of transitional laws and regulations.

At the end of the discussion, Minister of Culture, Sports and Tourism Nguyen Van Hung spoke to explain and clarify a number of issues raised by National Assembly delegates.

Afternoon, content 1: Under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly discussed in the hall the draft Law on amending and supplementing a number of articles of the Law on Pharmacy. At the discussion session, 18 National Assembly deputies spoke. The deputies basically agreed with the necessity of promulgating the Law on amending and supplementing a number of articles of the Law on Pharmacy to overcome the limitations and inadequacies in the current pharmaceutical legal system.

In addition, delegates focused on discussing the following contents: investment incentives and support policies; new forms and methods of pharmaceutical business (pharmacy chain business; trading drugs and pharmaceutical ingredients by e-commerce); rights and responsibilities of foreign-invested pharmaceutical businesses; regulations on medical oxygen management; pharmaceutical industry development; control of buying and selling activities at pharmacies and drugstores; the transition from a "pre-control" mechanism to a "post-control" mechanism for drug information and advertising activities; issues of production and trading of rare drugs; policies on developing medicinal materials and traditional medicine; Pharmacy practice certificates; drug price management; drug price declaration; drug circulation registration procedures; review and addition of drugs to the list covered by health insurance; additional regulations on the management of blood products; State policies on pharmaceuticals and pharmaceutical industry development; The regulations are amended and supplemented to implement administrative procedure reform, enhance decentralization and delegation of power in state management of pharmaceuticals; and ensure consistency in the development and promulgation of medical and pharmaceutical policies.

At the end of the discussion, Minister of Health Dao Hong Lan spoke to explain and clarify a number of issues raised by National Assembly delegates.

Content 2: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the hall about: (i) Contents of salary reform; adjustment of pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024; (ii) Plan to extend debt repayment for refinancing loans according to Resolution No. 135/2020/QH14 dated November 17, 2020 of the National Assembly. At the discussion session, 7 National Assembly deputies spoke, specifically as follows:

Regarding the contents of salary reform; adjustment of pensions, social insurance benefits, preferential allowances for meritorious people and social allowances from July 1, 2024: the opinions of the delegates agreed that in the current context, it is very necessary to implement the contents of salary reform, adjustment of pensions, allowances from July 1, 2024 to ensure the lives of civil servants, public employees, workers, retirees and policy beneficiaries. The National Assembly delegates requested the Government and the National Assembly to urgently perform tasks within their authority to comprehensively reform salaries, pensions and allowances according to the Party's policy; in the immediate future, it is necessary to fully, promptly and effectively implement Conclusion No. 83 of the Politburo to ensure unity, fairness, publicity, transparency, and increase income for salary and allowance recipients.

Delegates also gave their opinions on resources from the state budget and the Social Insurance Fund, creating conditions to ensure documents guiding the dissemination and propaganda work so that policies can quickly enter life and create consensus among the people.

Delegates proposed to improve the mechanism for managing salaries, incomes, salary increase regimes, salary regimes associated with streamlining the apparatus, payroll, and job positions; at the same time, they suggested that along with increasing salaries and incomes, there should be effective measures to control inflation and prices of essential goods that are tending to increase to ensure the significance of increasing salaries and incomes.

Regarding the plan to extend the repayment of refinancing loans under Resolution No. 135/2020/QH14: The delegates basically agreed with the plan to extend the repayment of refinancing loans under Resolution No. 135/2020/QH14 of the National Assembly to remove difficulties for Vietnam Airlines (VNA). In addition, the delegates also proposed to effectively manage and use this resource in combination with other solutions, especially VNA's own solutions to quickly improve the financial situation for VNA; urgently complete the overall plan to remove difficulties, accelerate the comprehensive restructuring of VNA, forecast potential risks and response scenarios, ensure the ability to repay cash flow and ensure the normal continuous operation of VNA.

At the end of the discussion, Deputy Prime Minister Le Minh Khai spoke to explain and clarify a number of issues raised by National Assembly deputies.

On Thursday, June 27, in the morning, the National Assembly held a plenary session in the hall, voted to pass: the Road Law; the Law on Road Traffic Order and Safety; discussed the draft Law on People's Air Defense; listened to the Submission and the Verification Report on the use of the general reserve of the Medium-term Public Investment Plan with central budget capital for the period 2021-2025 corresponding to the source of increased central budget revenue in 2023 for public investment projects, after which the National Assembly discussed this content.

In the afternoon, the National Assembly held a plenary session in the hall, voting to pass: Law amending and supplementing a number of articles of the Law on Property Auction; Law on National Defense Industry and Industrial Mobilization; and discussed the draft Law on Fire Prevention, Fire Fighting and Rescue.
