The delegates basically agreed with the Report of the Supervisory Delegation and the draft Resolution of the National Assembly; highly appreciated the timely promulgation by the National Assembly, the Government, ministries, branches and localities for actively organizing the implementation of Resolution No. 43/2022/QH15 and the resolutions of the National Assembly on a number of important national projects and achieved many positive results, contributing significantly to the effective implementation of the Party, National Assembly and Government's policies and guidelines in preventing and fighting the COVID-19 pandemic, strongly promoting the total investment demand of the economy, creating an important driving force to promote growth, supporting socio-economic recovery and development. In addition, the delegates focused on discussing the following contents: meeting the purposes and requirements of the supervision; The current status of the implementation of Resolution No. 43/2022/QH15 on fiscal and monetary policies, support for the Socio-Economic Recovery and Development Program and the Resolutions of the National Assembly on a number of important national projects; achieved results, shortcomings, limitations and causes, responsibilities of agencies, organizations and individuals in implementing the resolutions, lessons learned when deploying decisions and policies in special and specific contexts; the suitability and feasibility of short-term and long-term solutions in the Monitoring Report and draft Resolution submitted to the National Assembly... Delegates also proposed and recommended many solutions to overcome shortcomings and limitations and improve the effectiveness of implementing Resolution No. 43/2022/QH15 and the Resolutions of the National Assembly on a number of important national projects. Afternoon, from 2:00 p.m. to 3:00 p.m.: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly continued to discuss in the hall the Report of the Supervisory Delegation and the draft Resolution of the National Assembly on the results of the thematic supervision of "the implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023". Delegates' opinions focused on discussing the following contents: shortcomings in the current Law on Minerals such as regulations on mineral protection and mineral recovery that have affected the implementation of many projects, component projects under the 3 National Target Programs and socio-economic development investment projects; difficulties in organizing contractor selection; The policy of interest rate support through commercial banks has not really come into life... Delegates also requested the Government and the Ministry of Health to soon propose investment in primary health care and preventive medicine; clarify the reasons for the slow progress of many projects; and propose extending the implementation time of some specific projects. At the end of the discussion, Governor of the State Bank of Vietnam Nguyen Thi Hong and Minister of Planning and Investment Nguyen Chi Dung explained and clarified a number of issues raised by National Assembly delegates. From 15:00: The National Assembly discussed in groups on: (1) Investment policy for the investment project to build the North-South Expressway in the West, Gia Nghia (Dak Nong) - Chon Thanh ( Binh Phuoc ); (2) Adjusting the investment policy of the National Target Program on Socio-Economic Development for Ethnic Minority and Mountainous Areas for the 2021-2030 period. On Monday, May 27, 2024, the National Assembly spent the whole working day discussing in the hall a number of contents with different opinions in the draft Law on Social Insurance (amended).
