
Report to the Prime Minister before August 4, 2025
The Government Office has just issued Notice No. 391/TB-VPCP dated July 31, 2025, concluding the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on studying investment in expanding the eastern sections of the North-South expressway under the public-private partnership method.
The announcement stated: In Official Dispatch No. 16/CD-TTg dated February 21, 2024, the Prime Minister assigned the Minister of Transport (now the Ministry of Construction ) to urgently study investment plans and upgrade expressways that have been invested in according to a phased scale to reach the scale of complete expressways, in accordance with design standards.
Deputy Prime Minister Tran Hong Ha chaired two meetings on investment research to expand the eastern sections of the North-South Expressway under the public-private partnership model, directing the Ministry of Construction to study optimal and feasible options to avoid waste.
The Deputy Prime Minister acknowledged that the Ministry of Construction, the Ministry of Finance and the Ministry of Justice have implemented the direction of the Government leaders, proposing an investment plan to expand the North-South Expressway in the East; the proposed plan of the Ministry of Finance and the Ministry of Construction is basically consistent (divided into 2 investment projects under the public-private partnership method), however, there are still differences in the investment phase plan; at the same time, there are still different opinions on the implementation of legal provisions in the case of investment expansion under the PPP method for public investment projects.
The Deputy Prime Minister agreed with the Ministry of Construction's proposal to expand the entire North-South Expressway in the East; in which, the Ministry of Construction worked with investors of 3 component projects implemented under the PPP method to study the expansion investment plan. For 15 public investment component projects, the Ministry of Construction presided over and coordinated with relevant agencies to carry out investment preparation work under the PPP method.
Deputy Prime Minister Tran Hong Ha assigned the Ministry of Construction to prepare a report to the Prime Minister before August 4, 2025 on the expansion investment plan, clarifying the political basis, legal basis, economic basis, practical basis, planning, standards and norms; propose an optimal investment plan, specific mechanisms and policies (if any) for implementation as soon as possible.
In case of investment phasing, there must be arguments and reasons. The proposed plan must be accompanied by a specific and feasible implementation plan (from the project preparation stage including establishment, appraisal, approval; organization of investor selection; construction, completion progress) to ensure the completion of all expansion investment in the period 2026 - 2030.
Proposed expansion to 6 complete lanes
Recently, corporations and general companies have sent documents to the Prime Minister proposing to consider and select them as investors to expand the Eastern North-South Expressway Project.
Specifically, Deo Ca Group proposed to expand 19 North-South expressway component projects that have been invested in the 2017-2020 and 2021-2025 periods with a total length of 1,241km, on the principle that enterprises proactively arrange finance from legal domestic capital sources, not using the State budget.

Son Hai Group also sent a document proposing to the Government leaders and the Ministry of Construction to consider and allow the enterprise to invest in the complete expansion of the North-South expressway from Hoai Nhon to Nha Trang with 100% investor capital, including the sections: Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Chi Thanh - Van Phong, Van Phong - Nha Trang).
Phuong Thanh Transport Investment and Construction Joint Stock Company proposed to mobilize capital to invest in more than 200 km of the North-South Eastern Expressway, including the Vung Ang - Bung - Van Ninh sections (length 104 km) and the Phan Thiet - Dau Giay section (length 99 km) under the PPP method.
Xuan Truong Private Construction Enterprise proposed to invest in expanding 415 km of the North-South Expressway under the PPP method. The 9 North-South Expressway component projects included in the enterprise's expansion proposal include: Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo. The total estimated investment is over VND59,600 billion.
Of which, the 3 routes Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung passing through Ha Tinh have a total length of more than 100km. The proposed projects currently have a scale of 4 lanes, the roadbed is 17m wide. Xuan Truong Enterprise proposed to expand to 6 lanes to complete the planning.
