According to the Road Network Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021, and adjusted in Decision No. 12/QD-TTg dated January 3, 2025, the Son La - Dien Bien - Tay Trang Border Gate expressway is part of the radial expressway axis of Hanoi - Hoa Binh - Son La - Dien Bien. The route has 4 lanes, a design speed of 80-120 km/hour, and plays a strategic role in connecting the Northwest region with Hanoi.

Following the direction of the Prime Minister, the People's Committee of Son La province and the People's Committee of Dien Bien province were assigned as the managing agencies for the investment and construction of the Hoa Binh - Moc Chau - Son La - Dien Bien - Tay Trang Border Gate expressway section (CT.03) in the two provinces.
During the meeting, representatives from the consulting unit presented investment options for the CT.03 expressway project, specifically the section passing through Dien Bien province and the Moc Chau - Son La - Dien Bien section within Son La province. According to the proposed plan, the CT.03 expressway (Moc Chau - Son La - Dien Bien) will be approximately 180 km long; its starting point is at Km85+262.52, connecting to the end point of the Hoa Binh - Moc Chau expressway project (the section within Son La province), intersecting with National Highway 43 in Van Son ward, Son La province; and its end point is at the border between the two provinces, in Muong Bam commune (Son La province), bordering Muong Lan commune (Dien Bien province).
Following discussions, the leaders of Son La and Dien Bien provinces agreed on the location for connecting the CT.03 expressway at the border between Muong Bam commune (Son La province) and Muong Lan commune (Dien Bien province), and signed a working minutes regarding the connection point for the expressway section between the two localities. The specific location will be determined by the Departments of Internal Affairs of the two provinces, in coordination with relevant departments and agencies, to clearly define the administrative boundaries, serving as the basis for implementing the next steps.

Speaking at the meeting, Mr. Nguyen Dinh Viet, Chairman of the Son La Provincial People's Committee, emphasized: The agreement on the route and border location between the two provinces is of great importance, contributing to accelerating progress and ensuring consistency in the project's implementation.
Son La province is committed to focusing investment on the Moc Chau - Son La - Dien Bien section during the 2026-2030 period, ensuring synchronous connection with the Son La - Dien Bien - Tay Trang Border Gate expressway section. At the same time, it requests that the departments and agencies of the two provinces urgently complete the necessary documents and procedures for submission to competent authorities for approval of the investment plan, creating momentum for the development of transportation infrastructure and promoting socio-economic development for the entire Northwest region.
