At the conference, leaders of the Provincial Party Committee Offices of the two provinces discussed and agreed on key contents related to scientific and effective integration, suitable to the practices of the two localities.

Regarding the organizational structure, the two Offices agreed on the plan for the organization of the apparatus after the merger to ensure streamlining, effective and efficient operation. Specialized departments with similar functions will be reviewed and arranged reasonably, avoiding overlapping and duplication of tasks. After the merger, there will be 5 departments and 1 public service unit. The delegates also discussed the coordination of advising the Standing Committee of the Provincial Party Committee on the organization of the Sub-committees for drafting documents for the Provincial Party Congress after the merger.

Comrade Nguyen Van Dung, Chief of the Provincial Party Committee Office, delivered a concluding speech at the conference.

Regarding personnel work, delegates emphasized the principles of publicity, transparency, and democracy in developing plans for staff assignment and placement. Personnel selection will be based on qualifications, abilities, job positions, and post-merger task requirements, ensuring solidarity, consensus, and long-term stability.

Regarding facilities and working conditions, the two sides discussed in detail the plan for using the office, equipment, means and conditions to ensure common operations after the merger, especially the issue of managing archived records. In the spirit of saving and avoiding waste, the two sides agreed to effectively use existing resources.

Comrade Phan Ngoc Hiep, Chief of Office of Ha Giang Provincial Party Committee spoke at the conference.

Regarding the implementation roadmap, the conference agreed to develop a specific roadmap, step by step implementation in accordance with the Central Government's guidance and the direction of the Standing Committees of the Provincial Party Committees of the two provinces. The merger will be carried out step by step, with close coordination between relevant departments.

The Chiefs of the Offices of the Tuyen Quang and Ha Giang Provincial Party Committees affirmed that the merger of the Provincial Party Committee Offices is a necessary step to streamline the apparatus, improve the effectiveness and efficiency of operations, and ensure continuity, stability and development.
