The Department of Dyke Management and Natural Disaster Prevention received a report from the Department of Agriculture and Environment of Hung Yen province. Accordingly, Mr. Phi Quoc Viet, Deputy Director of the Department of Agriculture and Environment of Hung Yen province, said that storm No. 3 made landfall in Hung Yen from noon on July 22 with gusts of wind at level 8, level 9, accompanied by moderate, heavy to very heavy rain.
Total rainfall measured from 7:00 p.m. on July 20 to 1:00 p.m. on July 22 in the northern part of Hung Yen province was generally 40-80mm, and in the southern part of the province was generally 100-200mm.
Hung Yen promptly directed all levels, sectors and localities to proactively organize measures to respond to the storm early and from afar. As of 5:00 p.m. on July 22, there were no casualties in the province. However, according to Mr. Viet, due to rain and strong winds, storm No. 3 has greatly affected all aspects of economic and social life in the province.

“Due to the impact of storm No. 3, in Hung Yen province, some embankments in river mouths, coastal areas, low-lying areas of the Red River mouth, Tra Ly River and alluvial plains along the river were overflowed. Among them, there was an incident of overflowing the embankment of Cu La canal (located outside the Ta Hong Ha II dike), Hong Vu commune with a total length of overflow locations of 80m. The above incident occurred on the bank of the approach canal, not the dike line and Hong Ha II dike,” Mr. Phi Quoc Viet stated.
Immediately after the incident, the People's Committee of Hong Vu commune urgently mobilized forces, machinery, materials, coordinated synchronously, organized rescue and resolved the incident in the afternoon of the same day. At the same time, 42 households with 107 affected people were evacuated to a safe place.
The authorities have mobilized nearly 200 people to participate in the incident response, including local security forces, militia, union members, members of associations, unions, officials, civil servants, employees, workers and people in the commune. The Hung Yen Provincial Military Command has also mobilized 60 soldiers to coordinate with the authorities and people of Hong Vu commune to deploy measures to handle, reinforce the embankment, transport supplies and ensure safety at the scene.
By 4:00 p.m. the same day, the work to fix the overflow incident at Cu La culvert was basically completed, ensuring initial safety for residential areas.
