Attending the ceremony, on the side of the Ministry of Construction , there were comrades: Nguyen Tuong Van - Deputy Minister of Construction; Bui Quang Thai - Director of Vietnam Road Administration; Ngo Lam - Deputy Director of Vietnam Road Administration; Le Duc Loc - Director of Project Management Board 4.
On the side of Nghe An province, there were comrade Hoang Phu Hien - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, along with representatives of departments and branches; leaders of Dien Chau, Yen Thanh, Do Luong districts and a large number of local people.

The project is an important item of the Project to renovate and upgrade National Highway 7 from Km0 to Km36 and handle landslides caused by storms and floods in the Khe Thoi - Nam Can section, approved by the Ministry of Transport (now the Ministry of Construction) in Decision No. 333/QD-BGTVT dated March 18, 2022 and adjusted in Decision No. 1595/QD-BGTVT dated December 20, 2024. The project is invested by the Vietnam Road Administration and directly implemented by Project Management Board 4.

The investment scope of the project starts from Km0+00 on National Highway 7, at the intersection with National Highway 1A in Dien Thanh town (formerly Dien Chau town), and ends at Km35+225, right at the beginning of Do Luong bridge in Do Luong town, Nghe An province. The total length of the entire route is about 27.5 km. The route is built according to the standard of level III plain (design speed 80km/h), the sections through urban areas are designed according to the standard of secondary urban main streets, speed 60km/h.
Of which, the railway overpass at Km2+415 is the largest item in the XD02 package, with a total construction investment of 154 billion VND. The bridge is 318.3m long, the approach roads at both ends of the bridge are 481.7m long, the structure includes 8 SuperT girder spans, the bridge deck is 21.5m wide, divided into two units.
The total investment for the entire project is 1,300 billion VND from the State budget in the medium-term public investment plan for the period 2021-2025.

Despite many difficulties during the construction process such as unfavorable weather and problems with site clearance, thanks to the close direction of the Ministry of Construction, Nghe An Provincial People's Committee and Vietnam Road Administration, the project was implemented effectively. In particular, the railway overpass was completed 60 days ahead of schedule, ensuring technical requirements, construction safety, traffic safety and environmental sanitation.

Speaking at the ceremony, Comrade Nguyen Tuong Van - Deputy Minister of Construction said: We highly appreciate the sense of responsibility, the drastic and close direction of the Vietnam Road Administration; the efforts and professionalism of Project Management Board 4; along with the active support of the construction contractors, consulting contractors, engineers and workers on the construction site, who did not hesitate to face difficulties, harsh weather, organized the construction scientifically, safely, ensuring the quality and progress set out.
In particular, we appreciate the active participation, sense of responsibility and effective coordination of the authorities and people of Dien Chau, Do Luong and Yen Thanh districts in site clearance, timely handover on schedule, creating favorable conditions for effective project implementation.

Comrade Hoang Phu Hien - Vice Chairman of the Provincial People's Committee said: National Highway 7 is a vital traffic route connecting the delta region with the western districts of Nghe An and the Nam Can International Border Gate area, playing an important role in connecting trade with Laos, contributing to strengthening national defense and security, expanding international cooperation and promoting economic development in the border area.
The completion and operation of the railway overpass at Km2+415 has practical significance, contributing to solving traffic congestion, minimizing conflicts between roads and railways, improving safety and operational capacity, while creating favorable and smooth traffic conditions for people and goods passing through the route.

On the side of Nghe An province, we commit to continue to accompany the Investor, Project Management Board and contractors; direct relevant departments, branches and localities to strengthen close coordination during the construction process, completing the remaining items. At the same time, the province will proactively ensure security and order and promptly remove arising difficulties and problems, in order to soon put the entire project into synchronous operation, maximizing investment efficiency.

This is not only a mark of Nghe An's traffic infrastructure but also a meaningful activity to celebrate the 135th birthday of President Ho Chi Minh (May 19, 1890 - May 19, 2025)./.
