The Minister of Construction has just signed Decision No. 815/QD - BXD on the recovery and transfer of infrastructure assets of Phu Quoc International Airport.
Accordingly, the Ministry of Construction decided to recover and transfer the original state of the infrastructure assets of Phu Quoc International Airport invested and managed by the State with the original value of VND 1,937,481 billion, the remaining value of VND 1,037,544 billion from ACV to the People's Committee of Kien Giang province for management and handling according to regulations.
The list of infrastructure assets of Phu Quoc International Airport to be recovered and transferred includes: The system of aviation infrastructure assets including runways, taxiways; airport service roads, access roads to stations/towers, security patrol roads; works serving to ensure aviation security and airport emergencies; equipment systems to ensure flight operations; signal systems, signs, airport lighting, etc.
The reason for the asset recovery and transfer is to implement the investment project to expand Phu Quoc International Airport to serve the APEC 2027 Conference according to Resolution No. 01/2025/NQ-CP dated June 1, 2025 of the Government .
The Ministry of Construction requires the Civil Aviation Authority of Vietnam and ACV to take full responsibility for information and data on infrastructure assets of Phu Quoc Airport invested and managed by the state and transferred to the People's Committee of Kien Giang province for management and handling.
Kien Giang Provincial People's Committee is responsible for organizing the reception of Phu Quoc International Airport infrastructure assets invested and managed by the State to manage, handle and implement the Phu Quoc International Airport Expansion Investment Project.
In Resolution No. 01/2025/NQ-CP, the Government agreed to invest in expanding Phu Quoc International Airport to serve the APEC 2027 Conference in the form of business investment stipulated in the Investment Law. The Government assigned the People's Committee of Kien Giang province to select domestic investors and organize the implementation of the Phu Quoc International Airport expansion investment project to ensure compliance with the nature of a civil-military shared airport.
The Government has delegated the authority to the People's Committee of Kien Giang province to approve the investment policy and adjust the investment policy of the Phu Quoc International Airport Expansion Investment Project. The order and procedures for approving the investment policy and adjusting the investment policy of the project are the same as for projects under the authority of the provincial People's Committee to approve the investment policy according to the provisions of the law on investment.
The Government has delegated authority to the People's Committee of Kien Giang province to organize the appraisal and decide on the approval of the results of the appraisal of the environmental impact assessment report for the Phu Quoc International Airport Expansion Investment Project; organize the appraisal, approval of the design and acceptance of fire prevention and fighting for the construction items of the Phu Quoc International Airport Expansion Investment Project to ensure fire prevention and fighting safety in accordance with regulations.
The Government also agreed to recover and transfer the state-invested and managed infrastructure assets of Phu Quoc International Airport from the Ministry of Construction to the People's Committee of Kien Giang province for management, handling and implementation of the Phu Quoc International Airport expansion investment project.
The transfer of infrastructure assets of Phu Quoc International Airport to local management and handling does not apply to assets managed by ACV built on defense and security land, land managed by the military (if any) according to the planning approved by the Ministry of Construction.
