State budget revenue in the first 9 months of 2025 increased by 32%, revenue from digital economy broke through by 57%

According to the latest statistics, the total state budget revenue in September 2025 managed by the tax authority is estimated at 117,600 billion VND, reaching 6.8% of the estimate, equal to 118.8% over the same period.

Of which, revenue from crude oil was 4,000 billion VND, reaching 7.5% of the estimate, equal to 90.5% of the same period; domestic revenue was 113,600 billion VND, reaching 6.8% of the estimate, equal to 120.1% of the same period.

In the first 9 months, the estimated budget revenue increased by 32% over the same period, of which domestic revenue was 133.7% over the same period. If calculated by revenue and tax categories, 15/19 revenue categories achieved quite well (over 82%) compared to the estimate and 14/19 revenue categories and taxes increased over the same period.

Of which, revenue from the production and business sector is estimated at VND 707,041 billion, reaching 85.9% of the estimate, up 116.6% over the same period, accounting for about 42.9% of total revenue. Revenue from dividends and remaining profits is estimated at VND 58,286 billion, reaching 76% of the estimate, equal to 134% of the same period. Revenue from land is estimated at VND 409,116 billion, reaching 139.6% of the estimate, equal to 218.2% of the same period. Other taxes and other revenues are estimated at VND 387,469 billion, equal to 88.5% of the estimate, equal to 118.7% of the same period.

It can be seen that, right from the beginning of the year, the Tax Department has clearly identified: The economy still faces many difficulties, challenges, and complex fluctuations. The global economic environment continues to be unstable due to prolonged geopolitical conflicts, increasing strategic competition between major powers, protectionist trends and tariff policy adjustments in major economies such as the United States, creating pressure on international trade and investment, posing potential risks to world economic growth.

Domestically, some growth drivers such as public investment and domestic consumption have not yet fully exploited their potential, and people's purchasing power has not recovered evenly. However, with the consensus of the entire political system, businesses and people, the domestic economy continues to maintain a positive recovery trend and achieve many outstanding results, serving as a fulcrum for the entire tax sector to implement the task of collecting the State budget in 2025.

In the context of the world and domestic economy continuing to intertwine advantages and difficulties, challenges and opportunities; the strong development of digital economy, e-commerce, cross-border business along with the rapid transition to new, flexible, non-traditional business models has placed increasing demands on tax management, especially the control of potential revenue sources. At the same time, it is necessary to effectively implement tax exemption and reduction policies to support and empower people and businesses to recover and develop production and business, contributing to promoting economic growth.

In response to that request, closely following the direction of the Ministry of Finance, the entire Tax sector has promptly put policies on tax exemption, reduction and extension into practice, creating favorable conditions for taxpayers. Along with support, the Tax sector has proactively and synchronously deployed modern revenue management solutions, resolutely controlled and covered revenue sources, promoted the work of preventing revenue loss, collecting tax arrears and actively exploited potential revenue sources, thereby increasing resources for the state budget. Along with that, the Tax sector has also proactively arranged and consolidated the organizational apparatus in a streamlined and effective direction, in line with the requirements of reform and modernization, creating a solid foundation for performing tasks in the new situation.

Thanks to efforts, determination and synchronous solutions, the state budget collection results in 2025 have achieved positive results, contributing significantly to ensuring budget revenue-expenditure balance, stabilizing the macro-economy and creating room for sustainable socio-economic development.

This is the result of a combination of many factors, the economy maintains a fairly good growth rate, along with strong direction from the Government, the Ministry of Finance effectively implements policies to stimulate economic growth, promote public investment combined with flexible fiscal and monetary policies; the recovery of businesses and the efforts of the people themselves.

The synchronous implementation of economic recovery and development solutions, striving to complete the set economic growth target for 2025; the expansionary fiscal policy continues to be proactively and promptly managed (with a focus on large-scale tax, fee and charge exemption, reduction and extension solutions) are important and timely support resources to help businesses and people overcome difficulties, restore production and business, thereby contributing to stabilizing the macro-economy, controlling inflation and promoting economic growth.

In particular, removing obstacles in investment, planning, site clearance... timely mobilizes resources from land into the State budget. Closely following the direction of the Ministry of Finance, the Tax sector organizes the rapid and effective implementation of tax exemption, reduction and deferral policies, ensuring the right subjects and the right time, thereby not only supporting economic growth but also creating a premise for tax authorities to effectively implement the task of collecting the State budget, contributing to increasing sustainable budget revenue in the first 6 months of 2025.

In addition, the Tax sector has promoted automation, reformed administrative procedures, and increased the efficiency of electronic services such as tax refunds, tax payments, and electronic invoices. Tax collection management continues to be strengthened, especially in areas with much room for growth such as e-commerce, digital platforms, food and beverage services, and mining, contributing to increasing the State budget revenue in 2025.

The State budget revenue from organizations and individuals doing business in e-commerce and other digital economy in the first 9 months of 2025 is 145.6 trillion VND (including traditional business; e-commerce and other digital economy), an increase of 57% over the same period in 2024.

Of which, 176 foreign suppliers have registered for tax, declared and paid taxes via the Electronic Information Portal with the amount of tax declared and paid in the first 9 months of 2025 being VND 8.9 trillion, an increase of 42% over the same period in 2024. 162 thousand business households and individuals have registered for tax, declared and paid taxes on the Electronic Information Portal for business households and individuals with the amount of tax paid in the first 9 months of 2025 being nearly VND 2.12 trillion, an increase of 3.9% compared to August 2025.

Promoting the experience and achievements of previous years, in 2025, the Tax Department will closely implement the direction and management of revenue collection, closely following the reality. Every quarter, the Tax sector organizes online meetings to closely monitor the health of enterprises, promptly grasp the development of production and business, promptly detect difficulties and problems to proactively advise and report to competent authorities for consideration and resolution.

Based on the analysis of the economic situation, the assessment of the impact of difficult and favorable factors on the State budget revenue, the production and business situation, and policies to support people and businesses, the Tax sector has organized an assessment of the collection capacity and assigned State budget revenue targets in accordance with the actual conditions of each locality, in detail to each revenue management unit, combined with the assessment of progress and implementation efficiency, creating a driving force for competition and striving to comprehensively complete the 2025 budget revenue collection task according to the set goals and tasks. At the same time, strengthening the capacity to analyze, forecast and respond to policies in a proactive, flexible and effective manner, ensuring the implementation of solutions early, remotely, decisively and at the right time, contributing to supporting businesses and promoting economic growth, contributing to increasing State budget revenue.
