Income of 20 million VND/month can buy social housing

That is one of the contents decided by the Government in Decree 261 amending and supplementing decrees on social housing issued on October 10, 2025 and effective from the date of signing.

Raising the income ceiling to be considered for buying or renting social housing

Decree 261/2025/ND-CP amends and supplements a number of articles of Decree 100/2024/ND-CP detailing a number of articles of the Housing Law on the development and management of social housing and Decree 192/2025/ND-CP detailing a number of articles and measures to implement Resolution 201/2025/QH15 of 2025 on piloting a number of specific mechanisms and policies for social housing development.

Pursuant to Clause 2, Article 1 of Decree 261/2025/ND-CP amending and supplementing Clause 1 and Clause 2, Article 30 of Decree No. 100/2024/ND-CP as follows:

“Article 30. Income conditions

1. For subjects specified in Clauses 5, 6 and 8, Article 76 of the Housing Law, the following income conditions must be met:

a) In case the applicant is unmarried or confirmed to be single, the average monthly income received must not exceed 20 million VND calculated according to the Wage and Salary Table confirmed by the agency, unit or enterprise where the applicant works.

In case the applicant is unmarried or confirmed to be single and raising a child under the age of majority, the average monthly income received shall not exceed 30 million VND calculated according to the Wage and Salary Table confirmed by the agency, unit or enterprise where the applicant works.

b) In case the applicant is married according to the provisions of law, the applicant and his/her spouse must have a total average monthly income of no more than 40 million VND calculated according to the Wage and Salary Table confirmed by the agency, unit or enterprise where the applicant works.

c) The time for determining income conditions as prescribed in Point a and Point b of this Clause is within 12 consecutive months, calculated from the time the competent authority makes the confirmation.

d) Based on the conditions and income levels of each area in the locality, preferential housing policies for cadres, civil servants, public employees, and the number of dependents according to the provisions of law, the Provincial People's Committee shall decide on the coefficient for adjusting the income level prescribed in Point a and Point b of this Clause, but not exceeding the ratio between the average income per capita in the locality and the average income per capita of the whole country; decide on policies to encourage access to social housing for beneficiaries of social housing support policies with three (03) or more dependents in the same household.

2. In case the subject specified in Clause 5, Article 76 of the Housing Law does not have a Labor Contract, he/she must ensure the income conditions as prescribed in Clause 1 of this Article and be confirmed by the police agency at the commune level where he/she permanently or temporarily resides or where he/she currently resides.

Within 7 days from the date of receipt of the request for confirmation, the commune-level police agency of the permanent or temporary residence or the place of residence at the time of the request for confirmation shall, based on information from the population database, carry out the confirmation of income conditions.

Developing commercial housing while making a breakthrough in promoting social housing

Regarding this content, in his concluding remarks at the second meeting of the Central Steering Committee on housing policy and real estate market on October 11, Prime Minister Pham Minh Chinh highly appreciated the preparation of the Ministry of Construction, the Government Office and the responsible, profound and realistic speeches of the delegates, which frankly pointed out the shortcomings, limitations, difficulties, and problems and proposed tasks and solutions to continue removing "bottlenecks" to create breakthroughs in social housing development.

The Prime Minister assigned the Ministry of Construction to preside over and coordinate with the Government Office to fully absorb valid opinions, complete and submit appropriate documents for promulgation to unify implementation quickly and effectively, meeting practical requirements and in accordance with regulations of the Party and State.

Summarizing the tasks that have been actively and effectively implemented in the past time, while there are still shortcomings and limitations, the Prime Minister emphasized that this is a humane policy but must be in accordance with regulations. If there is a lack of mechanisms and policies, it must be proposed to competent authorities; along with that, it is necessary to comply with market rules, contributing to promoting the healthy and sustainable development of the real estate market, economic development, ensuring social security, political stability, social order and safety, rapid and sustainable development of the country, improving the spiritual and material life of the people.

At the same time, the development of the real estate market and the implementation of social housing policies are closely related and promote each other. It is necessary to develop suitable commercial housing in accordance with laws and regulations, while also having breakthrough policies to develop social housing.

Opinions at the meeting showed that all localities have a need for social housing, including mountainous provinces, border areas, remote areas, with military forces, police, and teachers, many of whom still lack accommodation.

According to the Prime Minister, it is necessary to determine that social housing is not only high-rise buildings but can also be low-rise buildings; social housing is not located in "the middle of nowhere" or "leftover land" but must have adequate infrastructure for transportation, electricity, water, telecommunications, social, health, cultural and educational facilities. The Prime Minister emphasized that "there is no province without demand", the problem is to have a way to do it, housing suitable to the conditions and circumstances of each locality and region and balance supply and demand.

Regarding the main tasks and solutions in the coming time, the Prime Minister requested the Ministry of Construction to preside over and coordinate with agencies to continue reviewing and perfecting institutions in the direction of removing difficulties and obstacles. If the problem is in the law, submit it to the National Assembly to issue appropriate documents at the upcoming session; if it is in the decree, the Government will resolve it; and ministries and branches will issue appropriate guiding circulars.

The second group of tasks and solutions is that planning must be stable and long-term, not disrupting existing planning; localities must be proactive in land allocation, implementing land procedures, and removing obstacles within their authority. If they exceed their authority or lack policies, they must continue to propose.

The Prime Minister noted that housing development must be multi-segmented, including high-end, middle-income, and low-income, ensuring harmonious development, with no too great disparity in essential infrastructure (transportation, electricity, water, telecommunications), and social infrastructure (education, healthcare, sports, culture, etc.).

The third group of solutions, the Prime Minister emphasized, must diversify resources, including State support (both central and local); credit capital; bond issuance; private resources...

The Prime Minister also requested to promote decentralization and delegation of power along with appropriate resource allocation, improve implementation capacity, strengthen inspection and supervision, cut procedures, and reduce input costs; at the same time, the law stipulates that localities must actively and proactively issue policies suitable to local conditions on the basis of the central government's general policy and be responsible for this issue.

The Prime Minister asked businesses to cut costs and unnecessary spending to make social housing prices more suitable and acceptable; harmonize the interests of the State, people and businesses; and share risks together.

Along with that, the Prime Minister requested to continue to improve technology, information systems, databases, and regulations related to management and supervision of brokerage activities, real estate trading floor operations, and the establishment of real estate trading centers and land use rights managed by the State in a public, transparent, appropriate, effective, and competent manner, inheriting and promoting good work and continuing to supplement it for greater efficiency.

Noting a number of specific tasks and solutions, the Prime Minister stated that up to now, mechanisms and policies have been relatively good, and localities must continue to be proactive and implement them more effectively.

The Prime Minister directed the Ministry of Construction to continue issuing detailed circulars after the Government issued Decree 261/2025/ND-CP to provide more specific guidance, such as on the time limit for carrying out procedures for social housing projects.

Along with that, the Government will issue appropriate documents, develop criteria, principles, and a spirit that does not limit any province or any enterprise, so that localities can assign tasks to enterprises to carry out social housing construction; request enterprises to be proactive, volunteer to take on tasks, promote responsibility to the people, especially those with low incomes, vulnerable groups, and those who need help from the community and enterprises; have a mechanism to monitor, fight corruption, negativity, group interests, and prevent policy profiteering.

The Prime Minister assigned the Ministry of Construction to urgently submit a Decree detailing the National Housing Fund. He said it is necessary to study a more comprehensive and inclusive policy; expand the scope of subjects and be more flexible, including those of officials affected by the apparatus arrangement; and have preferential policies for renting and hire-purchasing that are favorable and flexible.

Regarding the proposal to support people in remote areas, the Prime Minister said it is necessary to study and integrate related policies in implementing national target programs to avoid overlap.

The Prime Minister directed the State Bank of Vietnam to speed up the disbursement of the VND145 trillion credit program for social housing and worker housing in a more convenient, accessible, and manageable manner, while controlling speculative real estate credit that causes a real estate bubble. Banks continue to cut costs and apply technology to reduce lending rates for both investors and homebuyers.

The Prime Minister suggested promoting policy communication so that people can understand, follow, encourage, and replicate advanced examples, good models, and effective and creative practices.
