Decree No. 130 of the Government stipulates the collection of highway usage fees for vehicles traveling on highways owned by the entire people, of which the State represents the owner and directly manages and operates.

Subjects subject to highway usage fees are divided into 5 groups.

Group 1 includes the following types of vehicles: Vehicles with less than 12 seats, trucks with a load capacity of less than 2 tons; and public passenger transport buses.

Group 2 includes the following types of vehicles: Vehicles with 12 - 30 seats; trucks with a load capacity from 2 tons to under 4 tons.

Group 3 includes the following types of vehicles: Vehicles with 31 seats or more; trucks with a load capacity from 4 tons to under 10 tons.

Group 4 includes the following types of vehicles: Trucks with a load capacity from 10 tons to less than 18 tons; container trucks under 40 feet.

Group 5 includes the following types of vehicles: Trucks with a load capacity of 18 tons or more; container trucks of 40 feet or more.

According to the decree, highway usage fees are determined based on the actual distance traveled by the vehicle (km) and the fee corresponding to each type of vehicle (VND/km).

The highway usage fee collected for vehicles traveling on highways under the management of the Ministry of Transport is prescribed as follows: (Unit: VND/vehicle/km)

According to the Ministry of Transport, there are currently 12 projects and expressway sections invested in by the State and represented by the owner, completed and put into operation and use.

The Ministry of Transport believes that the amount of highway tolls paid to the state budget will contribute to creating a source of funding for investment in developing the highway system and for the management and maintenance of highways.

With the proposed fee level as above, it is expected that after implementing toll collection on 10 expressways in operation, the collected fee amount will be 3,210 billion VND/year; the amount paid to the state budget will be 2,850 billion VND/year.

The draft Circular on investment in construction of rest stops, bus stops, and parking lots on highways specifically stipulates many related contents, including the proposal that vehicles must not stop for more than 30 minutes at stops and parking lots.
