This model was implemented by the People's Committee of Phu Son Commune, Lam Ha District, from the beginning of April 2026, aiming to further improve the effectiveness of administrative reform, especially supporting people's access to online public services and enhancing the quality of handling administrative procedures at the grassroots level.

Accordingly, on Fridays, procedures such as certifying copies, certifying signatures, issuing copies of birth certificates, confirming marital status, or changing business registration details, etc., will be processed and results returned on the same day if the application is complete and valid.

Arriving early, Ms. Le Thi Mai, a business owner in Phu Son commune, Lam Ha district, shared: “I came to complete the procedures for changing my business registration details on Friday morning and it was processed immediately. This method saves people a lot of time. Now, there are officials here to guide and assist in filling out the documents, making it much more convenient. As long as the documents are complete, they are processed immediately in the morning.”

The model was implemented with the goal of improving the rate of timely and efficient processing of applications, while maximizing convenience for citizens when carrying out administrative procedures. Ms. Nguyen Thi Thu Huong, Director of the Commune Public Administrative Service Center, stated that the need for multiple trips or confusion with forms has been eliminated. The model, which provides free assistance in filling out and typing administrative documents, is bringing many benefits to local residents. “Many people in rural areas are unfamiliar with using phones or computers to submit applications online. Therefore, center staff will directly guide and support them from the declaration stage to the completion of the application,” Ms. Huong explained.

Getting closer to the people by providing free document assistance.

Specifically for this model, from April 1, 2026 to the present, the Phu Son Lam Ha Commune Public Administrative Service Center has resolved 771 cases in various fields. At the Phu Son Lam Ha Commune Public Administrative Service Center, officials and civil servants are always on duty to guide people in filling out forms, scanning documents, and submitting applications online through the public service portal. For the elderly, those not proficient in information technology, or those who have difficulty filling out forms, officials provide free direct assistance.

In addition, the local authorities have provided computers, scanners, and other necessary facilities to facilitate online application submissions, while also intensifying public awareness campaigns to help people understand the benefits of digital transformation in handling administrative procedures.
