At the regular press conference of the Ministry of Industry and Trade held on the afternoon of October 23, Deputy Minister Nguyen Sinh Nhat Tan said that according to the provisions of Decree 85/2021/ND-CP amending Decree 52/2013/ND-CP on e-commerce, e-commerce platforms operating in Vietnam are required to register with the Ministry of Industry and Trade.
Regarding the Temu platform that is selling goods in Vietnam, Mr. Nguyen Sinh Nhat Tan said: "The Ministry of Industry and Trade is implementing a project to combat counterfeit and fake goods and protect consumers in e-commerce. The Ministry has also assigned the General Department of Market Management to closely monitor this issue." At the same time, the Department of E-commerce and Digital Economy was assigned to review and assess the impact.
Regarding the prices of products sold on the Temu e-commerce platform, the leader of the Ministry of Industry and Trade said: “I was also surprised to see that their goods are cheap. However, we also need to investigate and research specifically. And we cannot confirm whether that price is real or not. First of all, we must still respect the fact that buying and selling is an agreement in the market,” and said that there will be information about the results and solutions for appropriate control.
Faced with concerns about the pressure of cheap Chinese goods through e-commerce, as well as traditional channels that could threaten domestic production, the Deputy Minister of Industry and Trade said that goods in general when entering Vietnam must have an impact assessment to have a plan to protect domestically produced goods.
“E-commerce channels are emerging and have more advantages, so they need more specific solutions to handle them. Currently, goods on e-commerce are very low priced and inexpensive. However, along with the price, issues such as design, specifications, brand, and quality also need to be carefully considered and evaluated in the same segment. From there, determine whether the goods are fraudulent, counterfeit, or undervalued in order to have management measures,” said the Deputy Minister.
The leaders of the Ministry of Industry and Trade also emphasized that it is necessary to stay calm in the face of the above situation in order to carefully assess and find the right cause. In case of counterfeit goods, it is necessary to prevent them from circulating; if they are dumped goods, they must be handled according to market dumping regulations. If businesses make genuine products, creating competitively priced products, they must comply with market principles.
“At that time, we will consider creating a corridor of standards and technical barriers to protect domestic production. At the same time, we will improve competitiveness and review support policies for domestic enterprises. Currently, the ministry has a general plan on these issues and is implementing many measures to protect domestic production,” said Deputy Minister Nguyen Sinh Nhat Tan.
