Deputy Minister of Education and Training: No laxity or compromise in extra teaching and learning

According to Deputy Minister of Education and Training Pham Ngoc Thuong, in the coming time, it is necessary to improve the quality of education and continue to promote Circular 29 in the spirit of discouraging extra study and teaching by any means.

Some officials have not grasped the spirit of Circular 29.

Speaking at the Conference, Director of the Department of General Education (Ministry of Education and Training) Thai Van Tai said that Circular 29 has received high consensus and special attention from society, so it was quickly grasped and promptly implemented, meeting people's expectations.

Localities, schools, teachers, and parents are more aware of the consequences and harmful effects of rampant extra teaching and learning on students, parents, schools, and the whole society.

The provisions of Circular 29 limit the widespread and illegal extra teaching and learning. Schools focus on improving the quality of teaching and learning in the main curriculum; ending the practice of paying for extra teaching in schools, creating conditions for students to access knowledge without academic and financial pressure.

Regarding the existing shortcomings, the Ministry of Education and Training assessed that a number of managers and teachers do not fully understand the regulations and spirit of Circular No. 29. At the working sessions, the Ministry of Education and Training recorded a number of concerns and confusion, showing that the propaganda has not been really effective and timely.

According to the Director of the General Education Department, through practical inspections in a number of localities and synthesizing reports from the Departments of Education and Training, the Ministry of Education and Training found that the implementation of Circular No. 29 has not been effective in a number of localities due to the following main reasons:

Firstly, the management of tutoring and learning is not a new issue. Since 2012, the Ministry of Education and Training has issued Circular 17/2012/TT-BGD-DT on the management of tutoring and learning, according to which tutoring and learning are included in the list of conditional businesses and are licensed to operate.

However, there are some places that have loosened management, leading to widespread extra teaching and learning, not properly implementing the regulations in Circular 17/2012/TT-BGD-DT.

Second, the organization of teaching 2 sessions/day has not been seriously implemented, in accordance with regulations, and the facilities and teacher staff assigned to the school have not been fully exploited and utilized to carry out the main teaching contents, and the resources have not been fully exploited to teach according to the needs of learners according to regulations. The document guiding 2 sessions/day teaching issued in 2010 has not met the requirements of the 2018 General Education Program and needs to be changed and adjusted.

The Ministry of Education and Training has directed localities to strengthen inspection, examination and supervision of the implementation of regulations on extra teaching and learning; establish inspection teams and conduct direct inspections in 5 provinces and cities (Hanoi, Quang Tri, Hai Phong, Bac Giang, Thai Binh and Ho Chi Minh City); proactively and regularly review and grasp information to promptly amend, supplement and perfect regulations on extra teaching and learning, ensuring suitability with reality and meeting requirements in the new situation.

No compromise with extra teaching and learning

In his concluding remarks, Deputy Minister of Education and Training Pham Ngoc Thuong said that in the coming time, it is necessary to improve the quality of education, synchronize solutions, and continue to promote Circular 29.

In terms of expertise, it is necessary to innovate teachers' teaching methods, testing and assessment methods, test making methods, guide students to self-study, guide the application of information technology in management, teaching, and application of artificial intelligence, AI... so that students are the beneficiaries.

Regarding strengthening facilities, these are long-term issues, both the responsibility of the staff and the basis for localities to base on the state budget, socialize, strengthen schools for students, and ensure uniform school quality so that there are no different choices, leading to competition, creating pressure on parents, and using appropriate teachers.

To effectively implement this Circular, the Ministry of Education and Training has established a channel for receiving and reflecting on complaints. It also receives petitions from parents about the disguised forms of extra classes and tutoring, and reports, verifies, and handles them.

Deputy Minister Pham Ngoc Thuong emphasized that the Ministry of Education and Training is implementing the spirit of not encouraging extra learning and teaching by any means. With '5 no's' and '4 promote', the Ministry of Education and Training will persistently implement, synthesize all opinions, absorb, and in May will issue guidelines for the Circular regulating extra learning and teaching.

"I propose that this must be an order, returning to students in the learning and training process in accordance with the psychology and age of students, true to the nature of education. In other words, rampant extra teaching and learning has reached the red line, we must be determined and strict with violations, not lax, not compromise," the Deputy Minister of Education and Training emphasized.
