At the meeting, the province proposed that the Ministry of Agriculture and Environment soon issue a circular guiding the staffing of forest rangers, the occupational allowance regime, and the conversion of veterinary officers into civil servants to ensure professional human resources at the grassroots level. At the same time, adjust the time limit for handling a number of administrative procedures in the fields of cultivation and plant protection; clearly guide the authority to grant licenses for exploiting Group II minerals, granting environmental licenses and granting land use right certificates after the two-level government model comes into operation; guide the procedures for establishing the Fund for protecting aquatic resources.

In addition, the province also recommended that the Ministry of Agriculture and Rural Development soon complete regulations on land use planning and plans for the 2026-2030 period; provide guidance on procedures for forest leasing for economic organizations that have been assigned or leased land by the State to implement forest development projects and ecotourism business; issue a new guidance framework for the National Target Program on New Rural Development after 2025 so that localities have a basis for implementation.
