The Prime Minister directed to review the connection with expressways, maximizing investment efficiency.

Telegrams sent to the Ministers of: Transport, Planning and Investment, Construction, Natural Resources and Environment and Chairmen of People's Committees of provinces and centrally run cities.

The dispatch stated: Implementing the Resolution of the 13th National Party Congress, in recent times, the expressway network across the country has been focused on effectively allocating all resources from both central and local levels for investment and construction. Up to now, the whole country has had 1,729km of expressways and is continuing to actively implement the construction of the North-South expressway projects in the East; the belt roads of the Hanoi Capital Region, Ho Chi Minh City and expressways connecting the Northwest; the Central Highlands and the Southwest to strive to have 3,000km of expressways by the end of 2025 and 5,000km of expressways by 2030.

Practice has proven that the formation of expressways has been creating an important driving force to help localities open up new economic and social development spaces in the area; many urban areas, industrial parks, services, tourism and are one of the attractive investment attraction products..., improving the efficiency of land exploitation and use, creating more jobs and livelihoods for people. However, there are still some cases where the connection between expressways and the road system in localities is still limited, and there is no connection between expressways and planning, so the potentials, advantages and new development spaces to promote local economic and social development have not been effectively exploited.

To maximize the effectiveness of investment in expressways, create momentum and promote socio-economic development in regions and localities, the Prime Minister requests:

1. Ministry of Transport

a) Urgently review and guide localities to review the arrangement of intersections connecting expressways with the traffic network in the locality and region; ensure reasonable distances, in accordance with design standards, safe and effective exploitation to connect urban and rural areas, industrial parks, export processing zones, high-tech parks, tourist areas, new urban areas, seaports, airports, international border gates, etc. to be completed in the fourth quarter of 2023;

b) Based on the review results, promptly report to the competent authority or coordinate with localities to consider prioritizing capital allocation and mobilizing all other legal resources to invest in additional necessary intersections to maximize the investment efficiency of expressways, create new development spaces, and create momentum to promote socio-economic development of localities and regions;

c) Coordinate with localities to review, update, and complete provincial planning to ensure synchronous connection and effective exploitation between expressways and important local main roads.

2. Ministry of Planning and Investment

a) Review, update, and complete regional planning, in which important national and regional projects, industrial parks, economic zones, export processing zones, high-tech zones, tourist areas, etc. must be synchronously linked with the development of the expressway network;

b) During the appraisal and submission process of provincial plans, attention must be paid to organizing development space and synchronous, scientific, and effective connection plans between the local traffic network and expressways.

3. Ministry of Construction

a) Review, update, and complete the planning of urban and rural systems in synchronization with the development of the expressway network; submit to the Prime Minister for approval in the fourth quarter of 2023;

b) Direct localities to review and adjust construction and urban planning to ensure synchronous connection between local traffic networks and expressways; develop development plans and effectively exploit intersection areas and new development spaces associated with expressways.

4. Ministry of Natural Resources and Environment

Preside over and coordinate with localities to review the establishment, adjustment and implementation of land use planning and plans; strengthen management and strictly control land allocation, land lease, land recovery, and land use conversion at intersections and new development spaces associated with expressways, ensuring compliance with legal regulations, planning, effective exploitation, savings, and environmental protection.

5. People's Committees of provinces and centrally run cities with expressways passing through

a) Urgently coordinate with the Ministry of Transport to review the arrangement of intersections connecting expressways with the local and regional traffic network, ensuring reasonable distances, in accordance with the provisions of design standards, safe and effective exploitation to connect urban and rural areas, industrial parks, export processing zones, high-tech parks, tourist areas, new urban areas, seaports, airports, international border gates, etc. Report to competent authorities on proposed contents, additional intersections in the fourth quarter of 2023; study and prioritize capital allocation and proactively mobilize resources to invest in local roads connecting with expressways to create new development space for the locality, especially urban areas and service industrial parks. Note that when planning and investing in local roads connecting with expressways, ensure the highest possible savings and efficiency.

b) Proactively research, update and complete provincial planning; supplement land use plans; review and adjust construction and urban planning to ensure connectivity, connectivity and synchronization between expressways and local roads to develop economic spaces, making the most of the advantages brought by expressways; mobilize and attract all resources to implement investment in local road projects, contributing to creating momentum and promoting economic growth for localities, regions and the country;

c) Strictly, systematically and effectively manage the use and exploitation of land funds at intersections and new development spaces associated with expressways, focusing on prioritizing local road projects serving production and business, participating in the global production chain, dynamic projects with high spillover effects, creating long-term revenue for localities, creating jobs and livelihoods for local people; minimize the allocation of favorable locations for residential real estate development; thoroughly overcome the situation of fragmented and unsynchronized development; do not allow corruption, waste, negativity, or group interests in the implementation process.

6. Ministers of the Ministries of Transport, Planning and Investment, Construction, Natural Resources and Environment and Chairmen of People's Committees of provinces and centrally run cities are responsible for and proactively direct the implementation of assigned tasks.

The Government Office regularly monitors, urges and inspects the implementation of this dispatch; periodically reports to the Prime Minister on the implementation results every quarter and every six months.
