The Government Office has just issued Notice No. 371/TB-VPCP on the conclusion of Prime Minister Pham Minh Chinh at the meeting on the implementation of the two-level local government model; the progress of key transport projects and the Project on 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta.

Ensure adequate staff to operate smoothly the two-level local government apparatus.
Regarding the implementation of two-level government: The announcement clearly stated that Party committees at all levels, governments, the Fatherland Front, and socio- political organizations have gradually implemented and completed the two-level government in a systematic and stable manner and are now operating stably.
However, there are still some contents and tasks that need to be reviewed and implemented in a more synchronous and professional manner to create more transparency, openness and convenience for people and businesses; it is recommended that Party committees at all levels, authorities, the Fatherland Front and political organizations urgently and effectively implement Conclusion No. 177-KL/TW dated July 11, 2025 of the Politburo and the Secretariat on continuing to build the organization and operation of 2-level administrative units to ensure transparency and efficiency (Conclusion No. 177-KL/TW).
Ministries, branches and localities continue to seriously implement the directions of the Government and the Prime Minister, at the same time thoroughly grasp the spirit of the direction of General Secretary To Lam, to complete each task, creating transparency, professionalism and synchronization in the entire local government system. Focus on reviewing and overcoming difficulties, inadequacies and obstacles in administrative procedures related to land, taxes and business licenses. Urgently build databases at the commune and provincial levels, especially in areas related to land, environment and other social issues...
The key solution in the coming time, the Prime Minister requested the Mekong Delta to resolutely and effectively implement Conclusion No. 177-KL/TW of the Politburo, the Secretariat, the direction of General Secretary To Lam and the directions of the Government and the Prime Minister; arrange the staff at the local level, especially at the commune level, to ensure adequate staff to smoothly operate the two-level local government apparatus.
At the same time, well prepare the work of cadres, personnel and documents for Party congresses at all levels, flexibly applying a number of criteria and standards on cadre work that can be applied according to the direction of the Politburo and Secretariat.
Solving administrative procedures for people and businesses, not allowing congestion, negativity, harassment, causing difficulties, and hindering the development of the locality and the country.
Strengthen and enhance the grassroots health system, ensuring that medical examination and treatment for people is not delayed or interrupted, and that patients do not have a place to receive treatment. Implement the construction of boarding schools for students in border areas, islands, remote areas.
Complete digital infrastructure, especially in places with difficult conditions, especially telecommunications coverage and electricity infrastructure.
Urge, inspect, and remove difficulties for projects and works
Regarding key projects in the Mekong Delta region: Urgently promoting the progress of key transport projects and works to connect with the Southeast region, other economic regions and internationally is extremely necessary. They are being implemented by ministries, branches and localities on schedule, with many projects exceeding the set schedule.
However, the implementation of works and projects in the Mekong Delta region still has some limitations related to construction materials, some enterprises have not paid taxes, fees and charges related to the exploitation and supply of minerals for construction materials; some contractors implementing sand mines are slow in exploiting and supplying sand to project sites... requiring investors, project management boards, and contractors to make more efforts, "accelerate, break through", shorten construction time; at the same time, must ensure quality, safety, efficiency and environmental sanitation; the implementation of the inland waterway system in the Mekong Delta region in the past has not been really drastic, not effective, and has not fully exploited the potential and advantages of this type of transport; therefore, localities need to proactively and promptly and effectively implement inland waterway transport methods.
The Prime Minister requested that in the coming time, the Mekong Delta continue to thoroughly implement the directive spirit of "overcoming the sun and rain, not losing to storms and winds; working through Tet and holidays; working at night when the day is not enough; eating and sleeping urgently; only discussing work, not discussing retreat".
The entire political system must be involved, key local leaders must regularly visit construction sites to urge, inspect, and remove difficulties for works and projects (especially in site clearance and construction materials); local authorities must resolve legal issues; the Fatherland Front, socio-political organizations (Youth Union, Women's Union, Veterans Association) provide spiritual support, food, drinking water... "not to leave contractors, engineers, and workers alone on modern construction sites".
Contractors of projects mobilize and cooperate with subcontractors in localities to jointly construct works and projects in the area, create jobs, transfer technology to develop together, and have the capacity to undertake construction works in the coming time.
The Prime Minister requested the Ministry of Construction to preside over and coordinate with relevant ministries and branches to guide localities in the direction of building and promulgating under its authority unit prices of raw materials that do not require bidding to supply key projects in the area (including Dong Thap province); guide solutions for loading to shorten loading time waiting for subsidence, speed up project progress, ensure savings, efficiency and safety of construction works.
The Ministry of Agriculture and Environment shall study and immediately resolve difficulties and problems related to construction materials for localities; promptly implement the Prime Minister's direction in Official Dispatch No. 85/CD-TTg dated June 10, 2025, immediately resolve difficulties and problems related to construction materials, study, propose, amend and supplement legal regulations in the direction of expanding the subjects and scope of projects licensed to exploit Group IV minerals, regulations on minerals used as construction materials and landfill in the Mekong Delta region shall apply similar regulations to Group IV minerals, promulgated in July 2025. The spirit is not to let there be any congestion and not to take advantage of policies for corruption and negativity.
The Ministry of Construction shall preside over and coordinate with ministries, branches and localities to urgently prepare the inauguration and groundbreaking ceremony for works and projects on August 19, 2025 (expressway sections, access roads, intersections, other important works, etc.).
Building Vietnamese rice brand
Regarding the Project of 1 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta (the Project), the Prime Minister assessed that with the proactive implementation of many models in localities, the participation of cooperatives, and the active response of the people, the Project has achieved very important initial results; the implementation of the Project contributes to ensuring food security for the country, which is of great significance to countries in the region, especially ASEAN countries and international partners...
However, in the process of implementing the Project, there are still some shortcomings such as the low application of science and technology in production and processing; the poor performance in regional and international linkage activities, diversification of production chains, supply chains, market diversification, and national rice brands to increase the value of our country's rice products and goods in the international market, especially for some markets with high quality requirements.
The Prime Minister assigned the Ministry of Agriculture and Environment to coordinate with the People's Committees of the provinces and cities participating in the implementation of the Project and relevant agencies to complete the review and approval of the planning of high-quality and low-emission rice cultivation areas associated with green growth in the Mekong Delta under the Project, to be completed in the third quarter of 2025; to preside over and coordinate with relevant ministries, agencies and localities to build the Vietnamese rice brand, continue to build new brands and protect recognized brands and awards to increase the added value of the Vietnamese rice industry in the international market. The People's Committees of the provinces and cities participating in the implementation of the Project will proactively develop technical processes to guide farmers and cooperatives in implementation.
The Ministry of Industry and Trade immediately implements rice agreements and signs long-term agreements (from 5-10 years) to ensure stable output for farmers.
The Ministry of Science and Technology coordinates with the Ministry of Agriculture and Environment and the People's Committees of provinces and cities in the Mekong Delta region to develop packaging designs that are durable, beautiful, suitable for the culture imbued with Vietnamese national identity and easily recognizable.
Ministries and sectors shall closely coordinate with the Ministry of Agriculture and Environment to implement the Project, proactively resolve any arising problems (if any) within their authority and in accordance with the law. During the implementation process, the principle of linking four parties must be ensured: Enterprises - Farmers - Scientists - State; enterprises must commit to and ensure output, supply of agricultural materials and goods serving rice production (fertilizers, pesticides and issues related to increasing labor productivity, etc.).
