Based on the overview report of the Ministry of Foreign Affairs , the Ambassador, Head of Vietnamese Representative Offices abroad, leaders of ministries, branches, provinces, cities, associations, and enterprises all affirmed that in recent times, economic diplomacy has made important contributions to the achievements of economic and social recovery and development of the country.

Economic diplomacy has become one of the most important contents in high-level foreign affairs activities, making an important contribution to promoting economic, trade and investment relations between Vietnam and its partners, bringing practical benefits to the country.
However, the world situation continues to change, with many greater difficulties and challenges, posing new requirements for economic diplomacy, especially focusing on key points, improving efficiency, being proactive, creative, flexible, and sensitive.
Ambassadors, Heads of Vietnamese representative offices abroad, and businesses shared in-depth assessments of economic prospects, policy adjustments of countries, opportunities and challenges facing Vietnam, thereby proposing many specific recommendations to promote economic diplomacy.
Speaking at the Conference, Prime Minister Pham Minh Chinh emphasized that this Conference was held after 1 year of implementing the Government's Action Program to implement Directive No. 15-CT/TW dated August 10, 2022 of the Secretariat on economic diplomacy for development and after 3 months of implementing the results of the 32nd Diplomatic Conference.
The Prime Minister assessed that in 2024, the world situation will develop very quickly, more complicatedly and unpredictably than forecast. In that context, under the leadership of the Party, the efforts of the entire political system, the Government's management, the support of the business community, the consensus of the people and the support of international friends, our country's economic and social situation will continue to be stable and improve in most areas.
In that spirit, in recent times, economic diplomacy has been implemented comprehensively and effectively, closely following the goals and aspirations for national development and the key management focuses of the Government. Contributing to the overall achievements of the country are the efforts, determination, and drastic implementation of the tasks of the diplomatic sector in general and of Vietnamese representative agencies abroad in particular.
The Prime Minister stated that in the current context, we must absolutely not be subjective, we must identify the situation as having difficulties, challenges and opportunities, advantages intertwined, but there are more difficulties and challenges, to be ready to respond to all developments and impacts of the situation. The Prime Minister emphasized that we must have the spirit of "listening and understanding together; sharing vision for action; working together, enjoying together, winning together and developing together".
Regarding the direction and tasks in the coming time, the Prime Minister directed the diplomatic sector to make the most of and promote the country's new position and strength; to be proactive and active in creating a favorable situation for the country's peaceful, secure and developing environment.
Vietnamese representative agencies abroad need to continue to effectively implement the work of establishing relations with host countries, conveying the message and image of Vietnam as a peace-loving country with a heroic history, a long-standing, rich and diverse culture; and the Vietnamese people as industrious, brave, creative, friendly and hospitable.
The Prime Minister affirmed that Vietnam pursues an independent, self-reliant, diversified, and multilateral foreign policy; is a good friend, a reliable partner, and a responsible member of the international community; is determined to build an independent, self-reliant economy and actively integrate deeply, practically, and effectively into the international community; takes internal strength as the foundation, long-term decision, and external strength as important and breakthrough. The policy is resolutely not to sacrifice progress, social justice, social security, and the environment in exchange for mere economic growth.
It can be said that economic diplomacy activities have contributed significantly to bringing our country's total import-export turnover in 2023 to 683 billion USD, of which the trade surplus was about 28 billion USD, the highest ever; FDI attraction reached nearly 36.6 billion USD, an increase of 32.1% in the context of global trade and investment being narrowed; realized FDI capital reached nearly 23.2 billion USD, the highest ever.
