The meeting was held directly and online between the Government headquarters and provinces and centrally-run cities with important national projects and key transport sector works and projects in the area.
Attending the meeting were: Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; Minister of Transport Nguyen Van Thang; Minister of Construction Nguyen Thanh Nghi; Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh; members of the Steering Committee, leaders of ministries, ministerial-level agencies, government agencies; Chairmen of People's Committees of provinces and cities; representatives of project management boards, investors, contractors, etc.
It is both an important political task and "national love and compatriotism".
The meeting aims to review and urge the work after the 13th meeting and discuss solutions, continue to remove difficulties and obstacles, and speed up the progress of works and projects.
In his opening speech, Prime Minister Pham Minh Chinh stated that, to date, the list of projects monitored by the Steering Committee includes 40 major projects/92 component projects in 3 areas: Road, railway and aviation, passing through 48 provinces and centrally-run cities.
The Prime Minister emphasized that from now until the end of 2025, there are only about 15 months left, the workload is very large. Therefore, the Prime Minister suggested discussing solutions to speed up progress, ensure the quality of projects; apply valuable experiences from the 500kV power line project, circuit 3.
Accordingly, it is necessary to create a vibrant emulation movement, mobilize forces, create a combined strength with the entire political system participating under the leadership and direction of the Party Committee, the government, the active participation of the Fatherland Front and socio-political organizations; main contractors mobilize more subcontractors to create jobs and livelihoods for people and businesses and improve the capacity of contractors in the area..., the spirit is "working together, winning together, enjoying together, developing together".
The Prime Minister also spent time analyzing the importance of strategic transport infrastructure. In particular, preliminary statistics show that super typhoon No. 3 caused about 40 trillion VND in damage. We must have solutions to compensate for this damage, including the task of promoting public investment disbursement, promoting 3 strategic breakthroughs, including strategic breakthroughs in transport infrastructure.
Therefore, the implementation of key and important national transport infrastructure projects is an important political task, also demonstrating "national love and compatriotism". Ministries, branches, localities and enterprises must focus on doing it with the spirit and responsibility for the people and the country. What they say is what they do, what they commit to, they must do; commend and reward those who do well and handle cases of delay, shirking, avoiding responsibility, and not completing tasks according to regulations of the Party and State.
Completed many important tasks after the 13th session
At the 13th meeting on August 8, 2024, the Prime Minister assigned 42 tasks to ministries, branches and localities, focusing on removing difficulties and obstacles, speeding up the progress of site clearance and providing construction materials, especially for key transport projects in the southern region.
According to the report of the Ministry of Transport, up to now, the units have completed 11 tasks on time, are actively implementing 28 tasks of regular direction and management, 01 task has not yet been due, 02 tasks have not been completed on time, of which a number of important tasks have been completed.
The Ministry of Construction has been very active and responsible, coordinating with ministries, branches and localities to organize the development and promulgation of Circulars amending and supplementing construction norms, contributing to the improvement of both quantity and quality of norms, limiting shortcomings, and being more suitable to reality; has issued documents guiding localities in determining costs related to the level of construction material mines according to specific mechanisms, removing many difficulties in determining and managing costs for key projects in the transport sector.
The Ministry of Agriculture and Rural Development, authorized by the Prime Minister, on behalf of the Government, submitted to the National Assembly Standing Committee an adjustment to Resolution No. 273/NQ-UBTVQH15 on the policy of converting the purpose of using forests, forest land and rice land from two crops or more at the Eastern North-South Expressway project in the 2021-2025 period; has sent a document to localities to disseminate Decree No. 91/2024/ND-CP dated July 18, 2024 on procedures for converting the purpose of using forests.
The Ministry of Planning and Investment has submitted to the Government a draft law amending and supplementing a number of articles of a number of laws to remove obstacles in construction investment; and has submitted to the Prime Minister a plan to adjust the public investment plan from the central budget in the country in 2024.
The Ministry of Natural Resources and Environment has instructed Ben Tre province to exploit minerals for common construction materials according to a special mechanism to serve projects.
The State Capital Management Committee at Enterprises has reported on the investment plan to expand the Ho Chi Minh City-Long Thanh section; and has directed the Vietnam Electricity Group (EVN) to guide its affiliated units to remove difficulties and obstacles in relocating high-voltage power lines.
The Central Emulation and Commendation Council coordinated with the Ministry of Home Affairs, the Ministry of Transport and localities to organize a launching ceremony for the peak emulation campaign "500 days and nights of emulation to complete 3,000 km of expressway".
The Ministry of Transport has submitted to the Politburo a project on investment policy for the high-speed railway on the North-South axis; and submitted to the Government a resolution on implementing Resolution No. 138/2024/QH15 of the National Assembly on the investment policy for the construction of the Gia Nghia-Chon Thanh expressway.
Regarding investment preparation, Ho Chi Minh City has coordinated with the provinces of Ba Ria-Vung Tau, Dong Nai, Binh Duong, and Long An to report to the Prime Minister on the policy of preparing a pre-feasibility study report for the Ho Chi Minh City Ring Road 4 project; the Prime Minister has assigned ministries and branches to handle Ho Chi Minh City's recommendations.
The People's Council of Binh Duong province has adjusted the investment policy for the Ho Chi Minh City-Thu Dau Mot-Chon Thanh project. Cao Bang province is coordinating with the Ministry of Planning and Investment to clarify appraisal opinions on adjusting the investment policy for the Dong Dang-Tra Linh expressway project according to the direction of the Deputy Prime Minister.
The Ministry of Transport is internally assessing the adjustment of the investment policy for the Bien Hoa-Vung Tau expressway project; has completed the Pre-Feasibility Study Report for the high-speed railway project on the North-South axis according to the Government's Resolution and sent it to the Ministry of Planning and Investment for assessment (second time).
The Ministry of Planning and Investment has coordinated with the Hanoi People's Committee to complete the dossier and report to the Prime Minister and Deputy Prime Minister on adjusting the investment policy for the Nam Thang Long-Tran Hung Dao urban railway project.
Regarding the preparation and approval of the feasibility study report, Ninh Binh province has approved the Feasibility Study Report of the Ninh Binh-Hai Phong project.
Thai Binh province is submitting to the Inter-sectoral Appraisal Council for appraisal of the feasibility study report of the Nam Dinh-Thai Binh project; Son La province is completing the feasibility study report of the Hoa Binh-Moc Chau project according to the appraisal opinions of the specialized construction agency; Lam Dong province is directing the investor to complete the feasibility study report of the Tan Phu-Bao Loc project according to the appraisal opinions; Lam Dong and Binh Duong provinces are organizing the appraisal of the feasibility study reports of the Bao Loc-Lien Khuong project and the Ho Chi Minh City-Thu Dau Mot-Chon Thanh project.
On September 4, 2024, the Deputy Prime Minister met with Lam Dong province and ministries and branches to remove difficulties and obstacles, speeding up the approval process of Tan Phu-Bao Loc and Bao Loc-Lien Khuong projects.
Regarding site clearance, with the strong direction of the Prime Minister at the 13th Steering Committee meeting and the Prime Minister's Official Dispatch No. 80/CD-TTg dated August 16, 2024, localities have actively implemented this work and have had significant changes.
However, because the remaining area is mainly residential land, the implementation of determining the origin and compensation plan is complicated, so some localities have not yet met the requirements such as: Dong Nai, Binh Duong, Khanh Hoa, Lang Son.
Regarding construction materials, for projects in the Northern and Central regions, the supply of materials has basically met construction needs.
For projects in the southern region, implementing the direction of the Prime Minister and Deputy Prime Minister Tran Hong Ha on assigning material supply targets for projects, localities have coordinated with investors and contractors to implement procedures related to granting mines for projects, however, the implementation progress is still slow, affecting the construction progress. In addition to Vinh Long province, which has granted 1.1/3.4 million m3, Tien Giang and Ben Tre provinces are still implementing procedures for granting mines and supplementing mines.
The Bien Hoa-Vung Tau Expressway project in Dong Nai province is being implemented and completing procedures for granting mine permits, but it is still slower than the Prime Minister's request.
Regarding the implementation of construction and the movement "500 days and nights competing to complete 3,000 km of expressway", the Ministry of Transport has coordinated with the localities assigned as the managing agencies to review the implementation plan, build detailed progress, especially the work of a "critical" nature to urge the units.
Most projects have sufficient material sources and favorable site clearance conditions, and construction progress meets requirements.
Some projects with great implementation value such as the North-South Expressway in the East phase 2021-2025 have reached 52% of construction, Chau Doc-Can Tho-Soc Trang section through An Giang has reached 26%, Hanoi Ring Road 4 section through Hanoi has reached 33%, Tuyen Quang-Ha Giang project section through Ha Giang has reached 35%, Ho Chi Minh City Ring Road 3 section through Long An has reached 41%, Cao Lanh-An Huu section through Dong Thap has reached 36%, Bien Hoa-Vung Tau section through Ba Ria-Vung Tau has reached 35%, some component projects are striving to be completed 3 to 6 months early.
However, the implementation of projects in some localities is still slow, such as Can Tho, Soc Trang at the Chau Doc-Can Tho-Soc Trang project, Bac Ninh at the Hanoi Ring Road 4 project, Cao Bang at the Dong Dang-Tra Linh project, Lang Son has just started construction of the Huu Nghi-Chi Lang project; especially at projects planned to be completed in 2025, including: Dong Nai at the Bien Hoa-Vung Tau component project 1 and the Ho Chi Minh City Ring Road 3 component project 3; Binh Duong at the Ho Chi Minh City Ring Road 3 project; Tuyen Quang at the Tuyen Quang-Ha Giang project.
Regarding the Ben Luc-Long Thanh Expressway project, the Vietnam Expressway Corporation (VEC) is making efforts to implement it according to the set schedule; has opened bidding for package J3-1 and is handling related procedures to implement the construction. At the same time, the Ministry of Transport has compiled and submitted adjustments to the project's investment policy.
Regarding the Long Thanh International Airport project, the construction of the headquarters of state management agencies is being implemented to meet the schedule. The construction has reached 94% of the reinforced concrete volume of the Air Traffic Control Tower, closely following the set schedule;
The passenger terminal package has completed all reinforced concrete parts, and is currently assembling the roof steel structure according to plan; other packages and items such as runways, taxiways, and 02 connecting traffic routes are being deployed to meet the plan;
Tan Son Nhat T3 passenger terminal project has completed concrete work and steel roof system installation; the remaining items are being implemented closely following the schedule.
The Nhon-Hanoi Railway Station urban railway project has excavated 297 m and installed 186 tunnel lining rings in the underground section. The Ben Thanh-Suoi Tien urban railway project continues to run tests until November 2024 to serve the purpose of assessing system safety certification and training of operating personnel.
For projects in areas affected by storm No. 3, investors have strictly implemented the telegrams of the Prime Minister and the Ministry of Transport, proactively deployed prevention and control measures, so the impact was insignificant, and construction works did not cause flooding in neighboring areas; currently, units are repairing public roads, power lines, etc. to resume construction.
