Prime Minister: As long as people still complain, the Government must have effective solutions.

Prime Minister Pham Minh Chinh pointed out that as long as people continue to complain, the Government's work will be difficult and arduous, and effective solutions must be found.

On the afternoon of October 1, concluding the Government meeting to assess the implementation situation and review and remove difficulties in the two-level local government model, Prime Minister Pham Minh Chinh pointed out that as long as people continue to complain, the Government's work will be difficult and arduous, and effective solutions must be found; as long as localities have not yet developed, the Government must take care of and promote development.

During the review meeting in the first 3 months of operation, the 2-level local government model has gradually become routine, ensuring consistency and continuity in state management from the central to local levels.

Up to now, 100% of localities have arranged enough leadership positions for People's Committees at all levels. Specialized agencies at provincial and communal levels have been strengthened. The staff has been arranged, rotated, mobilized, seconded, and strengthened, with priority given to personnel with expertise and experience in the fields of planning, construction, architecture, transportation, land, resources, environment, education , training, and information technology for People's Committees at communal level.

To date, the whole country has had 142,746 people who have decided to quit their jobs, of which 105,056 people (73.6%) have received payment for policies and regimes. 11 ministries and 6 provinces and cities have completed the payment; 10 ministries and 3 localities have only paid 60%. Many localities have issued policies to support housing, transportation, vocational training and employment for redundant cadres.

The whole country has proposed to abolish 519 administrative procedures and simplify 2,421 administrative procedures.

From July 1 to September 30, about 7 million online applications were received, with an on-time settlement rate of 91%.

Over 3,100 commune-level public administrative service centers (in 32 provinces and cities) have been put into operation, applying the modern one-stop model, many places applying AI and electronic forms. These centers have initially operated stably, creating favorable conditions for people when carrying out administrative procedures.

Many localities have put into operation a two-level centralized control center, implemented centralized electronic document management, digital signatures, and connected to the national database on population, land, and enterprises. Some communes and wards have piloted artificial intelligence in data analysis and security and order warnings. Thousands of commune-level officials have been trained in digital skills, contributing to improving management efficiency.

Basically, provinces and cities have stabilized their offices, ensuring uninterrupted service to the people. Many places have arranged surplus offices to be used as public works and community centers. The work of reviewing and arranging public vehicles, machinery and equipment has been carried out seriously and openly.

However, in the implementation process, there are still difficulties and problems. That is, some guiding documents are still slow, especially in the fields of finance - accounting, land, education; many places have difficulties in infrastructure, human resources; the online public service system is still inadequate, data is not synchronized; the payment of policies for retired people has not been completely resolved. People in some areas have not yet adapted to the new way of handling procedures...

Delegates said that the above difficulties and problems were partly due to the fact that this was the first time the two-level local government model was being implemented, so confusion was inevitable in the initial phase. The system of legal documents, directives and administrations was large in number, and the staff and civil servants did not have enough time to fully grasp them, so their application was limited.

Meanwhile, the population size and natural area of ​​the administrative unit after the rearrangement increased significantly, increasing the pressure on handling administrative procedures, providing public services and state administrative management at the commune level...

Concluding the meeting, reviewing the outstanding results, the Prime Minister commended the ministries, branches and localities for their efforts to ensure smooth operation of the two-level local government, improve the administrative capacity of the local government, and shift the state from management to proactive and creative, with results that are better next week than last week, better next month than last month, and better next quarter than last quarter; bringing convenience to people and businesses.

Agreeing with the delegates' opinions on a number of limitations that need to be overcome and their causes, the Prime Minister emphasized that as long as people continue to complain, the Government's work will be difficult and arduous, requiring effective solutions; as long as localities have not yet developed, the Government must review, worry, and promote development.

The Prime Minister assigned the Deputy Prime Ministers in charge of the assigned ministries and branches to direct and, together with the Ministers of those ministries and branches, based on the assigned functions and tasks, review and handle the issues and contents according to Conclusion No. 195-KL/TW of the Politburo and the Secretariat in the spirit of 6 clear (clear people, clear work, clear time, clear authority, clear responsibility, clear results), report the results weekly, review and report to the Politburo.

Note that the consistent spirit is to immediately handle and resolve difficulties and obstacles in organizing and operating the two-level local government model. From the perspective of responsibility of each level and agency, that level and agency must handle it. The Prime Minister requires a mindset of innovation and resolute implementation, without perfectionism or haste.

The Prime Minister assigned the Minister of Science and Technology to develop tools and a system to evaluate the performance of the Government's two-level local government operations in real time, connecting, unifying information and data with the Central evaluation network system.

Relevant parties established Government Working Groups to inspect, urge, review, and support localities in removing difficulties and obstacles in organizing and operating local governments at two levels and other issues.

The Ministry of Home Affairs shall coordinate with the Ministry of Finance to review, assess the causes and responsibilities, and thoroughly handle the payment of policies and regimes for people who have decided to quit their jobs according to Decree No. 178/2024/ND-CP, to be completed before October 10. The Ministry of Finance shall coordinate with localities to review and thoroughly handle delays in opening payment accounts of organizations at the grassroots level.

Considering that the capacity of grassroots cadres is not uniform, especially state management capacity, institutional capacity, innovation, information technology and sense of responsibility, the Prime Minister requested to continue to evaluate and thoroughly review to overcome the current difficulties in commune cadres and civil servants who are both lacking and weak in the immediate and long-term periods; and to provide definitive guidance on determining job positions and staffing at the commune level.

Directing the promotion of decentralization and delegation of power, Prime Minister Pham Minh Chinh requested implementation in the spirit of "whoever does it best, assign it; if they don't know, don't manage it," "localities decide, localities do, localities take responsibility, the Central Government does not do it for them."

Ministries and branches coordinate with localities to review and remove institutional and legal obstacles; develop and promulgate missing decrees and circulars, including reviewing, amending and immediately eliminating overlapping and contradictory legal regulations that cause congestion; removing obstacles and difficulties in handling administrative procedures, especially in areas such as: land, planning, finance, assets, construction, transportation, housing facilities, surplus land after rearrangement, etc.

Directing and assigning tasks to ministries and branches to promote digital transformation; ensuring adequate and smooth electricity and telecommunications infrastructure, etc., Prime Minister Pham Minh Chinh emphasized that everyone must make efforts so that the two-level local government operates synchronously, uniformly, smoothly, and comprehensively, meeting the expectations of the Party, State and people; the new apparatus must be better than the old one; and the settlement of administrative procedures for people and businesses must be increasingly better./.
