Changes in the organization and operation of Hai Phong's government apparatus

Over the past three months, the implementation of the two-level local government model has been strongly led and directed by the People's Committee of Hai Phong City; agencies, units and localities have seriously implemented it, achieving many important results, creating a shift in the organization and operation of the city's government apparatus. This was affirmed by Chairman of the People's Committee of Hai Phong City Le Ngoc Chau at the meeting to listen to the assessment report on the operation of the two-level local government model on the afternoon of October 1.

State management activities are put into order.

According to Chairman of Hai Phong City People's Committee Le Ngoc Chau, the outstanding results include state management activities from the city to communes, wards, and special economic zones being basically in order; propaganda work, public opinion orientation, and ensuring security and social order are focused on, creating stability for the operation process.

Agencies and units are streamlined, basic leadership and management positions are fully completed; policies and regimes for cadres, civil servants, public employees and affected subjects are promptly resolved; training and fostering work is focused on, gradually improving the quality of cadres, civil servants and public employees.

The system of documents on decentralization, delegation of power, and determination of authority is issued promptly, creating a clear legal corridor; the authority of each level is specifically determined, helping to remove difficulties and obstacles in practice, and enhancing the initiative of grassroots authorities.

Administrative procedures are standardized, time is shortened, the rate of early and on-time file settlement is high; online public services, online meeting room systems, electronic information portals, digital certificates are deployed synchronously, contributing to improving the quality of service for people and businesses, creating trust and consensus in society. Leadership, direction, inspection and supervision are carried out regularly, promptly detecting and removing difficulties and obstacles, contributing to improving the efficiency, effectiveness and efficiency of government management and operation.

Notably, agencies, units and localities achieved high rankings on the People and Business Service Index of the National Public Service Portal (over 90 points), including 10 communes and wards: Hop Tien, Tran Nhan Tong, Tu Ky, Nhi Chieu, Binh Giang, Quyet Thang, An Thanh, Tran Hung Dao, Hong Chau, Nam An Phu.

Regarding the results of performing tasks assigned by the City People's Committee and the Chairman of the City People's Committee, there are 4 departments and branches with high completion rates and no overdue tasks, namely the Department of Justice, Department of Health , Department of Foreign Affairs, and Department of Industry and Trade. There are 10 commune-level People's Committees with completion rates of over 95% and no overdue tasks, etc.

In the first 9 months of 2025, Hai Phong city's economy continued to maintain high growth momentum, GRDP increased by 11.59%, especially in the third quarter, increased by 12.38% over the same period in 2024. Disbursement of public investment capital by the end of September 2025 reached 68% of the plan assigned by the Prime Minister, 20 percentage points higher than the same period in 2024 (48%). State budget revenue in the area reached 98.8% of the estimate assigned by the Central Government, equal to 130.6% over the same period in 2024; of which, domestic revenue reached 108% of the estimate assigned by the Central Government.

Local development

At the meeting, Hai Phong City Party Secretary Le Tien Chau highly appreciated the City People's Committee, the Chairman and Vice Chairmen of the City People's Committee for their many innovations in leadership, direction and management, especially in planning, detail, methodicalness and determination. On the other hand, City Party Secretary Le Tien Chau said that it is necessary to promote the role, position, authority and capacity of the commune-level government system; not only the "administrative level", handling administrative records and procedures, but also the "local development level" creating a favorable environment for people and businesses.

"Along with the current drastic decentralization of authority, it is extremely important to properly assess the implementation capacity of commune-level authorities (not all communes are the same, but there will be relative differences due to historical factors, socio-economic factors); along with decentralization and authority, it is necessary to allocate appropriate resources in terms of human resources, equipment, financial mechanisms, etc. so that communes can promote their initiative," said Secretary of the City Party Committee Le Tien Chau.

To achieve the GRDP growth target of 13% or more in the 2026 - 2030 period, striving to reach 14%, Secretary of the City Party Committee Le Tien Chau said that the city must quickly complete and thoroughly overcome the existing problems and limitations that have arisen in the recent past; build a management, operation and working mechanism suitable to the new development context of the city; create stability and solidity in the organizational apparatus so that the entire political system can accelerate and make breakthroughs in the coming term.

Specifically, the city strengthens inspection, supervision, urging, regularly grasps, promptly resolves difficulties and obstacles for localities; the city must clearly identify that the commune, ward, and special zone authorities are the frontline directly connected with the people, the place to realize all policies and guidelines. Departments, branches, and the City People's Committee must consider the grassroots level as the service object, regularly listen, accompany, and promptly support to resolve difficulties for localities in terms of human resources, facilities, digital infrastructure, legal and financial resources.

Urgently issue and implement the renovation, repair, expansion and construction of working headquarters; arrange working facilities and equipment to ensure working conditions for cadres, civil servants and workers, best serve the needs of people and businesses, strive to fundamentally overcome difficulties and problems regarding working equipment in 2025.

The city urgently completes a number of assigned tasks; promotes innovation in governance methods based on the application of information technology, management and operation through specific data and figures; manages work results, evaluates cadres through KPIs from the city level to the grassroots level. At the same time, continues to review and correctly assess the current situation of the communal-level cadre team, especially the mobilization, arrangement and assignment of enough specialized cadres to the grassroots level (especially cadres with experience in land management, planning, construction, finance, information technology, education management, health care, etc.), to be completed before October 15, 2025 according to Conclusion No. 195 dated September 26, 2025 of the Politburo and Secretariat.
