Digital product exports estimated at 78.1 billion USD
Reports and opinions at the meeting unanimously assessed that breakthrough work in science and technology development, innovation, digital transformation and Project 06 in recent times has had positive changes, with 6 outstanding aspects.
Firstly, leadership and direction work is deployed resolutely and organized synchronously with high determination from the Central to the grassroots levels.
Government leaders have held many meetings to review, urge, and remove difficulties and obstacles, especially to evaluate, upgrade, and develop information systems to serve direction, administration, and people and businesses, in order to meet the requirements of operating a two-level local government model.
100% of ministries, branches and localities have issued action plans to implement the Government's Action Program; ministries and branches have issued more than 100 guiding documents; the Ministry of Public Security and the Ministry of Science and Technology have established 8 working groups to inspect and provide direct guidance in 34 provinces and cities.

Second, the institutions, mechanisms, and policies have been basically completed, creating a legal corridor for science and technology, innovation, digital transformation, and Project 06.
The Government has submitted to the National Assembly 19 draft laws and 5 resolutions for approval, especially Resolution No. 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in science and technology development, innovation, and digital transformation, and Resolution No. 198/2025/QH15 on a number of special mechanisms and policies to develop the private economy.
The Government issued 28 decrees on decentralization, delegation of authority, and assignment of authority to two-level local governments, and 21 decrees detailing the implementation of laws related to science and technology, innovation, and digital transformation. Actively reviewing bottlenecks and difficulties in digital transformation to ensure two-level local governments (50 bottlenecks have been identified that need to be addressed in the coming time).
Administrative procedure reform continues to be vigorously implemented; 872 administrative procedures and 118 business conditions have been reduced and simplified.
Third, science and technology, innovation and digital economic development have made strong progress.
Science and technology development and innovation have seen many changes with international publications increasing by 9%, especially in key areas such as computer science, mathematics, medicine, etc.; 849 research result certificates were issued.
Accelerating the deployment of 5G services nationwide (15,000 5G stations have been installed). Mobile internet speed has increased sharply, entering the top 20 in the world. The National Data Center project has been vigorously implemented (expected to be inaugurated and put into operation on August 19, 2025).
Tax management and e-invoices have been implemented vigorously and effectively, contributing to increasing state budget revenue. To date, 109,800 businesses and business households have registered to use 2.1 billion e-invoices. Tax revenue from e-commerce and digital economy activities reached VND98 trillion, up 58%.
The digital economy has developed quite well, with the export value of digital products estimated at 78.1 billion USD, up 20.5% over the same period. Non-cash payments increased by 45.4% in quantity and 25.2% in value; 70% of consumers in major cities have used non-cash payments every day. The VND500 trillion credit package for science and technology, innovation, digital transformation and strategic infrastructure has been actively implemented. E-commerce has developed strongly, growing by about 22-25%.
Fourth, promote the development of digital government, digital administration, digital citizens and digital society.
Digital government is promoted, effectively implementing the operation of two-level local governments associated with the development of digital government. The rate of online records in the entire process out of the total records of administrative procedure settlement in the first 6 months of 2025 reached 39.51%. The National Public Service Portal becomes a window of the nation.
Digital society and digital citizens are concerned, non-cash social security payments are enhanced; the Project to search for, collect and identify martyrs' remains has been effectively implemented; the "Digital Popular Education" platform has shown initial effectiveness, opening 20 courses with more than 28,000 participants.
Fifth, the implementation of Project 06 is strongly promoted and spread, bringing practical results to people and businesses, strengthening social management and serving socio-economic development.
The national population database has been practically effective through the expansion of many utilities, integration of essential documents, digital handbooks and virtual assistants on the VNeID application.
Many utilities serving socio-economic development have been effectively and widely deployed (116 million customer records at banks have been compared with biometric information, double that of 2024; nearly 5,000 flights at Noi Bai and Tan Son Nhat airports use biometric identification for check-in procedures). The Ministry of Public Security, the Ministry of Science and Technology and 7 technology enterprises have built 15 platforms and applications on databases, 18 platforms and utilities from Project 06; 61 utilities from data serving socio-economic development and social management.
Sixth, human resources and the mobilization of the innovation ecosystem are of interest. Many training projects and programs to attract experts and promote innovation have been strongly implemented; focusing on developing human resources for key sectors of science and technology, innovation, and digital transformation. Many businesses and people have actively participated and accompanied the Government, creating a combined strength in socio-economic development.

Effectively and efficiently serve two important goals
In his concluding remarks, Prime Minister Pham Minh Chinh basically agreed with the reports and opinions, and assigned the Government Office to coordinate with ministries to receive opinions, complete and submit for promulgation the Conclusion of the Prime Minister and Head of the Steering Committee to unify and effectively implement assigned tasks.
The Prime Minister summarized that the Party's guidelines and policies, the State's policies and laws, and the organization and implementation of breakthroughs in science and technology development, innovation, and digital transformation are relatively consistent, achieving certain initial but very important results.
Accordingly, it helps to change awareness, thinking, and actions more drastically and strongly, achieving measurable results, especially effectively serving the revolution of streamlining and reorganizing the apparatus at both the central and local levels. Currently, the apparatus has been operating relatively smoothly and smoothly, and has been supported by the people and international friends.
On behalf of the Government leaders, the Prime Minister acknowledged and commended the efforts, endeavors and achievements of ministries, branches and localities; the drastic direction of the Steering Committee members; the consensus, support and active participation of people and businesses, making important contributions to the breakthrough development of science and technology, innovation, digital transformation and Project 06, contributing to the overall results of the country's socio-economic development.
In addition to the achievements, the Prime Minister stated that we must frankly acknowledge the shortcomings and limitations to be determined to overcome them; there are limitations that have lasted for a long time and have been slowly resolved, and there are new shortcomings that have arisen but have not been proactively resolved in a timely manner.
Accordingly, up to now, there are still 75 slow-progressing tasks assigned to 9 ministries and branches. Institutions, mechanisms, and policies to promote science and technology, innovation, and digital transformation are not adequate and have not kept up with practical requirements. Digital infrastructure development is not commensurate with economic potential and growth rate.
Regarding resources, many ministries, sectors and localities have not proactively registered their funding needs for development investment and regular expenditures for science and technology activities, innovation, digital transformation and Project 06. Human resources are still limited.
If the administration is still cumbersome, people and businesses will still have a hard time; the reduction and simplification of administrative procedures is still slow, reaching only 18%. The rate of providing public services throughout the process is still low (the target set for 2025 is 80% but it has only reached 39.51%, the provinces have only reached 15.21%). Support, guidance and propaganda work is still ineffective, and there is a situation of "brokers doing paperwork". Cyber security and information security in many places have not received due attention.
Analyzing the causes of the shortcomings and limitations, the Prime Minister said that in some places and at some times, there is a lack of proper attention and low political determination from leaders; the assignment of tasks is not clear, specific, or clear; discipline and order are not strict; there is a lack of effective monitoring mechanisms; inter-sectoral coordination is still weak; data sharing, connection, and synchronization between systems and platforms are still limited; some tasks are new, difficult, and highly complex...
According to the Prime Minister, the biggest lesson is to promote the role of a leader, be proactive, actively participate with passion, high responsibility, innovative thinking, correct perception, and effective decisive action.
The Prime Minister pointed out that the results achieved compared to the set goals, requirements and practices are still far apart, requiring ministries, agencies and enterprises under the Government to accelerate, make breakthroughs, be faster, bolder, more determined, make more efforts, and act more decisively in performing their functions, tasks and powers to implement the Resolutions of the Politburo, the National Assembly and the Government, aiming at two important goals: (1) effectively serving the apparatus of the political system to operate smoothly, synchronously, smoothly and effectively with the spirit of taking people and enterprises as the center and subject; (2) effectively serving economic growth of 8.3-8.5% in 2025 to achieve the goals set for 2025 and the entire term, creating a foundation to achieve the two 100-year goals set.
With the motto "Slim apparatus - Connected data - Smart governance", the Prime Minister directed Ministers, heads of sectors, heads of Government agencies, and Chairmen of People's Committees at two levels to focus on building databases for their ministries, sectors, agencies, and localities, ensuring "correctness, sufficiency, and cleanliness".
At the same time, the Prime Minister requested to urgently establish visual management tools and a quantitative key performance indicator (KPI) system to evaluate assigned tasks related to science and technology development, innovation, and digital transformation.

Key tasks and solutions for the last 6 months of 2025
Firstly, the task force on direction and administration, the Prime Minister stated that this is the key step, must be drastic, specific, clear responsibility; words must go hand in hand with actions, work with results, create clear changes in reality, do it to the end, produce products, end the situation of "beating the drum and abandoning the drumstick".
The Prime Minister requested that heads of ministries, branches and localities focus on directing resolutely, prioritizing the timely and adequate allocation of resources to promptly complete tasks under the direction of General Secretary To Lam, the Central Steering Committee and the Government Steering Committee, ensuring progress and quality.
Promote the effective role of working groups assisting the Government Steering Committee in establishing working groups to urge, guide, inspect, and summarize difficulties and problems arising during the implementation process, promptly reporting to the Government and the Prime Minister for final resolution.
Strictly and effectively implement 28 Decrees on decentralization, delegation of power, and assignment of authority; synchronously and effectively operate 2-level local governments. At the same time, strictly, comprehensively and synchronously implement the Overall Program of State administrative reform for the period 2021-2030.

The second group of tasks is to step up the review, construction, and improvement of institutions, identifying institutional breakthroughs as "breakthroughs of breakthroughs", and must go early and go ahead to pave the way for development.
In particular, the Ministry of Science and Technology is in charge of developing, amending and supplementing 4 laws: Law on Digital Transformation, Law on Intellectual Property (amended), Law on High Technology (amended) and Law on Technology Transfer (amended); amending Decree No. 82/2024/ND-CP regulating the management of investment in information technology applications using state budget capital, ensuring quick and convenient investment procedures; proposing a mechanism to encourage the establishment of startups to deploy research products in research institutes and universities; implementing the Talent Attraction Strategy to 2030, vision 2050, to be completed in September 2025...
The Ministry of Public Security develops and submits for promulgation the "National Master Data Architecture", "data governance and management framework" and "data dictionary", to be completed by August 2025.
The third group of tasks, developing science and technology and innovation, is an important and key driving force to improve productivity, quality, efficiency and competitiveness of the economy.
The Ministry of Home Affairs develops criteria, management regulations, working regimes, remuneration and recruitment processes for chief engineers and chief architects to deploy strategic systems and breakthrough initiatives for the Prime Minister to consider and decide in July 2025; develops and promulgates mechanisms and policies to attract human resources, science and technology talents, innovation, and digital transformation at home and abroad; has special remuneration policies to attract at least 100 leading experts to return to work in the country, to be completed in August 2025.
The Ministry of Education and Training shall develop and submit for promulgation the Higher Education Strategy Framework; a project to review and rearrange the system of research institutes in higher education institutions and higher education institutions in research institutes, to be completed in the third quarter of 2025.
Each ministry, sector and locality selects a chief engineer for information technology, a chief engineer for professional activities to coordinate with the Ministry of Public Security, the Ministry of Science and Technology and technology enterprises to build the architecture and digital transformation strategy of their ministry or sector.

The fourth group of tasks, on digital transformation, is a strategic breakthrough task, determining the effectiveness of national governance, promoting the development of the digital economy, digital society, digital citizens, and leaving no one behind.
The Prime Minister assigned the Ministry of Public Security to urge ministries and branches to develop a detailed plan to deploy 116 national databases and specialized databases, especially 11 national and specialized databases according to Plan No. 02 of the Central Steering Committee. Submit to the Prime Minister for promulgation a Directive on promoting the deployment of technological solutions to serve people and businesses associated with population data, identification and electronic authentication, to be completed by August 2025.
The Ministry of Construction shall preside over and coordinate with the Ministry of Science and Technology and 6 centrally-run cities to review, develop, and approve the Smart City Project in July 2025 and organize its implementation in 2025.
The Ministry of Finance reports to the Prime Minister on the proportion of added value of the digital economy in GDP. The Ministry of Science and Technology advises the Government on directing solutions to achieve a digital economy scale of 20% of GDP by the end of 2025.
The Ministry of Science and Technology shall preside over and coordinate with the Ministry of Finance, the Ministry of Industry and Trade and other ministries, branches, localities, corporations and general companies to continue deploying digital infrastructure and 5G coverage nationwide, along with promoting the deployment of satellite Internet; urgently overcome the situation of villages and hamlets with low signal and lack of electricity.
Regarding the fifth group of tasks, on implementing Project 06, the Prime Minister affirmed that this is a fundamental and strategic task to effectively build and operate a digital government, creating maximum convenience for people and businesses, contributing to modernizing national governance.
The Ministry of Public Security will accelerate the implementation of tasks under Project 06, including early completion of 40/61 utilities on the VNeID platform to serve socio-economic development and social management; coordinate with ministries and branches to cut, reduce, and simplify 324 administrative procedures with documents integrated and shared in the VNeID application; deploy the connection of prescriptions from hospitals to the medical data coordination system and pharmacies for synchronous integration on VNeID, people can connect prescription data and receive medicine at home, piloted from August 2025 and officially deployed in September 2025.
Along with that, soon research and build a citizen data cloud integrated on the VNeID platform (upgraded to Level 3) to create a unified digital platform for people to perform online administrative procedures conveniently, securely and effectively, promoting modern and civilized social management.
Ministries, branches and localities focus on reviewing, cutting down and simplifying administrative procedures according to Resolution No. 66/NQ-CP, ensuring at least 30% reduction in processing time, at least 30% reduction in compliance costs, at least 30% reduction in business conditions and 100% reduction in administrative procedures regardless of administrative boundaries within the province in 2025. Chairmen of People's Committees of provinces and cities inspect, rectify and end the situation of "paper brokers" at Public Administration Service Centers.
Along with that, focus on synchronously implementing tasks and solutions on providing online public services in Plan No. 02 of the Central Steering Committee. Organize the implementation of administrative procedures smoothly, effectively, and without interruption when rearranging administrative units and implementing the 2-level local government model.
The People's Committees of provinces and cities urgently study and report to the Provincial People's Councils to promote the policy of collecting "0 VND" fees for the implementation of online administrative procedures within the scope of local settlement, to be completed in July 2025. Regularly coordinate with the Ministry of Public Security to inspect the entire system of equipment, software, applications, ensure information security, network security of information systems and databases.
The sixth group of tasks on ensuring funding and human resources, according to the Prime Minister, is a prerequisite and a decisive factor for the success of programs, plans and projects; investment must be appropriate, effective, and focused.
The Prime Minister assigned the Ministry of Finance to allocate sufficient State budget according to proposals from ministries, sectors and localities; prioritize capital for key, inter-sectoral, inter-regional, breakthrough and widespread projects; cut down on scattered and formal tasks and projects, and focus capital on investment in laboratories, research centers and strategic technology development projects.
The State Bank of Vietnam and joint stock commercial banks quickly, effectively and to the right target with low interest rates, a credit package of 500 trillion VND to promote investment in science and technology, innovation, digital transformation and strategic infrastructure.
Ministries, branches and localities proactively develop and propose tasks and projects on science and technology, innovation and digital transformation with specific and feasible goals and output products, avoiding dispersion and formality; prioritizing digital transformation projects serving the operation of two-level local governments.
Ministries, sectors and localities deploy training and improve digital transformation capacity for officials, civil servants, public employees and people, ensuring the ability to operate, exploit and use digital platforms effectively. Continue to promote online training on the "Digital Education for All" platform.
The Prime Minister assigned the Ministry of Science and Technology to preside over and coordinate with the Ministry of Public Security and the Ministry of Home Affairs to propose a list of collectives and individuals with outstanding achievements in performing the tasks of science and technology development, innovation, digital transformation and Project 06 to submit to the Prime Minister for timely consideration, rewards and encouragement.
