
The dispatch stated that in recent times, the Government and the Prime Minister have resolutely directed and requested ministries, branches, relevant agencies and localities to carry out specific tasks and solutions to ensure adequate electricity supply; the Prime Minister has also personally inspected and urged the implementation of many power source and grid projects. However, in 2024, there is still a potential risk of power shortage, demand during the dry season (May to July) is forecast to grow very high (up to 13%, much higher than the plan of about 9.6%), with the North expected to increase by a record 17% compared to the same period in 2023.
To promptly meet the electricity demand in the coming time, ensuring no power shortage in any case, the Prime Minister requested:
Minister of Industry and Trade: Resolutely direct the implementation of the Government's Resolutions, Directives, Official Dispatches, and directives of the Prime Minister and the approved Plan for electricity supply and operation of the national power system in 2024; strengthen state management, promote inspection and supervision of the management and operation of the national power system in a safe, scientific , and effective manner, ensure safe and effective operation of power plants, minimize incidents, and ensure adequate electricity supply in 2024 and the following years.
Regarding the mechanism and policy for electricity trading: urgently complete and submit to competent authorities for promulgation before April 30, 2024 the mechanism and policy for direct electricity trading between power generation units and large electricity users; the mechanism to encourage the development of rooftop solar power installed in private homes, offices, and self-produced and self-consumed industrial parks; the mechanism and policy for the development of gas and offshore and coastal wind power.
Regarding the progress of power source projects in the Power Plan VIII: focus on directing the selection of investors, quickly implementing power source projects in the Power Plan VIII, ensuring timely addition of new power sources to meet the annual load growth demand, in which it is necessary to urgently report to competent authorities for consideration and strict handling according to the law for the Cong Thanh and Nam Dinh 1 coal-fired thermal power plants before July 1, 2024 to ensure the goals of the Power Plan VIII and supply electricity to the North;
Regarding the progress of power transmission projects: urgently coordinate closely with the State Capital Management Committee at enterprises to direct Vietnam Electricity Group (EVN) to speed up the implementation of the 500 kV line 3 circuit projects from Quang Trach to Pho Noi to put into use before June 30, 2024, and power transmission projects from Laos to promptly ensure electricity supply to the North.
Directing the synchronous implementation of electricity saving solutions in Directive No. 20/CT-TTg dated June 8, 2023 of the Prime Minister on enhancing electricity saving in the period of 2023 - 2025 and the following years; guiding and encouraging creativity in implementing electricity saving work to achieve the highest efficiency.
The Minister of Agriculture and Rural Development shall preside over and closely coordinate with relevant ministries, agencies and localities, direct units in charge of hydroelectric reservoirs to strengthen inspection, calculation and planning for specific water intake from hydroelectric reservoirs to serve agricultural production, in which priority is given to maximum reserve water for power generation during peak periods, enhancing solutions for water saving; strengthen inspection, supervision and guidance for localities to quickly implement procedures related to conversion of forest land use purposes and temporary forest use to accelerate the progress of power source and grid projects.
The Minister of Natural Resources and Environment shall preside over and coordinate with relevant ministries, agencies and localities to strengthen guidance and inspection of the implementation of land quotas of the provinces that have been allocated, change land use purposes for power source and transmission development and accurately forecast meteorological and hydrological situations to proactively deal with possible adverse situations.
The Chairman of the State Capital Management Committee at Enterprises directs and supervises EVN, TKV, and PVN to strengthen effective coordination, organize and implement well the contracts for electricity purchase and sale, coal supply, and gas supply, all for the common goal, for the national interest; fight against negativity, waste, and shirking of responsibility; take responsibility for the leadership and direction of stable, safe, and reliable operation and promptly resolve incidents (if any) for the power sources of EVN, PVN, and TKV.
Chairman and General Director of EVN: focus on quickly and drastically implementing power source and grid projects assigned as investors to ensure progress, quality, efficiency and environmental protection, especially, highly focus and implement as quickly as possible the 500 kV line 3 circuit projects from Quang Trach to Pho Noi, promptly have solutions to focus on completing the production of steel poles before April 30, 2024 to complete the construction and erection of poles before May 31, 2024, organize wire pulling and put into use before June 30, 2024; Strive to complete transmission projects to serve electricity import from Laos in May 2024 such as Dak Ooc Switching Station, 220 kV Nam Sum - Nong Cong line... Direct power plants under the management of the Group to do a good job of preparing for production, ensuring that they can mobilize maximum power generation capacity during peak months of 2024 , absolutely not allowing fuel shortages (coal, gas, oil) for thermal power plants and water shortages in hydroelectric reservoirs according to the process approved by competent authorities. Be more proactive and timely in buying and selling electricity, especially renewable energy, according to market rules and the spirit of harmonious benefits, shared risks, and not wasting social resources.
Chairmen of People's Committees of provinces and centrally run cities: urgently and effectively implement the Plan for implementing the VIII Power Plan; urgently select investors to quickly implement power source and grid projects in the Plan and Scheme in the area; promptly implement large-scale capacity projects in the Northern region such as Nghi Son - Thanh Hoa LNG plants, Quynh Lap LNG - Nghe An; strive to start construction in the second quarter of 2025 and complete energization in 2027 of the plants: Quang Ninh LNG, Thai Binh LNG.
Direct local authorities to closely coordinate and support EVN, PVN, TKV and investors of power projects in implementing investment in construction of works, power projects, procedures related to forests and rice fields according to their authority, especially key and urgent projects such as the 500 kV Line 3 project from Quang Trach to Pho Noi, which needs to hand over all anchors before April 30, 2024, and transmission projects serving electricity import from Laos.
Directing synchronously effective electricity saving solutions in the area, especially applying optimal solutions, applying automatic technology, using solar energy, replacing energy-saving lamps, etc. in public lighting, advertising, outdoor decoration; directing local agencies to closely coordinate with ministries, branches, EVN and investors of hydropower plants to have the most optimal water use plan, ensuring both agricultural production and daily life, while giving maximum priority to reserve water sources for power generation during peak times.
The Minister of Information and Communications shall coordinate with Vietnam Television, Voice of Vietnam, Vietnam News Agency and EVN to strengthen information and propaganda work on policies and methods of calculating electricity bills; continue to be transparent and public with data and information related to the situation of the electricity industry to create consensus in society.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to directly direct the inspection, urge the handling according to authority, and promptly report to the Prime Minister in cases exceeding authority; assigned the Government Office to monitor and urge the implementation of this Official Dispatch, synthesize and report to the Prime Minister on the implementation results.
