Prime Minister: Improve people's spiritual life and cultural enjoyment

The Prime Minister directed that the Project on cultural development must contribute to socio-economic development, realizing the two 100-year goals; improving people's spiritual life and cultural enjoyment.

On the morning of July 1, Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh chaired a meeting of the Government Party Committee Standing Committee to give opinions on important issues, including giving opinions on the Project on promoting and introducing Vietnamese culture to the world, absorbing the quintessence of world culture.

Attending the meeting were: Politburo member, Permanent Deputy Secretary of the Government Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh ; Deputy Secretaries of the Government Party Committee; Deputy Prime Ministers; Ministers, leaders of relevant ministries, branches and central agencies.

At the conference, the Standing Committee of the Government Party Committee listened to and discussed the Project to submit to the Politburo for consideration and promulgation of a Resolution on developing an advanced Vietnamese culture imbued with national identity, integrating and absorbing the quintessence of world civilization and culture.

The Standing Committee of the Government Party Committee discussed the scope, objects, and objectives of the Project; the main contents, new contents compared to previous resolutions on culture; tasks, solutions, especially specific, breakthrough, and outstanding mechanisms and policies to implement the goals...

Concluding the conference, Prime Minister Pham Minh Chinh said that the 13th National Party Congress set out 6 key tasks and 12 groups of tasks and key solutions. However, during the implementation process, the Central Committee added many contents and tasks to meet the requirements of national development and developments in the world situation.

Since the end of 2024, the Central Committee and the Politburo have issued and implemented many important contents, including reorganizing the apparatus of the political system, organizing two-level local governments, the "four pillars" and in the near future, there will be a specialized resolution on health and education.

Considering that the content of culture is a big and difficult issue, this is an important element along with Marxism-Leninism and Ho Chi Minh Thought to form and perfect the theory and practice of socialism and the path to socialism in Vietnam, the Prime Minister requested the Ministry of Culture, Sports and Tourism to absorb the opinions of the Standing Committee of the Government Party Committee, urgently complete one more step of the Project to submit to the Government Party Committee and the Government to submit to the Politburo for consideration.

The Prime Minister said that the Party and State have had many resolutions, directives and conclusions on culture. With the viewpoint that "culture guides the nation," culture is an endogenous strength, if culture exists, the nation exists, and cultural development is the spiritual foundation of society, our Party and State have always paid special attention to the cultural field with many important and historical decisions such as issuing the Outline of Vietnamese Culture in 1943; issuing Resolution 5 of the 8th Central Committee on building and developing an advanced Vietnamese culture imbued with national identity (1998); organizing national cultural conferences in 1946 and 2021.

Therefore, the construction of this new Project on culture must closely follow the major viewpoints of the Party and State; concretize one step of the Party and State's policies, guidelines, resolutions and conclusions on culture, focusing on the content related to "internationalizing national cultural identity and nationalizing the quintessence of world culture."

The Prime Minister requested that the Project clarify the scope, objects, and content to ensure the overall, comprehensive, and inclusive nature of culture including painting, architecture, music, cuisine, fashion, cinema, exhibitions, performing arts, etc.; clearly define the general and specific goals in line with the country's 100 goals by 2030 and 2045.

The Prime Minister directed that the Project on “internationalizing national cultural identity and nationalizing the quintessence of world culture” must ensure the leadership of the Party; contribute to socio-economic development, realize the two 100-year goals; improve the spiritual life and cultural enjoyment of the people - the center and subject of development; have breakthroughs in institutions, mechanisms and policies; mobilize resources for implementation, including public-private partnership; create conditions for cultural workers to make a living from their profession; develop cultural industry, entertainment industry; train human resources; propagate and promote culture; international cooperation on culture...

Prime Minister Pham Minh Chinh requested that along with completing the Project to submit to the Politburo for consideration, it is necessary to develop a draft program and plan of the Government to implement the resolution after it is issued by the Politburo./.
