According to a statement from the Ministry of Foreign Affairs , at the invitation of Prime Minister Pham Minh Chinh, Prime Minister of the Russian Federation Mikhail Vladimirovich Mishustin will pay an official visit to Vietnam from January 14 to 15. This is Mr. Mishustin's first official visit to Vietnam as Prime Minister of Russia and marks the first time the two Prime Ministers have met as heads of government.
In an interview with a VNA reporter, Vietnamese Ambassador to Russia Dang Minh Khoi assessed that the Russian Prime Minister 's visit aimed to strengthen the comprehensive strategic partnership between Vietnam and the Russian Federation and prepare for important activities in bilateral relations in 2025, as demonstrated by the following points:
Firstly, the visit demonstrates that both countries value their traditional friendship, reflecting their determination to further consolidate and strengthen the comprehensive strategic partnership. Russia affirms that Vietnam is a reliable partner and a key priority in its "Eastward Policy," and expresses its desire to promote cooperation in all aspects with Vietnam. In 2024, Vietnam will be one of the first countries that Russian President Vladimir Putin will visit after officially assuming his new term.

Vietnam has always considered Russia one of its top foreign policy priorities. Prime Minister Pham Minh Chinh visited Russia to attend the BRICS Leaders' Expanded Summit in Kazan in October 2024, and National Assembly Chairman Tran Thanh Man paid an official visit to Russia in September 2024.
Secondly, the visit took place just before and marked the beginning of a series of high-level activities commemorating the 75th anniversary of the establishment of diplomatic relations between Vietnam and Russia (January 30, 1950 - January 30, 2025). This is a momentous event in the history of Vietnam-Russia relations. Since the two countries established diplomatic relations, President Ho Chi Minh made the first official visit to the Soviet Union and the two sides signed the first cooperation agreement (July 1955). The 75-year period is a long journey with many difficulties and challenges, but also many proud achievements.
Thirdly, the upcoming visit of the Russian Prime Minister is a significant event in bilateral relations in 2025, aimed at promoting the implementation of major directions to deepen the comprehensive strategic partnership, which were discussed and agreed upon by high-level leaders of both countries during President Putin's state visit to Vietnam (June 2024) and the telephone conversation between General Secretary and President To Lam and President Putin (August 8, 2024).
According to Ambassador Dang Minh Khoi, the visit affirms the strong commitment of both sides to maintaining and developing the comprehensive strategic partnership between the two countries, making it increasingly deeper, more substantive, and more effective. It also provides an opportunity for leaders of both countries to meet, discuss, and agree on important issues and strategic directions for the future, and to more clearly define key areas of cooperation, from economics, trade, energy, science and technology to education, culture, and defense and security.

The visit also provided an opportunity for both sides to review, discuss, and find solutions to existing problems and obstacles in bilateral cooperation, exchange information on the progress of important cooperation projects between the two countries in the fields of energy, industry, etc., and propose measures to expand cooperation in potential areas, creating momentum to promote bilateral relations.
Ambassador Dang Minh Khoi stated that the Vietnam-Russia relationship has ample potential and room for further strong and extensive development, with bilateral cooperation mechanisms such as the Inter-Parliamentary Cooperation Committee, the Intergovernmental Committee on Economic, Trade and Scientific-Technical Cooperation, the Intergovernmental Committee on Military-Technical Cooperation, and the Committee on Education, Science and Technology Cooperation playing an active role.
With the political will of the top leaders and the unwavering determination of the people of both countries, 2025 will mark the beginning of a new phase of development for comprehensive cooperation between Vietnam and the Russian Federation.
| Vietnam-Russia relations: highlights of 2024 2024 marked a significant development in Vietnam-Russia relations with many notable achievements, particularly in delegation exchanges and high-level contacts. In June 2024, Russian President Vladimir Putin paid a state visit to Vietnam. The visit resulted in a joint statement and the signing of 11 cooperation documents in various fields. In August 2024, after President To Lam was elected General Secretary of the Communist Party of Vietnam, Russian President Vladimir Putin and the Vietnamese leader held a telephone conversation to exchange views and agree on a number of major directions for the future within the framework of bilateral and multilateral cooperation. The two countries have also prepared a draft comprehensive plan for the development of Russia-Vietnam cooperation until 2030, focusing on the following areas: trade and investment, industry, energy, transportation, information and communication technology, science, and education. |
