Attending the conference were: Secretary of the Hanoi Party Committee Dinh Tien Dung; Minister of Planning and Investment Nguyen Chi Dung, Standing Vice Chairman of the Council; Vice Chairmen of the Council: Minister, Head of the Government Office Tran Van Son, Minister of Information and Communications Nguyen Manh Hung, Minister of Construction Nguyen Thanh Nghi, Minister of Natural Resources and Environment Dang Quoc Khanh; leaders of central ministries and branches; leaders of 11 provinces and cities in the Red River Delta: Hanoi, Hai Phong, Vinh Phuc, Bac Ninh, Hung Yen, Hai Duong, Quang Ninh, Thai Binh , Nam Dinh, Ha Nam and Ninh Binh; experts and scientists.

Speaking at the opening of the conference, Prime Minister Pham Minh Chinh said that after the Politburo issued Resolution No. 30-NQ/TW on the development of the Red River Delta, the Government issued Resolution No. 14/NQ-CP on the Action Program to implement Resolution No. 30-NQ/TW. Next, the Government established a Regional Coordination Council to organize the implementation of specific programs and tasks of the resolutions; develop and approve the Regional Development Plan to concretize the vision and goals of Resolution No. 30-NQ/TW, set out directions, and create development space for the region.

According to the Prime Minister, after more than 9 months, the Council regularly held meetings to review and examine work according to functions and tasks; at this 3rd conference, delegates focused on evaluating 1 year of implementing Resolution No. 30-NQ/TW of the Politburo and Resolution 14/NQ-CP of the Government; reviewing specific policies and mechanisms for regional development; regional coordination plans and evaluating the implementation of key projects connecting regions and sectors in the region; proposing strategic breakthroughs; clearly identifying priorities for mobilizing and allocating resources; analyzing challenges, tasks, solutions, and specific key tasks that need to be implemented to effectively implement the resolutions of the Politburo, the Government, and the Red River Delta Regional Planning.

In addition, review the activities of the Regional Council; set out the Council's tasks for the coming time, in the spirit of "doing the easy first, the difficult later; going from simple to complex; going from small to large; solving immediate problems while considering long-term work; doing things with certainty, not being perfectionist, not being hasty".

The planning of the Red River Delta region for the period 2021-2030, with a vision to 2050, has just been approved by the Prime Minister on May 4, 2024, emphasizing 6 strategic and core viewpoints: The strategic area is especially important, is the leading driving force for development, has a leading role in the process of economic restructuring and growth model transformation; regional economic development and restructuring must rely on science and technology, innovation, digital transformation; economic development must be in harmony with cultural development, realizing social progress and equity; developing a synchronous and modern infrastructure system, ensuring reasonable, effective and unified spatial organization; economical and efficient use of resources; ensuring energy security, food security, water resources; environmental protection; closely combining socio-economic development with national defense and security; improving the effectiveness of foreign affairs activities and international integration.

The plan sets out five key and breakthrough tasks: Developing synchronous, modern infrastructure, connecting intra-regional, inter-regional and international areas; Focusing on improving the operational efficiency of innovation, science and technology centers; Focusing on preserving, exploiting and promoting the cultural values ​​of the Red River civilization; Speeding up the pace of urbanization, linking and forming urban chains; Perfecting mechanisms and policies for regional development and regional linkage; Perfecting mechanisms and policies for regional development and regional linkage...
