Prime Minister Pham Minh Chinh visits and works at the Romanian National Institute for Research and Development of Informatics

During his official visit to Romania, on the morning of January 21 (local time), Prime Minister Pham Minh Chinh visited and worked at the Romanian National Institute for Informatics Research and Development.

Expressing his honor and welcoming Prime Minister Pham Minh Chinh - a former Vietnamese student and diplomat in Romania, Director of the Romanian National Institute for Informatics Research and Development (ICI) Adrian Victor Vevera said that ICI is a leading strategic research institute with a history of more than 50 years in developing human resources in information technology for Romania.

ICI plays an important role in training IT human resources; it has contributed to the progress and development of Romania. ICI's research and technology application projects not only bring advanced solutions but also contribute to optimizing resources and improving the quality of life.

The Institute is the agency that established the internet network in Romania, the data center, built cloud computing projects for state facilities, built supercomputers, established a cyber diplomacy center, pioneered in developing block chain technology, established a mobile data recovery center; built a virtual exchange... ICI Institute looks to the future with confidence, ready to work with Vietnam to promote this field.

Speaking here, Prime Minister Pham Minh Chinh said that the Vietnam - Romania relationship has gone through nearly 75 years, with ups and downs and many breakthroughs. In 1957, when President Ho Chi Minh visited Romania, hundreds of thousands of Romanian people warmly welcomed him. Romania has special feelings for President Ho Chi Minh by naming a street after him.

When Vietnam gained independence, hundreds of thousands of Romanians took to the streets to celebrate the victory with Vietnam. In the process of nation building later, Romania continued to stand side by side and support Vietnam, especially when Vietnam was still facing difficulties. Romania helped Vietnam train many cadres during the war and after the war. Many of them have grown up and become scientists and senior managers, especially in the fields of information technology, construction, etc.

In 2019, as the President of the European Union (EU), Romania played an important role in helping the EU and Vietnam sign the Free Trade Agreement (EVFTA); Romania was one of the first countries to ratify the Vietnam - EU Investment Protection Agreement (EVIPA). This contributed to the remarkable growth of Vietnam - EU bilateral trade and Vietnam's import and export turnover in general. In 2022, Vietnam's import and export turnover reached 735 billion USD, nearly twice the country's GDP. In 2023, in the context of many difficulties and challenges in the world, export turnover still reached more than 700 billion USD.

Prime Minister Pham Minh Chinh witnessed the signing of a Memorandum of Understanding on cooperation between the Romanian National Institute for Informatics Research and Development and the Vietnam National Institute of Digital Technology and Digital Transformation.

The Prime Minister suggested that, continuing the achievements of cooperation over the past 75 years, in the coming time, Vietnam and Romania need to strengthen and promote cooperation in all fields, including cooperation to share experience, knowledge and science and technology.

The Prime Minister said that Vietnam mobilizes all resources to serve the country's rapid and sustainable development, mainly based on science, technology and innovation. In particular, Vietnam has built and implemented the National Digital Transformation Strategy; the National Strategy on research, development and application of artificial intelligence; established the National Innovation Center, etc.

Emphasizing the importance of digital transformation and appreciating Romania's vision for information technology, the Prime Minister suggested that ICI consider Vietnam a priority partner in the process of expanding international cooperation. In the immediate future, the two sides will send working delegations to learn and jointly develop cooperation plans and programs; ICI will help Vietnam train high-quality human resources in this field.

According to Prime Minister Pham Minh Chinh, the 2024 WEF Davos Conference with the theme "Rebuilding Trust" shows that trust is an extremely important factor, while Vietnam and Romania already have trust. The biggest obstacle between the two countries is geographical distance, but cooperation in science and information technology can overcome this limitation.

The Prime Minister encouraged Vietnamese and Romanian experts to work together to research and develop cooperation projects, especially in the fields of artificial intelligence (AI), cyber security and the application of information technology in social life.

"Time is limited, but cooperation between the two countries, especially in the fields of science and technology, artificial intelligence (AI), blockchain, etc., is limitless," the Prime Minister affirmed.

The Prime Minister believes that cooperation between the two countries in the field of information technology and information technology will create new opportunities and contribute to promoting bilateral relations; the combination of ideas and research will increase strength and vision, creating new momentum to promote growth for both Vietnam and Romania.

At the meeting, implementing the opinion of Prime Minister Pham Minh Chinh, leaders of Vietnamese ministries and branches suggested and proposed areas of cooperation with ICI. In particular, the Ministry of Public Security has connected and will immediately work with ICI to explore cooperation opportunities in the field of cyber security.

Also at the meeting, witnessed by Prime Minister Pham Minh Chinh, the Romanian National Institute for Informatics Research and Development and the Vietnam National Institute of Digital Technology and Digital Transformation signed a Memorandum of Understanding on cooperation.

Speaking at a meeting with officials and staff of the Vietnamese Embassy and representatives of the Vietnamese community in Romania , the Prime Minister affirmed that the Party and State always pay attention to the Vietnamese community abroad.

*Previously, on the afternoon of January 20, in the capital Bucharest, Prime Minister Pham Minh Chinh and a high-ranking Vietnamese delegation visited officials and staff of the Vietnamese Embassy and representatives of the Vietnamese community in Romania.

Speaking at the meeting, Prime Minister Pham Minh Chinh first respectfully conveyed the warm greetings, kind regards, and best wishes of General Secretary Nguyen Phu Trong to the Vietnamese community in Romania in particular and in Europe in general.

The Prime Minister said that Romania was one of the first countries to establish diplomatic relations with Vietnam in 1950. The Romanian people had special affection for President Ho Chi Minh during his visit to Romania in 1957.

The traditional friendship and multifaceted cooperation between Vietnam and Romania over the past 75 years have been continuously cared for, nurtured and actively developed in many fields by generations of leaders and people of the two countries. Romania has given valuable affection and support to Vietnam in the past struggle for independence and national reunification and in the present-day construction and protection of the country.

Most recently, Romania was the first EU member country to make a noble gesture of supporting 300,000 doses of vaccine and medical equipment to prevent and fight Covid-19 for Vietnam at a time when access to vaccines was very difficult, contributing to helping Vietnam soon overcome the Covid-19 pandemic and open up, recover and develop the economy.

The Prime Minister affirmed that the Party and State always pay attention to the overseas Vietnamese community. Resolution 36 of the Politburo affirmed that overseas Vietnamese are an inseparable part of the Vietnamese national community. The Party and State always strive to care for the overseas Vietnamese community, support them to have a solid legal status, stabilize their lives, and integrate into the host society; firmly consolidate the great national unity bloc; encourage and create conditions for them to actively contribute to the cause of building and defending the Fatherland.

In 2023 and early 2024, a number of policies for overseas Vietnamese will continue to be specified in laws, including the Law on Identity Cards and the Law on Housing (amended). In particular, the Law on Land (amended) recently passed by the National Assembly has breakthrough regulations on land and housing for overseas Vietnamese.

The Party and State also pay great attention to creating conditions for overseas Vietnamese to preserve and promote their cultural identity and teach and learn Vietnamese. Other recommendations from overseas Vietnamese continue to be actively studied by the authorities, with solutions proposed.

Announcing the main features of the country's socio-economic situation, foreign affairs and integration, the Prime Minister affirmed and thanked the important and positive contributions of the overseas Vietnamese community to the country's overall achievements, with remittances in 2023 alone estimated at about 14 billion USD.

In the coming time, the Prime Minister requested the Ministry of Labor, Invalids and Social Affairs and relevant agencies to continue to support and facilitate Vietnamese people to go to Romania to work and establish businesses; review and manage labor export companies more closely and further improve the quality of training for Vietnamese workers going abroad to work in terms of foreign languages, qualifications, skills, legal knowledge, awareness, working style, etc. The Ministry of Foreign Affairs continues to listen to and resolve proposals and recommendations from overseas Vietnamese, and report to competent authorities on issues beyond its authority.

The Prime Minister asked the Vietnamese Embassy in Romania to continue to pay attention and do better in the work of overseas Vietnamese with the spirit of "treating the work of compatriots as one's own work, considering compatriots as one's own relatives".

Recalling some of the deep memories of his previous time studying and working in Romania, the Prime Minister asked the Vietnamese people to continue to preserve and promote the good image of the country and people of Vietnam in Romania, as well as the traditional and good friendship between the two countries and peoples.

The Prime Minister hopes that people will continue to join hands and unite to build a united, developed and strong community; uphold national pride, strive to improve, actively integrate, comply with the law and contribute to local development; continue to be an increasingly solid bridge in the Vietnam - Romania friendship; preserve and promote the national cultural identity and Vietnamese language. At the same time, there will be more practical activities towards the roots, contributing to the cause of national construction and development.
