Prime Minister Pham Minh Chinh attends the groundbreaking ceremony of Tuyen Quang - Ha Giang Expressway

During his working program in Ha Giang province, on the afternoon of May 28, Prime Minister Pham Minh Chinh attended the ceremony and performed the groundbreaking ceremony for the Tuyen Quang - Ha Giang expressway (phase 1).

Also attending were members of the Party Central Committee: Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung; Minister of Natural Resources and Environment, Secretary of Ha Giang Provincial Party Committee Dang Quoc Khanh; Secretary of Tuyen Quang Provincial Party Committee Chau Van Lam; Deputy Minister of National Defense , Senior Lieutenant General Hoang Xuan Chien; leaders of central ministries and branches. The Tuyen Quang - Ha Giang Expressway Project has a total length of 104.48 km, of which the section passing through Tuyen Quang province is 77 km long; the section in Ha Giang province is 27.48 km long. The Tuyen Quang - Ha Giang Expressway Project (phase 1) started construction today is the section in Ha Giang province (in Bac Quang district) with a length of 27.48 km; expected to be completed in 2025. The project has a total investment of 3,198 billion VND. Of which, the construction and installation part is divided into 3 bidding packages, with a total estimated price of more than 2,582 billion VND; VINACONEX contractor is the winning bidder for package 03-XL with a total value of nearly 900 billion VND, implementation period of 30 months.

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh said that the 13th National Party Congress continues to identify the construction of a synchronous infrastructure system as one of the three strategic breakthroughs for our country to develop rapidly and sustainably. In particular, the goal is to have 5,000 km of expressways nationwide by 2030. Thus, in the period of 2021 - 2030, the whole country must invest and build a total of nearly 4 times the number of kilometers of expressways built in the period of 2000 - 2020. In recent times, the Party, State and Government have devoted large resources to developing transport infrastructure, allocating investment with focus and key points in regions, areas and localities. Many modern transport works such as expressways, seaports and airports have been invested in and built. In particular, the whole country has, is and will build many North-South and East-West expressways; create a nationwide expressway network. Thereby, connecting regions in the country and internationally; contributing to ensuring security and defense, creating a new look for the country, exploiting land resources more effectively, opening up new development space; creating a new development momentum, with new industrial parks, urban areas, tourism , and services.

The completion of the Tuyen Quang - Ha Giang Expressway project will create an economic development corridor from the center of Hanoi along the Noi Bai - Lao Cai Expressway and the Tuyen Quang - Phu Tho Expressway to Ha Giang, meeting the increasing demand for travel and freight transport. At the same time, it will solve the bottleneck in regional and intra-regional traffic between the two provinces of Tuyen Quang and Ha Giang. Thereby, it will contribute significantly to socio-economic development associated with ensuring national defense and security and towards comprehensive cooperation between Vietnam and China.
The Prime Minister requested ministries and branches, including the Ministry of Transport, Ministry of Construction, Ministry of Natural Resources and Environment, and Ministry of Finance to determine the project route, decide and advise on investment, and handle technical bottlenecks related to geology and common materials...

The Prime Minister requested Ha Giang and Tuyen Quang provinces to focus on site clearance and resettlement quickly and effectively; ensure that the lives, work and production of people in the new place of residence must be at least equal to, and strive to be better than, the old place of residence; ensure the supply of sufficient filling materials on the principle of handing over the material mine directly to the project contractor for exploitation; not to allow complaints, loss of social order and safety, not to allow negativity, corruption and waste to occur. The Prime Minister noted that project contractors must not collude in bidding or subcontracting; not to allow unreasonable capital increases; to innovate, apply and improve technology to speed up progress, ensure construction quality; ensure hygiene and labor safety. In particular, the Prime Minister asked people to continue to support the project, to soon serve the common interests and those of each person in the project area. The Prime Minister said that the initial results are very encouraging, but this is only the beginning. In order for the Tuyen Quang - Ha Giang expressway project to be implemented, completed and put into use, there is still a lot of work to be done, the task is still very heavy and it is inevitable that there will be difficulties and obstacles in the implementation process; trust that ministries, branches, localities, units and people will well implement the above requirements so that the project can soon promote the effectiveness of socio-economic development; ensure national defense and security; bring a happy and prosperous life to the people.
