According to a special correspondent of the Vietnam News Agency, during his official visit to Malaysia and attendance at the Association of Southeast Asian Nations (ASEAN) Summit and related summits in the capital Kuala Lumpur, on the morning of May 28, Prime Minister Pham Minh Chinh visited and delivered a policy speech at the National University of Malaysia (UKM).
Established in 1970, UKM is a leading academic centre in Malaysia and Asia, ranked 138th in the world and 28th in Asia. Currently, UKM has nearly 3,000 international students out of a total of more than 25,000 students.
The university has 13 faculties, 13 research institutes and 2 teaching hospitals; training about 100 majors at undergraduate and postgraduate levels, notably in the fields of science, engineering, information technology, economics, business administration, medicine, law and education.
As a training ground for many leaders, experts, scientists for Malaysia and one of Malaysia's symbols of liberal knowledge - diverse integration - connected community, UKM is committed to pioneering in leading the development of a learning, dynamic, ethical society and playing an important role in preserving cultural values and national identity.
Visiting UKM and talking to professors, lecturers and students here, Prime Minister Pham Minh Chinh warmly congratulated the school for the proud achievements above and congratulated the students - those who carry within them faith, enthusiasm, aspiration and mission to lead the future.
Expressing his honor to be invited to visit UKM, Prime Minister Pham Minh Chinh said that after more than 50 years of establishing diplomatic relations, the friendly cooperation between the two countries has grown stronger and stronger, especially with the milestone of upgrading the relationship to Comprehensive Strategic Partnership during the official visit of General Secretary To Lam to Malaysia, demonstrating the desire of the two countries and the expectation of the two peoples. Since the visit of General Secretary To Lam, the relationship between the two countries has continued to be promoted with many positive highlights.
Prime Minister Pham Minh Chinh affirmed: “The Vietnam-Malaysia relationship is politically stable, economically strong, culturally profound, and broad in vision, with the common goal of protecting independence, sovereignty, and territorial integrity and for the happy future of the people; together writing the story of Southeast Asia – the epicenter of growth.”
Highlighting the outstanding results in the bilateral relationship, including in the field of education and training; stating that educational and training cooperation is the connection of knowledge, while cultural cooperation is the sharing and connection of core values, the Prime Minister highly appreciated the fact that UKM has signed a Letter of Intent for cooperation with Ho Chi Minh City National University and Hanoi National University, opening up prospects for extensive cooperation in the fields of education and training, scientific and technological research; and training of high-quality human resources.
Sharing about the development, application and management of artificial intelligence (AI) and affirming the position, role and importance of education and training, science and technology, innovation and digital transformation in the new situation, the Prime Minister emphasized that this is the mission, the time when training institutions play a central role in preparing human resources for the future - not only for a country, but for the whole region and the world.

Providing information on the goals and orientations for the development of education and training, science and technology, innovation and digital transformation in Vietnam, Prime Minister Pham Minh Chinh said that Vietnam has long considered education and training, along with science and technology, as the top national policy. It is entering a new era of the nation with the top priority of successfully implementing two 100-year goals: by 2030, to become a developing country with modern industry and high average income; by 2045, to become a developed country with high income.
Sharing about the tasks and breakthrough solutions to achieve the above goals, so that Vietnam can catch up, go along and surpass, Prime Minister Pham Minh Chinh shared that Vietnam identifies investment in education as investment for development; is implementing a new policy on education and training development.
Vietnam strives to have 8 universities in the top 200 universities in Asia and 1 university in the top 100 universities in the world in a number of science and technology fields by 2030; by 2035, it strives to have 12 universities in the top 100 universities in Asia and 2 universities in the top 100 universities in the world in a number of science and technology fields.
In the framework of the general relationship between the two countries, the relationship in education and training between Vietnam and Malaysia has achieved many positive achievements: Both countries have identified science and technology, digital transformation, and innovation as strategic pillars in the new growth model. Cooperation in human resource development and new fields of science and technology, innovation, and digital transformation is one of the four main pillars that have been strongly promoted, aiming to realize the common vision of the two countries Vietnam and Malaysia.
In response to development requirements and practical situations, the Prime Minister said that the potential for cooperation between the two countries in human resource development, science and technology, innovation, and digital transformation is still very large; he suggested that the two sides consider building a Malaysian university in Vietnam.
The Prime Minister proposed improving the effectiveness of educational and training cooperation between the two countries, especially at the university level, based on the following pillars: strengthening cooperation in training high-tech human resources; promoting cooperation in scientific research and innovation; expanding academic exchanges - connecting students - exchanging scholarships; developing training programs, quality assessment; and promoting cooperation in creative startups.
The Prime Minister proposed that the two sides cooperate in developing science, technology, innovation and digital transformation. These include increasing the sharing of information and experience in institutional building for new economic models; promoting the connection of high-tech zones, innovation centers and startup incubators of the two sides; cooperating in developing bilateral research programs; enhancing cooperation in developing digital infrastructure; coordinating the sharing of experience in developing digital government, online public services, digital identification systems and open data standards, etc.
Sending a message to members, trainees and students of UKM in particular and Malaysia in general, Prime Minister Pham Minh Chinh hopes that trainees and students will strive to study, nurture the aspiration to contribute, serve the country's development and establish themselves and their careers with enthusiasm, a spirit of learning, a desire to constantly improve, and make efforts to overcome all challenges and personal limits.
Emphasizing that young Malaysians represent the young generation - the subjects who shape, create and lead the future not only of Malaysia but also of Southeast Asia, the Prime Minister hopes that they will promote the spirit of 5 proactiveness: proactive in learning; proactive in innovation and entrepreneurship; proactive in participating in building institutions and perfecting policies; proactive in international exchange and integration; proactive in participating in maintaining peace, stability and ASEAN cultural identity.

Citing President Ho Chi Minh's teaching "Nothing is difficult, only fear of not being steadfast/Digging mountains and filling seas, determination will surely make it happen," the Prime Minister hopes that young people must have the mindset of "turning nothing into something, turning difficult into easy, turning the impossible into possible, turning the unimportant into the important, then that is what is important"; young people need to "look far, think broadly, think deeply, do big things," value time, intelligence, and timely decisiveness; strive to overcome their own limits; demonstrate the desire to constantly rise up, "Win without pride, lose without discouragement."
Prime Minister Pham Minh Chinh believes that with the spirit of creativity, daring to think, daring to do, daring to commit, daring to accept risks, daring to adapt and daring to take charge, young people will promote their role as the center, the subject, the elite labor force creating success and miraculous development of each country and the rich, civilized, prosperous, sustainable and inclusive ASEAN region.
Believing that countries need to promote the educational development perspective of “Taking students as the center and subject - Teachers as the driving force - School as the support - Family as the fulcrum - Society as the foundation”, Prime Minister Pham Minh Chinh believes that when Vietnam and Malaysia invest together in knowledge, young people with the same aspirations will together create a Southeast Asia that is not only a production center but also a center of ideas; not only a place to apply technology but also a place to create future knowledge and technology; not only a place to receive creativity but also a place to create creativity.
The Prime Minister believes that when the two countries share, connect knowledge, and invest in future generations, all limits can be overcome and new miracles will be established; affirming that Vietnam is ready to cooperate more closely with Malaysia in education and training and the fields of science and technology development, innovation, and digital transformation for the common goal, towards sustainable development, prosperity, and increasingly brilliant development of the two countries and the ASEAN community.
Also at the talk, the Prime Minister took time to answer questions from UKM students regarding the role of Vietnamese and Malaysian universities in enhancing bilateral human resource development; potential technology areas for Malaysia-Vietnam cooperation; messages to Malaysian science and education managers on cooperation in education, training, science, technology, etc.
This is the final activity of Prime Minister Pham Minh Chinh during his official visit to Malaysia and attendance at the ASEAN Summit and related summits in the capital Kuala Lumpur.
On the afternoon of May 28, Prime Minister Pham Minh Chinh, his wife and the Vietnamese delegation will leave Kuala Lumpur to return home, successfully concluding their working trip./.
