Prime Minister Pham Minh Chinh: Developing Hoa Binh according to a multipolar centralized model

The Prime Minister requested Hoa Binh province to develop according to a multi-polar concentrated model, two East-West and Eastern economic corridors and three industrial zones.

During the working program in Hoa Binh province, on the afternoon of April 13, Politburo member and Prime Minister Pham Minh Chinh worked with the Standing Committee of the Hoa Binh Provincial Party Committee on the socio-economic development situation; results of the implementation of tasks assigned by the Prime Minister and answered some recommendations of the province. Also attending were Minister of Home Affairs Pham Thi Thanh Tra; Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung; Minister of Agriculture and Rural Development Le Minh Hoan; Secretary of the Hoa Binh Provincial Party Committee Nguyen Phi Long; leaders of central ministries, branches and leaders of a number of economic groups. According to the Hoa Binh Provincial Party Committee, implementing the directions of the Central Government, especially the tasks assigned by the Prime Minister, the Party Committee, government, army and people of Hoa Binh have made efforts and achieved important results. In 2023, 15/19 targets will be achieved and exceeded; promoting the linkage chain, shifting crop structure; enhancing mechanization of agricultural production; Exports reached nearly 1.7 billion USD; tourists reached 3.2 million arrivals. Social security and welfare were improved, the poverty rate decreased by 3.09%; the number of communes meeting new rural standards accounted for 62% of the total number of communes. Political security, social order and safety were maintained, and national defense was ensured. Ethnic and religious work was well implemented. In the first quarter of 2024, all driving forces achieved high growth rates, of which agriculture increased by 4.56%, industry increased by 6.88%, services increased by 5.06%, exports increased by 32.05%, and tourists reached 1.6 million; development investment achieved positive results, disbursement in the first quarter reached 14%, accelerating the implementation of key projects, and the number of newly established enterprises increased. In particular, for the 12 tasks assigned by the Prime Minister in early 2023, Hoa Binh has so far completed 6 tasks, namely, adding industrial land use indicators; support funding for the construction of the Cun slope bypass road - National Highway 6; supplement the planning of 7 industrial parks; support funding for the relocation and construction of the Provincial General Hospital at a new location; develop a socio-economic development project for communes in the CT229 area (revolutionary safety zone); assign the People's Committee of Hoa Binh province as the competent authority for a number of projects in the province. The remaining 6 contents are continuing to be implemented. Hoa Binh proposed that the Government, the Prime Minister, ministries and branches consider and adjust a number of transport infrastructure development projects such as regional and inter-regional road projects in the province; promptly consider and approve the project to develop communes in the CT229 area of the province. At the working session, leaders of central ministries and branches reported and evaluated the coordination, implementation and results of the implementation of the tasks assigned by the Prime Minister in early 2023 on socio-economic development of Hoa Binh province; Respond to proposals, recommendations and suggest tasks and solutions for Hoa Binh to develop quickly and sustainably. (Photo: Duong Giang/VNA) Concluding the working session, Prime Minister Pham Minh Chinh acknowledged, commended and congratulated the results that Hoa Binh has achieved in the past time, with 5 points more: more positive changes in awareness of different potentials, outstanding opportunities, competitive advantages; demonstrating more self-reliance and self-reliance; higher results in implementing political tasks; more focused investment in development; better leadership capacity and fighting strength of Party organizations, Party members, and authorities at all levels. The Prime Minister also pointed out a number of limitations that Hoa Binh needs to overcome such as GRDP growth not meeting the plan; Low competitiveness, some investment projects behind schedule, land and resource management still have shortcomings, quality of human resources, application of science and technology and innovation are still limited... Based on the analysis of the potential, strengths and socio -economic development situation of the province, the Prime Minister requested Hoa Binh to effectively implement the approved Planning, exploit the maximum potential differences, outstanding opportunities, competitive advantages; realize the viewpoint, vision, development goals; form new development space, create new values. In which, Hoa Binh is developed according to the multi-polar concentrated model, 2 East-West and Eastern economic corridors and 3 industrial zones: clean industrial zone, high-tech industrial zone; new industrial growth space zone; local industrial development zone. The head of the Government requested Hoa Binh province to focus on implementing "1 focus, 2 strengthening, 3 promoting." Accordingly, “1 focus” is to mobilize and effectively use all legal resources to promote traditional growth drivers; break through to new growth drivers. “2 enhancements” are to increase investment, develop human and social factors and enhance regional, domestic and international connectivity. “3 enhancements” include: promoting the development of a synchronous and inclusive strategic infrastructure system; promoting industrial development serving processing, manufacturing, production-supply chains; promoting the application of science and technology, innovation. (Photo: Duong Giang/VNA) Regarding key tasks and solutions, Prime Minister Pham Minh Chinh requested Hoa Binh province to always innovate its thinking and development vision, exploit its internal resources to the maximum, especially promoting historical and cultural traditions; forming dynamic regions as locomotives for development; developing dynamic industries to promote growth, focusing on processing and manufacturing industries, high technology; eco-tourism, resorts, sports, cultural identity...; clean, organic, high-quality agriculture ; strengthening and improving the efficiency of economic linkages, exploiting the role of connecting the Northwest with the capital Hanoi, the Red River Delta. The Prime Minister directed Hoa Binh to promote strategic infrastructure investment, promote public-private partnership, take public investment to lead private investment, unlock resources; strictly manage and use investment capital effectively, prevent and combat corruption and negativity; support business development, both forming large enterprises and improving the capacity of small and medium enterprises; develop an innovative startup ecosystem. Hoa Binh must prepare well for projects and fields calling for investment to welcome investors, especially large and potential investors; invest in developing education, training, high-quality human resources, especially human resources for potential fields of the province. Along with that, the province must promote administrative procedure reform, improve the investment and business environment; continue to further improve competitiveness and administrative reform indicators. The province needs to promote digital transformation, build digital government; develop digital economy, digital society and promote the application of digital technology. Hoa Binh province must focus on environmental protection, forest development and biodiversity; harmonious sustainable development towards green growth and circular economy. The province also needs to focus on Party building and building a system of administrative agencies that are united, united, honest, democratic, active and effective; building a team of professional, clean, dedicated and people-serving cadres; stepping up the fight against corruption, negativity and waste. The Prime Minister emphasized the task of developing connecting infrastructure and training high-quality human resources; developing OCOP products. Agreeing to resolve the recommendations of Hoa Binh province, the Prime Minister requested ministries and branches to coordinate with the province to effectively carry out the 6 tasks assigned by the Prime Minister in early 2023 on preparing dossiers for 2 sites as special national relics and preparing dossiers to recognize Hoa Binh Culture as a World Heritage; supporting funding for the construction of Hoa Binh Cultural Space; implementing urgent anti-erosion embankment projects on both banks of the Da River and enhancing flood drainage capacity, reducing flooding for the Lang River basin; mechanisms and policies for Hoa Binh Hydropower Plant; implementing the Hoa Binh-Moc Chau expressway project; investing in upgrading National Highway 15, section Km0-20 in Hoa Binh province. The Prime Minister believes that with its revolutionary tradition, with the development momentum over the past years, with the support and efforts of central ministries, branches, investors, businesses and people, Hoa Binh province will develop strongly; contributing increasingly positively to the development of the region and the whole country. Earlier, in the afternoon of the same day, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony of the Electronic Printed Circuit Board (PCB) Manufacturing Factory at the Left Bank of the Da River Industrial Park, Hoa Binh City - the 5th factory of MEIKO Company, Japan in Vietnam. MEIKO is a company specializing in the production and manufacturing of electronic printed circuit boards from Japan. The company's products are circuit boards for developing peripheral devices, computers, household electronics, audio-visual equipment, solar panels, microprocessors, controllers, etc. MEIKO Hoa Binh phase 1 has an investment of 200 million USD and increases to 500 million USD in phase 2; creating jobs for about 2,000 workers; specializing in the production of electronic printed circuit boards for the automobile and smartphone manufacturing industries. Speaking at the event, Prime Minister Pham Minh Chinh congratulated Hoa Binh province and MEIKO Company for their close cooperation in implementing the project; requested Hoa Binh province to continue to create all conditions for the Company to build a factory, put it into production soon, and operate effectively. MEIKO Company "must do what it says, must do what it commits to, must do what it does with practical effectiveness" in the spirit of "harmonious benefits, shared risks" and "listen and understand together; share vision and action together; do together, enjoy together, win together and develop together." The Prime Minister said that Vietnam has made 5 commitments: Stabilizing guidelines, policies, strategies, and socio-economic development plans in the development movement; making breakthroughs in strategic infrastructure to reduce input costs, improve investment efficiency for investors; making breakthroughs in perfecting institutions to meet Vietnam's development requirements and in line with the world 's development process; promote breakthroughs in training high-quality human resources to serve development. Ministries, branches and localities closely coordinate, creating the best conditions for investors to produce and do business smoothly, creating livelihoods and jobs for people. Thanking MEIKO for investing in Vietnam with a total investment capital of more than 1 billion USD in the past 20 years, the Prime Minister hopes that MEIKO in particular and foreign enterprises and investors in general will, together with effective production and business, strictly comply with legal regulations, protect the environment and participate in ensuring social security in Hoa Binh in particular and Vietnam in general./.
